Description of Work

This position is contingent upon reallocation approval by the Office of State Human Resources.
 
This position will perform internal audits at the Department of Natural and Cultural Resources.  Work requires a current knowledge and understanding of sound accounting and auditing standards, federal and state laws, budget reports, and systems (i.e. DSS, BEACON, MS Office) in order to make value added recommendations to the department.  The position serves as an internal control resource person in all areas of the department and will interact with Division Directors and other employees as needed.  The position provides a wide range of knowledge and information relative to the entire department and state government to staff on a continuous basis in order to promote effective internal controls.  The position will be involved with the department's Quality Assurance Review as well as serve as a team member for the EAGLE program. Major duties include providing the quality assurance function to conduct audits and reviews based on agency risk to comply with NCGS § 143 Article 79 Internal Audit Act.
 
To comply with the Internal Audit Act the position will assist with the Audit Director to perform an agency-wide risk assessment and prepare an Annual Audit Plan.  The position will conduct financial, compliance, and performance audits, review specific operations, policies, procedures and conduct investigations.  The position will report to the department's Director of Internal Audit.
 
The position has responsibility to work with the Internal Audit Director to:

  • Develop a flexible annual audit plan using an appropriate risk-based methodology, including any risks or control concerns identified by management, and submit that plan to the Secretary and Chief Deputy Secretary as well as periodic updates.
  • Implement the annual audit plan, as approved, including as appropriate any special tasks or projects requested by management.
  • Evaluate and assess significant functions and new or changing services, processes, operations, and control processes coincident with their development, implementation, and/or expansion.
  • Issue periodic reports to management, summarizing results of audit activities.
  • Assist and/or conduct the investigation of suspected fraudulent activities within the organization and notify the Secretary and Chief Deputy of the results.
  • Provide assurance services by assessing the adequacy of entity internal control; adequacy of process or sub-entity internal control; adequacy of enterprise risk management; adequacy of governance process; and compliance with laws or regulations.
  • As appropriate, provide consulting, advisory, and training services to management and staff that add value and improve the governance, risk management, and control processes.
  • Help prepare and participate in Quality Assurance Reviews.
  • Serve as a team member for the EAGLE program.
  • Ensure the requirements are met with regard to internal audit activities as set forth by the Council of Internal Auditing and NCGS Article 79 of Chapter 143.

Knowledge, Skills and Abilities / Competencies

Qualified candidates must possess:

  • Ability to compile, monitor, and examine a variety of moderately complex financial and/or program information for accuracy, integrity, and conformance to rules and regulations.
  • Ability to identify substantive issues that require research and analysis.
  • Ability to prepare and disseminate audit reports including justifying and defending audit findings and recommendations.
  • Ability to serve as technical advisor on audit findings and recommendations.
  • Ability to write communications that convey concise and comprehensive information on matters of a moderately complex nature.
  • Ability to communicate verbally and deliver presentations to convey information and issues of a moderately complex nature.

Minimum Education and Experience Requirements

Bachelor's degree in accounting or a discipline related to the program area assigned and three years of related experience; or a Bachelor's degree in any field and certification/licensure as a certified public accountant, certified internal auditor, certified fraud examiner, certified information system auditor; or related certification/license and three years of related experience; or an equivalent combination of education and experience.
