Time to rethink gambling monopolies?

The state is shutting down the gambling devises VFW posts and other social clubs have used to generate operating cash.

I suspect the state, as a matter of law, is right. But it raises the question of whether the state should reconsider its gambling monopolies.

The Indian compacts haven't kept casinos out of the urban footprint. And given the lottery, it's hard to understand why social clubs shouldn't be able to use low-stakes games to keep their doors open.
