The Washington State Office of Superintendent of Public Instruction (OSPI) seeks a visionary and dynamic leader to join the OSPI team as the Safe Routes to School Program Supervisor. Position Overview
The Safe Routes to School Program Supervisor position provides leadership, maintains and strengthens partnerships, policies, and systems to support student health, safety, and academic success by providing pedestrian and bicycle safety education and encouragement programs in school districts across the state.

This position will serve as the primary liaison between the Office of Superintendent of Public Instruction (OSPI) and Washington State Department of Transportation (WSDOT). They will work with the Cascade Bicycle Club (CBC), community partners, and school districts statewide to design, implement, evaluate, continually improve and grow the Safe Routes to School Bicycle and Pedestrian Safety Education and Encouragement Program.

The program is funded through WSDOT, and is a state funded initiative to ensure student health and safety by providing trainings, technical assistance, grants, information, and other resources on Bicycle and Pedestrian Safety to local school districts.
 
Role
This position is part-time (0.6FTE); the Safe Routes to School Program Supervisor is responsible for carrying out assigned work plan activities for the Safe Routes to School Bicycle and Pedestrian Safety Education Grant from the WSDOT. It plays a critical leadership role in the overall effort of the state to develop and maintain supportive learning environments in Washington public schools, and to support student health and safety and increase student access, knowledge, and skills related to pedestrian and bicycle safety.

The Program Supervisor will provide statewide leadership, coordination, and collaboration to provide training and technical assistance to school districts and community partners and inform the work of other state agencies, the legislature, and the public regarding student health and safety related to active transportation, pedestrian, and bicycle safety.

The Safe Routes to School Program Supervisor position reports directly to and receives assignment of specific tasks and areas of responsibility from the Director of Student Support.

Key Responsibilities

  • Oversee, coordinate and monitor daily processes and activities related to the goals and objectives of the Safe Routes to School work plan.
  • Be the primary point of contact at OSPI to collect data/information and maintain successful relationship with WSDOT to ensure necessary grant requirement reports and documents are submitted in a thorough and timely fashion.
  • Work with OSPI, WSDOT, DOH and community partners to design an ongoing strategic planning process to support assessment, policy development and program implementation activities related to the grant project goals and objectives.
  • Provide leadership within OSPI for discussion and development of recommendations for Safe Routes to School related issues.
  • Plan and direct the application process, reporting, management, and evaluation of the Safe Routes to School grant for local districts. This includes creating and administering the iGrants process to distribute WSDOT funds directly to districts.
  • Provide leadership to all 295 school districts, 9 ESDs, and related community agencies regarding Safe Routes to School efforts that contribute to academic success and prepare students to be healthy adults.
  • Organize, coordinate, and present state, regional, and local workshops for district staff, parents, and the community to increase awareness, improve effectiveness, and enhance collaboration including oversite and delivery of teacher trainings to funded districts.
  • Identify, organize, disseminate and present information on quality, comprehensive Safe Routes to School Programs that enhance the learning environment.
  • Develop and implement plans, policies, and procedures to evaluate the effectiveness of Safe Routes to School Programs in partnership with schools and other community organizations.
  • Manage interagency projects, documents, guides, fact sheets, and tool kits to support Safe Routes to School.
  • Administer and manage sub-contractual relationships with key partner non-profit organizations (e.g., Cascade Bicycle Club, etc.).
  • Work with previously funded districts to evaluate program status, increase sustainability, and prepare a report about progress toward long-term program goals.
  • Explore additional resources such as grants, state program funds, private foundation and others sources, with school and community partners, to support Safe Routes to School in Washington.

 

Desirable Qualifications
The Office of Superintendent of Public Instruction is seeking candidates who exemplify the characteristics and experiences of the following profile:

  • A master's degree in education, social services, urban planning, or related field.
  • Experience in working with multiple racial/ethnic and socioeconomic groups.
  • Applicants should have a minimum of three years' experience working in a public education setting with at least two of these years in a management and/or leadership position.
  • Knowledge of and experience with Safe Routes to School program planning and implementation.
  • Knowledge of state, regional, and national initiatives to develop supportive learning environments, and to remove both academic and non-academic barriers to student success.
  • Knowledge of principles of evaluation relative to Safe Routes to School and successful experience implementing such evaluations.
  • Knowledge and ability to write, manage, and report on federal and state level grants.
  • Knowledge of agency organization, mission, goals, and objectives. The ability to speak and present on behalf of the agency to a wide array of stakeholders and interest groups is necessary.
  • Communicate effectively, in both written and oral form, to a broad and diverse audience, including public speaking to large groups.
  • Facilitate partnerships and collaboration at the national, state and local level among public and private organizations to comprehensively address Safe Routes to School and to improve health, safety and academic outcomes for all students
  • The ability to design and deliver professional development at the local and state level in the form of workshops, conferences, and trainings.
  • The ability and experience to make decisions within short- and long-range schedules is critical in this position. Applicants should be able to work independently, as well as work under the direction of the Director of Student Support.
  • Must be willing to deliver technical assistance and training to professional staff throughout the state of Washington and develop, organize, and explain complex technical and programmatic material to state and local professional staff and policy makers.

Compensation
The annual compensation for this part-time (60%) position is $40,576 - $46,304 per year and depends upon experience, educational background and qualifications. Washington State offers a generous benefit package including health, dental and life insurance, retirement and an optional deferred compensation program. Retirement and Deferred Compensation
