General Statement of Duties

The City of Eugene Library, Recreation and Cultural Services (LRCS) Department is seeking an experienced and innovative social media specialist to be a part of a dynamic marketing and public relations team that serves the Cultural Services (CSD) and Recreation (REC) Divisions’ programs in a fast-paced and constantly evolving environment.
Definition: Performs a variety of social media/digital marketing duties in support and promotion of LRCS-CSD/REC marketing programs and campaigns, which requires an advanced understanding of social media platforms and marketing principles. Duties are performed under the direction of the Marketing and Public Relations Manager.
Hourly Rate: $18.19 - $22.64

Hours Worked: 30 hours/week.

Examples of Duties Performed - Duties may include but are not limited to the following

Creates and curates content for social media/digital marketing platforms in support of LRCS-CSD/REC marketing programs and campaigns, including Hult Center, Public Art, Community Events and Recreation programs.
Serves as primary contact for all social media information.
Researches competitive landscapes and social media trends and makes recommendations for management strategies and participation in emerging platforms.
Assists with paid media strategies on social platforms.
Creates calendars and schedules for posts/content.
Tracks social media performance, determines appropriate evaluation metrics, interprets data and prepares reports for marketing team. Assists with goal setting.
Researches and monitors competitors and partner campaigns.
Networks and maintains online relationships with program presenters, partners and patrons. Researches and implements opportunities for collaboration.
Creates and maintains accounts on relevant sites, forums and groups.
Assigns work to temporary staff and interns.
May provide training to co-workers and temporary staff.
Attends team meetings, and other meetings as needed.
Operates a variety of office equipment including personal computer, photocopier, printers, calculator, etc.
Operates camera and film equipment and other media equipment for use in social media.
Actively supports and respects diversity in the workplace.

Qualifications

Knowledge of:
Social Media and blog platforms including, but not limited to, Facebook, Twitter, Pinterest, YouTube, Flickr, Tumblr, and Instagram
HTML for content production
Microsoft Office (Highly proficient)
SEO and content optimization
Standard Marketing principles and best practices as applied to the assigned area
Office practices, procedures and equipment
Practices and principles of public/business administration as applied to the assigned area
Advanced proficiency in English grammar, punctuation, spelling and usage
Excellent proof-reading skills
Programs and services of the Hult Center, Cultural Services, Community Events, Public Art and Recreation
Ability to:
Demonstrate strong writing and editing skills
Demonstrate strong experience in various social media platforms and in crafting social media content
Utilize social media management and analytics tools (e.g. HootSuite, FB Insights, Tweetdeck, Bit.ly)
Communicate effectively with other employees, general public, and community partners
Demonstrate ability to engage new audiences and build online communities
Work with a high degree of accuracy and attention to detail
Work successfully in a team environment and independently with minimal guidance
Manage various information streams from diverse program sections
Understand and execute oral and written instructions, policies and procedures
Make decisions in accordance with established polices and requirements
Maintain accurate filing and records keeping as it pertains to social media/digital marketing
Learn new skills, programs and processes as required

Minimum Requirements:
Four years of progressively responsible clerical or technical support experience, preferably including one year in marketing or a related area.
Post-secondary education in marketing or a related area may be substituted for some of the minimum required experience.
Requires a high school diploma or G.E.D. equivalent.

Other combinations of experience and education that meet the minimum qualifications may be substituted.

Supplemental Information

Working Conditions: Work in this class is done generally in an office environment. May be required to sit, keyboard, write, hear and speak for extended periods. May be required to stand frequently for extended periods. Work includes operating a variety of office equipment. Work activities include bending, stooping, and kneeling. May be required to lift up to 25 pounds.

Employees in this classification are represented by American Federation of State, County, and Municipal Employees (AFSCME), and their salaries may be subject to a monthly payroll deduction after 31 days of employment.

The normal starting salary is the first step shown on the posting. Other placement in the salary range may be considered depending on qualifications and experience.
