Job Description

ATTENTION: To be considered for employment with the City of Boca Raton, applicants must provide at least ten (10) years of continuous employment history, if applicable. In the event the applicant has not been employed for ten (10) continuous years, all time for the ten (10) year period prior to the date of application must be accounted for including periods of school, unemployment and retirement.

GENERAL DEFINITION OF WORK:

 
Performs difficult professional work analyzing transportation and traffic related issues; manages the City's traffic calming, bicycle/pedestrian, transportation demand management & transit programs; reviews and comments on site plans, engineering and construction plans; approves and supervises all maintenance of traffic operations within the City; participates in developing various elements of the Comprehensive Plan; prepares grant applications; does related work as required.  Work is performed under regular supervision. 
 
TYPICAL FUNCTIONS:
 
Reviews new land development projects and engineering and construction plans to assure compliance with applicable Federal, State, and local laws, regulations, policies and procedures; and makes recommendations for necessary revisions to improve and/or maintain all modes of transportation;
Assists in the development of long-range pedestrian, bicycle, transit, and roadway transportation facility plans;
Meets with property owners, lawyers, engineers, contractors, residents, etc. to discuss projects or explain future projects as they relate to transportation;
Coordinates and prepares studies, reports, grants, analyses, correspondence, and recommendations relating to transportation planning;
Coordinates Capital Improvement Program transportation projects;
Participates in developing relevant elements of the Comprehensive Plan;
Provides public presentations and reports on transportation policy recommendations and projects;
Provides liaison activities support for Advisory Boards;
Provides support to Traffic Division;
Prepares responses to residents, businesses and other stakeholder's traffic related concerns or complaints;
Draft Resolutions for Council approval;
Attends transportation meetings, seminars and conferences.
 
ADDITIONAL FUNCTIONS BASED UPON AREA OF ASSIGNEMENT:
 
Multi-Modal/Transit Coordinator
 
Manages the City's Transportation Demand Management (TDM) Program;
Assesses transportation related fees for new and existing developments;
Addresses questions and comments received regarding community transit needs;
Reviews TDM Plans for new developments and TDM Annual Reports for existing developments;
Meets with property managers to ensure continuation of developments' TDM Programs;
Coordinates the implementation and continuation of new and existing City Transit Programs;
Promotes alternative modes of transportation and the City's TMI through organizing and attending mobility-related events and the creation, development and distribution of promotional items/literature;
Prepares, Updates and Maintains the City's Traffic Website;
Develops GIS maps for the Traffic Division on an as-needed basis.
 
 
Bike Coordinator/Resident Relations - Neighborhood Liaison
 
Manages the City's Traffic Calming Policy and aids residents with implementation of the Program;
Prepares Federal, State or County grant applications for development of Bike/Pedestrian/Public Transportation or related projects;
Researches potential grant funding sources;
Manages bicycle/pedestrian planning, including sidewalk and bike lane requests;
Coordinates implementation of the City's Bicycle and Pedestrian Plan;
Attends Citizen's and Pedestrian Bicycle Safety Board and relevant meetings as needed;
Prepares programs and presentations to encourage alternate modes of transportation;
Prepares and Updates the Bicycle and Pedestrian Maps;
Reviews site plans for Public Works Review (PWR) to ensure consistency with the City's Land Development Regulations and the Engineering Design Standards Manual;
Researches and analyzes technical and policy issues on roadway and transit transportation facility needs and makes recommendations.
 

 
Inter-Agency Coordinator

Coordinates the review of design plans provided by other agencies (Florida Department of Transportation/FDOT, Palm Beach County/PBC, School District, etc.);
Reviews and Approves Maintenance of Traffic (MOT) plans;
Reviews Special Events Applications;
Attends meetings with other agencies; FDOT, PBC, Tri-Rail, School District, etc.;
Attends construction meetings for projects performed by other agencies;
Maintains City staff informed of road closures and construction projects


RELATED TASKS:
 
Determines necessary detail and advises supervisor of same;
Coordinates with other departments;
Performs related tasks as required.
 
KNOWLEDGE, SKILLS, AND ABILITIES:
 
Experience in planning principles, practices and methods related to civil engineering, traffic engineering, transportation planning, or community planning; some knowledge of the design, function, and operation of electronic traffic control equipment and devices; thorough knowledge of applicable federal, state and local laws, regulations, policies and procedures; thorough knowledge of federal, state, and local laws governing vehicular, bicycle and pedestrian movements; thorough knowledge of the geography of the City; ability to plan; ability to establish and maintain effective working relationships with City officials, other public officials and representatives, employees and the general public; ability to communicate technical ideas effectively, both orally and in writing; ability to prepare and present technical reports.
 
EDUCATION AND EXPERIENCE:
 
Any combination of education and experience equivalent to a Bachelor's degree from an accredited college or university with major course work in civil engineering, traffic engineering, urban planning, transportation planning, or related field and at least six (6) months of urban planning, transportation planning, or relevant experience to the typical functions.  MOT Certification preferred.
 
SPECIAL REQUIREMENTS:
 
Possession of a valid State of Florida Class "E" driver's license with no more than six (6) points in the last three (3) years.

BENEFITS SUMMARY
Full-Time Non-Bargaining Employees

 
ANNUAL LEAVE: Shall accrue prior to an employee attaining permanent status in the classified service, and may be used after six (6) months of employment at the sole discretion of the Department Head, but it shall not be paid out upon resignation or termination unless the employee has attained permanent status (one full year). The maximum accrual is 360 hours.

CASH OUT OF ANNUAL LEAVE: Employees who have attained permanent status shall be permitted to cash out up to forty (40) hours of accrued and unused Annual Leave, either in a single lump sum payment or two or more partial payments, each fiscal year.

SICK LEAVE: 8 hours per month. Any hours in excess of 960 will be paid off annually at 50%. Upon retirement, employees with a minimum of 5 years continuous service will receive 50% of sick leave balance. Termination for reasons other than retirement shall be entitled to payment for accrued, but unused sick leave, as follows:

HEALTH INSURANCE (Premiums): Employee Medical (Base Plan) - Paid 100% by City. Employee contributions are required for the buy up employee coverage plans. Employee Dental (DHMO or Basic PPO Plan) & Vision (Basic Plan) paid 100% by City. Employee contributions are required for the Employee + Dependent(s) for the Medical, Dental, & Vision Plan.

CONTINUOUS SERVICE BENEFIT: As of December 1 each year - Paid during the month of December.

RETIREMENT PLANS: The two pension/retirement options are listed below:
  • An option to enroll in a Defined Contribution Retirement Plan. The Defined Contribution Retirement Plan will not require a mandatory contribution. The City will contribute seven (7%) percent of the annual base wages annually. The vesting period for this plan shall be one (1) year from date of hire in the classified service, which coincides with your one-year probationary period.
  • An option to enroll in a Defined Benefit Retirement Plan option is available. There is a ten (10) year vesting period with a multiplier of 2.00% at normal retirement and a mandatory seven and three-quarters (7.75%) percent employee contribution.
  • The two (2) options will be fully explained prior to an irrevocable selection.
Optional: 457 Deferred Compensation Savings Plan is available.

HOLIDAYS: 14 per year: 11 recognized holidays and 3 floating days which are allocated for the fiscal year beginning October 1, to all 8 hour per day employees. Employees hired between October 1 and March 31 shall receive 3 floating holidays. Employees hired between April 1 and September 30 shall receive 1.5 floating holidays. Floating holidays must be used within the fiscal year. Non-task employees working 10-hour days receive 10, 10-hour paid holidays but do not receive floating holidays.

FUNERAL LEAVE: Up to 3 workdays - In State; Up to 5 workdays - Out of State

TUITION REIMBURSEMENT: Full-time employees are eligible for tuition reimbursement as outlined in the City’s Tuition Reimbursement Policy which is available in Human Resources and subject to the availability of departmental funds.

MILITARY LEAVE: Members in military reserve units who attend annual training are entitled to paid leave not to exceed 30 days each calendar year.

EAP: Employees, spouses, and eligible dependents have access to five (5) face-to-face sessions with a counselor through Cigna's Employee Assistance Program (EAP).  Services include assistance with legal, financial, parenting, elder care, pet care, and identity theft.
