California bus driver charged with raping special needs students
A California bus driver, employed by the largest school district in Monterey County, has been charged with rape, kidnapping and stalking after police said he sexually assaulted two special needs students who rode his bus. Bill Harvey, 58, was employed by the Salinas Union High School District. He was arrested in Seaside on March 9. Over the course of the last 10 years, Harvey has had an inappropriate relationship with at least two of the children who rode on his bus, the Salinas Police Department said Friday. “This is a bus driver who works with special needs children,” Cmdr. John Murray said. "We trust someone like this to take care of our kids. That trust was violated, and even worse, these victims may have been groomed for this purpose."Harvey bought gifts and met with at least one of the victims several times outside of his regular job duties, according to police.The victims, who are both physically and developmentally disabled, described being touched inappropriately several times and forced to commit sexual acts against their will, police said.Investigators say one victim was 13-years-old when the abuse began.Harvey was formally charged with rape of a person unable to give consent, rape by force or fear, lewd act upon a child, kidnapping and stalking when he was arraigned in court on Tuesday. He pleaded not guilty. Police said the alleged sex abuse came to light February 22, when someone reported that Harvey harassing a woman.Salinas Union High School District is a public school district that operates 13 high schools and middle schools in Salinas.The Salinas Union High School District said in a statement ,"We are shocked to learn about the recent arrest of an employee related to multiple charges of sexual misconduct with a minor. This is a disturbing set of allegations and we are taking it seriously. We are cooperating with law enforcement as they continue their investigation. The safety and security of our students are a priority and we are working with the victim's families and school community. We placed this employee on administrative leave, and as a result, he will have no contact with any Salinas Union High School District student. We are still learning about the details related to these allegations. We must respect the rights to privacy and due process of everyone involved, and the district cannot comment on personnel matters or student information. As law enforcement moves forward we will take the appropriate disciplinary actions. We appreciate the community's understanding and support as we work through this unfortunate situation."
