Detail of outcome

Following consultation and consideration of the statutory conditions, the Secretary of State has decided that several parts of the 1985 Act do prevent or restrict Harrogate Borough Council from exercising the general power of competence in hosting the Tour de France, and it is appropriate for him to use his powers under section 5(1) of the 2011 Act to lay before Parliament a draft Order to disapply or amend parts of the 1985 Act, for the period of 23 June to 8 July 2014, for the sole purpose of hosting the Tour de France.

This consultation seeks views on the proposal to enable Harrogate Borough Council to use the general power of competence with confidence in hosting the Grand Départ of the Tour de France 2014. The proposal would see the Secretary of State using his powers from Section 5(1) of the Localism Act to disapply parts of the Harrogate Stray Act 1985 from 23 June to 8 July 2014 for defined areas of the Stray for the sole purpose of hosting the Tour de France.
