Dear Bureau Members,
 
      I write to update you on the membership status of a number of NAOs. As you are aware Statute 9.2 provides that any Adhering Organization in arrears for a period of twenty-four months from the due date shall automatically cease to be a Member of the Union. I therefore regret to inform you that five NAOs ceased to be members on January 1st 2015. The Countries that were subject to Statute 9.2 are:
1.       Bangladesh (possible payment options being explored)                                                                
2.       Spain
3.       Tanzania
4.       Ukraine
 
An application from the NAO of Cyprus to withdraw has also been received and, with regret, accepted. The situation has been under careful consideration and continuous review by the officers and me. All but Bangladesh, which has indicated some confusion regarding the invoices received as well as its willingness to make the necessary payments, have been removed from our website listing of NAO’s, but all contacts still remain here in the Secretariat and individual members information was not affected. Statute 9.3 states that NAOs that cease to be members forfeit all claims to the funds of the Union. As a result individual members on Divisions, Committees, and Subcommittees are not able to be reimbursed for claims from the union.  This does not apply to participation in projects which are open to all. Task group leaders retain complete discretion to manage membership of their projects.
 
 
Statute 9.2 also states that membership of bodies of the Union of all persons belonging to an Adhering Organization, which ceases to be a Member, shall continue to the end of the period of service at the discretion of the Bureau. Elected members of the Bureau can continue to the end of their terms if the President recommends this to the Bureau and the Bureau agrees. However their expenses can no longer be funded and they would need other sources of funding to be able to attend meetings. Their contribution could be remote, by email or conference call. Any Divisional President or Committee Chair should stand down if from a country that ceases to have NAO status and be replaced by election. Division President or Committee Chairs can request Bureau permission for members from these countries to continue contributing to activities during the current biennium but only as AMs. Financial support from IUPAC cannot continue. It should also be noted that the countries of NAOs which cease to be members may no longer be eligible to host IUPAC Conferences.
 
I will keep you informed and send requests for any actions that may be necessary.
