The Community Planner II position is part of the Community Studies group. In this role the person must function as a key producer of reports assessing transportation-related effects on local communities and on land use and development as part of the project development and environmental assessment process. This person must be able to clearly understand, interpret and forecast the relationships between transportation and land use, and communicate the findings and recommendations to other planners, engineers, elected and appointed officials and the general public. The position involves review of work done by Community Planner I’s and II’s. The position will also manage contracts with private consulting firms and review work produced by them. Assistance with development of tools, processes and procedures is also involved, as well as other special projects. This person must be self-motivated, diligent, and able to work with little direct supervision. The work involves project site visits and meetings with the general public as well as local, state and federal officials. Travel across the state, including occasional overnight travel, is required, as is a valid NC driver’s license and the ability to operate a car, minivan and SUV.

Knowledge, Skills and Abilities / Competencies

Thorough knowledge of land development practices and concepts, transportation project development processes, the National Environmental Policy Act, Civil Rights Act, Executive Orders for Environmental Justice and for Limited English Proficiency, and similar federal and state directives is required. The position will assist in the management and development of tools to promote more effective analysis and engagement with local communities, and as such writing and speaking skills, interpersonal skills and public relations skills will be important. Because this is a high production position with a need to display information graphically, experience with geographic information systems (GIS) is critical.    This person must be able to operate personal computers and related software, and other office equipment, and be familiar with web-based data gathering techniques.

Minimum Education and Experience Requirements

A master's degree in city and regional planning and one year of experience in community planning; or graduation from a four-year college or university with a major in engineering, political science, geography, economics, or related field and three years experience in community planning work including completion of a formal in-service training program in community planning; or an equivalent combination of training and experience.
