JOB SUMMARY

This position will provide management level administration and direction of the Town's Engineering and Public Works departments.  This position performs highly technical and specialized engineering and administrative work in connection with Town projects, public works and administration.  The position is responsible for budget administration and financial management of these departments.  Position exercises considerable latitude in independent judgment in areas such as resource allocation, regulation interpretation, training and education needs of personnel, and must maintain current knowledge of trends and changes in federal, state and local regulatory practices.
 
The intent of this position description is to provide a representative summary of the major duties and responsibilities performed by incumbent(s) in this position. Incumbent(s) may not be required to perform all duties in this description and incumbent(s) may be required to perform position-related tasks other than those specifically listed in this description.

 

EXAMPLES OF DUTIES

  • Manage assigned personnel by directing, instructing, scheduling, reviewing and evaluating work activities; reviewing and evaluating work products, methods, and procedures; conducting performance evaluations; making recommendations regarding hiring, terminating and other personnel actions; maintaining discipline and high standards necessary for the efficient and professional operation of the Engineering and Public Works departments.  Plan, direct and coordinate, through subordinate level management staff the departments work plans and identify and resolve problems.
  • Directs, evaluates, and/or performs the compilation of cost data and materials and labor estimates, and approves pay estimates prepared by consultants and contractors.  Plans, develops, and implements operating budget(s) and capital improvement budget(s), and monitors cost and expenditures to ensure adherence to such, as well as, established project financial goals and objectives.
  • Attends various Town administrative functions including Town Council meetings, Planning & Zoning, Boards, Commissions and other meetings as needed.  Prepares and performs oral and written presentations as required.
  • Responds to concerns and inquiries from both the public and private sector, communicating all aspects of engineering and public works as requested.  Works closely with various entities regarding engineering and public works activities and projects, while maintaining standards, regulatory compliance and requirements for development activities.
  • Reviews, evaluates and approves engineering plans, specifications, and subdivision plans from design through the construction phase.  Checks for accuracy, provides recommendations, and approval.  Administers all in-house and contracted engineering and public works projects, and prepares contractual recommendations.
  • Required to report for work punctually, work all scheduled hours, and any additional hours as deemed necessary.   

Additional Duties
  • Performs onsite field inspections when conflicts and/or disputes occur.
  • Researches subjects, and compiles and assimilates data and information into various special studies and reports to address issues and programs for the Town.
  • Performs related work as directed.

ADDITIONAL QUALIFICATIONS

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Experience:

  • Bachelor's degree in Engineering or other related field.
  • Must pass MVR check.
  • Must pass pre-employment drug screening.

Training:
  • Six (6) years in supervisory/management capacity in a municipal/governmental organization, including development and implementation of budgetary functions for capital projects. 

License or Certification:
  • Must have a Texas Professional Engineering License issued by the State Board of Registration for Professional Engineers.
  • Must possess a valid Texas Class C driver's license.

  • Comprehensive knowledge of modern principles and practices of civil engineering and public works as applied to the administration of diversified development activities.
  • Thorough knowledge of the federal, state, and local ordinances, laws and regulations relating to departmental activities.
  • Thorough knowledge of principles of effective administration, to include planning, directing, evaluating, and coordinating.
  • Thorough knowledge of effective supervisory principles and techniques.
  • Thorough knowledge of principles and practices employed in budget development, implementation, and administration.
  • Thorough knowledge of report and record maintenance principles and practices.
  • Considerable knowledge of research principles, and the various sources of data and information concerning municipal/governmental statistics and administration.
  • Skill in both oral and written communication for effective expression of concepts and ideas and clarity in task assignment.
  • Town policies and procedures.
  • English usage, spelling, grammar and punctuation.
  • Computer skills using Windows, WordPerfect, Microsoft Office applications, Internet, Adobe Acrobat and conversion techniques, and Microsoft Outlook.
 
Ability to:
  • Conduct oral and written presentations to all levels of Town employees, elected officials and general public.
  • Establish and maintain effective communication and working relationships with Town administrative personnel, subordinate personnel, and outside organizations and agencies.
  • Plan, assign, supervise and review the work of a large staff of subordinates and provide direction and recommendation on difficult procedural and administrative problems.
  • Develop and implement departmental policy and procedure.
  • Maintain current knowledge of trends and developments in the field, and facilitate application of such to department policy and procedure as appropriate.
  • Prioritize and organize various assignments in order to produce efficient results.
  • Operate standard office equipment.
  • Communicate clearly and concisely, both orally and in writing.
  • Understand and follow written and oral instructions.
  • Provide tactful and appropriate responses to inquiries from the public, other departments or agencies.
  • Establish and maintain cooperative-working relationships with those contacted in the course of work.
