An Urban Perspective on the Colombian “Paro Nacional”2020 •
During 2019 and early 2020, analyses of the Colombian Paro Nacional protests proliferated in different national and international media outlets and academic blogs. These analyses have highlighted the size of the protests, the diversity of claims, the “awakening of civil society,” the militarization of cities or the violent response of the state to the strikes. In this brief essay, we highlight an aspect that has not been analyzed as thoroughly yet in these analyses: the role of urban public spaces and the circulation of South-South urban repertoires of protest, particularly from Chilean cities, in facilitating the protests and, more specifically, the politicization of the emerging Colombian urban middle-class. Although protest dynamics have changed dramatically since the COVID-19 pandemic, the deep political and economic discontent that it exposed, the political potential of the newly mobilized citizenry, and the new uses of public spaces that emerged in Colombian cities may have a lasting impact. We take the case of Bogotá to specifically analyze the role of the city in facilitating new expressions and practices of citizenship among the Colombian urban middle class. While the ideas in this text emerged before the coronavirus arrived in Colombia, we conclude with some reflections on how the recent revolts against police brutality in Bogotá in September 2020 show the contradictions of protesting in public space during a pandemic, the increasing role of the judicial branch as a guarantor of protest rights in Colombia as well as the connections of Bogotá protests with recent global mobilizations against racism and police brutality.

Community action, the informal city and popular politics in Cartagena (Colombia) during the National Front, 1958-742019 •
This chapter analyzes the rise of community development in Colombia, and the impact in the making of informal city in Cartagena. I will go on to demonstrate that the community action councils in fact became a pivotal instrument for members of the popular classes actively to participate in the remaking of their communities. Indeed, I will argue that this type of community development amplified the creative capacity of thousands of Cartageneros, who lived in the city’s margins and lacked the basic means to achieve a decent way of life, to improve their situation. As we have already seen in the case of San Francisco, these marginalised residents utilised the very councils designed to depoliticise their demands to confront the state institutions that failed to attend to their needs. Furthermore, they used the community action councils to engage with multiple political actors, ranging from brokers and mainstream politicians to radical agents who sought to capture the residents’ hearts and minds. As I will go on to argue, the priests and union leaders who joined the San Francisco demonstration in 1969 fall into this latter category. All of this is to say, as I will ultimately demonstrate, that patron–client relationships do not fully explain the political experience within the councils

Colombia at the Crossroads2022 •
Petro became the first left candidate ever to win the presidency in Colombia, defeating the right-wing real-estate magnate Rodolfo Hernández by 50.4 to 47.4 per cent in the second round. 1 The turnout, at 58 per cent, was the highest for a quarter-century. Petro's electoral bloc, the Pacto Histórico, had already won 48 out of 268 congressional seats in the March 2022 legislative elections. To set these victories in perspective, it's necessary to grasp the nature of the power bloc that ruled Colombia for over 150 years under an oligarchic Conservative-Liberal duopoly, which then gave way to the hard-right counterinsurgency regime of Álvaro Uribe from 2002. With Washington's backing, Uribe intensified the Colombian Army's long-running war against guerrilla forces in the hinterlands; casualties, according to the country's Truth Commission, include some 450,566 dead and another 121,768 'disappeared', as well as 50,770 kidnapped and 8 million displaced, the vast majority poor peasants. Uribe and his successors-Juan Manuel Santos (2010-18) and, especially, Iván Duque (2018-22)-also backed harsh neoliberal measures against the urban poor.
