Purpose of Position

Incumbent serves as Temporary Maintenance Laborer for the Parks and Recreation Department, responsible for assisting in maintaining parks, buildings, grounds, equipment, and trails as assigned.  This temporary position is of a limited duration for the purpose of maintaining the city parks.

Essential Job Functions

Maintains cleanliness and appearance of assigned buildings and grounds, including cleaning/ sanitizing restrooms and replenishing supplies, picking up litter, and emptying trash containers. Prepares shelters and buildings for use, including locking/ unlocking for evening events, setting up/removing equipment, straightening tables, removing trash, and cleaning.
 
Operates hedge trimmers, chain and hydraulic saws, riding and power movers, bush hog, chemical sprayer, tractor, various models of trucks and equipment for clearing and maintaining city parks and other park property as assigned.
 
Assists in maintaining park, roads, parking lots, and trails, including mowing/trimming grass, spraying pesticides, pruning trees and shrubs, removing fallen tree limbs, planting, fertilizing and watering grass and plants, pickup and removing litter daily, reseeding grass, applying fertilizer. 

Job Requirements

High school diploma or GED preferred. Education and/or experience in building, grounds, and/or equipment maintenance preferred.
 
Possession of or ability to obtain certifications in CPR and First Aid within required time period.
                                                                                                                                   
Working knowledge of various mechanical trades, such as carpentry, plumbing, electrical, and ability to properly operate various hand and power tools.
 
Working knowledge of grounds maintenance and ability to properly operate various related tools and equipment, such as post hole digger, pruner, shovel, and rake.
 
Ability to physically perform the essential duties of the position, including exerting sustained physical effort, bending, reaching, crouching/kneeling, standing/walking for long periods, working in awkward positions in long periods sitting for long periods, climbing ladders, pushing/pulling/lifting/carrying objects weighing more than 50 pounds, handling/grasping/fingering objects, hearing sounds/communication, close/far vision.
 
Working knowledge of the City of Noblesville Civilian Employee Personnel Policy Handbook and ability to apply these regulations/standards to employment.
 
Working knowledge of universal health precautions and City's Bloodborne Pathogens Control Plan, and ability to apply such knowledge on the job to protect oneself from infection.
 
Ability to understand and follow written and oral instructions, and work alone and with others in a team environment with minimum supervision.
 
Ability to effectively communicate with co-workers, other City departments and park patrons, including being sensitive to professional ethics, gender, cultural diversities and disabilities.
 
Possession of a valid Indiana driver's license, a demonstrated safe driving record, and must remain insurable through the City of Noblesville's liability insurance carrier.  (Refer to the Civilian Personnel Policy for additional information.)

This position starts on or after May 1, 2021 and ends on or before October 31, 2021, up to 40 hours per week.

Work Environment

Incumbent maintains contact with co-workers, other City departments, and park patrons for the purpose of exchanging information.
 
Incumbent reports directly to Maintenance Crew Leader.

Incumbent's duties involve bending, reaching, crouching/kneeling, sitting and/or standing/walking for long periods, climbing ladders, pushing/pulling/lifting/carrying objects weighing more than 50 pounds, handling/grasping/fingering objects, hearing sounds/communication, close and far vision.
                                                                                               
Incumbent may exert continuous physical effort, but normal duties do not involve prolonged intense physical strain.

Incumbent performs duties indoors and outdoors involving occasional work in high places and on ladders, and exposure to dust, dirt, grease, fumes, adverse weather conditions, extreme temperatures, bloodborne pathogens and other infectious materials, cleaning and toxic chemicals, power tools and heavy machinery, for which safety precautions must be followed at all times to avoid injury to self and others.
 
This position is identified as having occupational exposure to blood or other potentially infectious materials.

 

Temporary employees are those who are not assigned to a full-time or part-time status.  Employment assignments in this category are of a limited duration and individuals may be scheduled to work up to or exceeding forty (40) hours per week.  Employment beyond an initial stated period does not in any way apply a change in employment status.  Temporary employees retain that status until expressly notified of the change.  While temporary employees do receive all legally mandated benefits, they are ineligible for all of the City's non-mandated benefits.
