POSITION SUMMARY

Supervises, directs, plans, coordinates, and reviews fiscal audits of revenue generating City departments; oversees preparation of audit report.

Department: Office of City Controller.
Salary: $71,836.
Union: None, this is a non-union position.

Qualifying Requirements:
Your City of Pittsburgh application will be reviewed and your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position. You will be sent an eligibility letter regarding your eligible/ineligible status.
  • WORK EXPERIENCE: The application must clearly show five (5) years of full-time experience in accounting, auditing, and/or fiscal monitoring which includes at least two (2) years of managerial experience. (Full-time is defined as 32 hours or more per week. Less than full-time experience will be calculated on a pro-rated basis.).
  • EDUCATION/TRAINING: The application must clearly show a Bachelor's Degree from a fully accredited institution in Accounting, Finance, Business Administration or a related field. (See NOTE under the General Application Requirements Section above regarding the verification of education/training).
  • EQUIVALENCY: Education/training and/or work experience may be substituted on a year for year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position (based on the sum of work experience and education/training listed above). The Total Qualifying Requirement is nine (9) years. (See NOTE under the General Application Requirements Section above regarding the verification of education/training).

POSITION DUTIES

Position Duties:

  • Determines fiscal audits to be performed; assigns teams to each audit.
  • Acts as liaison between auditee and audit team.
  • Monitors audit activities (e.g. current status of audit, future audit procedures, problem areas, scope of audit, etc.); visits audit sites; reviews audit.
  • Ensures audits are being performed in accordance with generally accepted auditing standards, principles and practices and with City and departmental rules, regulations, policies, and procedures. 
  • Participates in audit entry and exit conferences.
  • Supervises assigned personnel; evaluates work; recommends and implements approved disciplinary and/or corrective action; provides training and/or technical assistance as requested or required.
  • Oversees the writing, editing, preparation and distribution of audit reports; advises supervisors and other Office of City Controller employees on requests of audits. 
  • Performs or directs special audits as requested by City Council or City Department Heads.
  • Attends City Council public hearings and post agenda meetings as assigned or required.
  • Plans, develops, directs, coordinates, organizes and controls the material, equipment and personnel under jurisdiction toward the effective, efficient and economical attainment of program goals, including maximum convenience to the public and safety of employees.
  • Manages areas of responsibility in strict accordance with applicable laws, regulations and established policy including union agreements to ensure fair and standardized treatment of employees.
  • Performs activities and functions of related lower-level personnel as assigned or required.
  • Performs such other related tasks and duties that are assigned or required.
  • Maintains records, both manually and by computer, and prepares accurate reports, correspondence, etc.
