Universities should be at least 20 years old to get deemed status: UGC

A stringent set of rules await higher education institutions seeking the deemed university status with the University Grants Commission (UGC). The changes have been drawn up to ensure "quality education" in colleges and varsities.

In its latest circular, the UGC mandates that institutes should have been functional for minimum 20 years to be eligible for deemed to be University status. It also has to be among top 50 in any specific category or among top 100 in the overall ranking of the National Institute Ranking Framework (NIRF), the circular reads. Taking its objective of "quality education" further, the UGC has asked the institutes to submit a detailed project report (DPR) containing 15 years' strategic vision plans and five-year rolling implementation plan to attain the coveted status. The institutions at the time of application, are also mandatory to have valid accreditation by National Assessment and Accreditation Council (NAAC) with at least 3.26 CGPA for three consecutive cycles or if in case of technical institution, two-third of the eligible technical programmes accredited by the National Board of Accreditation.

The teacher student ratio in universities and colleges seeking deemed-to-be status, should not be less than 1:20 with a faculty strength of not less than 100 teachers and a minimum of 2,000 students on its rolls under the regular class-room mode, of which not less than one third being postgraduate/research students; and at least five post graduate departments in existence for at least three years with research programmes,"the Commission says.

Meanwhile, the UGC will also keep a hawk's eye on institutions once the deemed to be status is granted, the new rules indicate. As per the new guidelines, once the status is granted, the UGC will monitor the academic outcomes of the institutes on annual basis. The outcome of graduate students should not be lesser than 50% and the teacher-student ratio should not drop below 1:20. After attaining the status, institutes will have to participate in NIRF ranking, provide a choice-based credit system (CBCS) to students," states the circular.
