본 연구는 이스라엘의 영재교육의 특징을 분석하고 우리에게 주는 시사점을 도출하는데 목적을 두고 있다. 이스라엘 영재교육에서 우리나라와 다른 몇 가지 특징을 발견할 수 있다. 첫째로 영재교육을 국가적 과제로 인식하고 중앙정부가 판별도구개발·제공, 선발과정 지원, 교육과정 개발보급, 영재 교사의 질 관리를 통해서 영재교육에 적극 개입하고 있다. 둘째, 영재 선발은 학업적성검사를 토대로 지역단위로 선발한다. 셋째, 일반학교의 영재교육은 정규 교육과정의 일환으로 이루어지고 있다. 넷째, 영재교육 담당 교원에 대한 자격증 제도를 운영하고 있다. 본 연구에서는 네 가지 정책적 제안을 하고 있다. 첫째, 영재교육을 소수 우수한 학생을 위한 특권교육이라는 인식에서 벗어나, 헌법에 보장된 능력에 따라 교육받을 권리를 보장하기 위하여 영재학생에게 차별화된 교육기회를 제공하는 것으로 인식전환이 요구된다. 둘째, 영재교육을 정규 교육과정에 편입하여 영재학급 편성, 속진학습 등이 일반학교 현장에서 자연스럽게 이루어지도록 하여야 한다. 셋째, 예비교사 양성과정에서 영재교육 과목을 적어도 한 과목을 필수로 지정하거나, 현재 필수로 지정되어 있는 특수교육학개론 과목에 영재교육 관련 내용을 포함시켜야 할 것이다. 넷째, 영재선발을 교사의 관찰·추천제에만 의존하지 말고 영재성 검사 등 표준화 검사를 병행할 것을 제안하고 있다.
This article describes the characteristics of gifted education in Israel and discusses the implications derived to South Korea. Israel government, especially Ministry of Education, which has strong control over public education system, has been actively pushing forward gifted education policy. Second, the gifted is identified and selected in a systematic way, so called 3-step identification- by cognitive ability and aptitude tests. Third, general education for gifted as a part of regular curriculum is sustainably set up. Fourth, teachers in charge of gifted education are certified by national standards. This study stressed several points for education policy makers in Korea. First, the gifted (or their parents) could demand special education for themselves as a right to be properly educated like any other persons, which is often regarded as a type of education for the privileged. Now it is time that education right for the gifted is critical, that should be promoted by aggressive national plan. Second, advanced track could be applied to the gifted beyond public education rules and regulations such as accelerated learning in schools. Third, courses regarding gifted education should be required as mandatory introductory courses for qualification (at least one course, or 3 credits). Fourth, the gifted students could be selected not only by teacher recommendation but also qualifying examination.
