The British Embassy, Muscat is part of a world-wide network of 230 Posts, representing British security, prosperity and consular interests overseas. We are currently looking for a Finance and Procurement Officer to join our friendly and high performing team.

 

Objective:

The primary roles include reporting to the Head of Corporate Services (HCS), provide financial support within the Corporate Services team, working with the Finance & Procurement Hub in Manila, advising and updating key stakeholders in the Post.

 

Key Duties and Responsibilities:

• Financial Reporting:

Help to support best practice finance processes and help to contribute to ownership of the process by budget holders through;

o Access our internal accounts system and extract information on a monthly basis of actual spend by budget holders, manage anomalies and make any required corrections.

o Monitor Corporate Services-owned budget lines.   

o Arrange budget meetings in consultation with the Head of Corporate Services, attend meetings and take minutes, distribute to budget holders.

o Budget Amendment/Forecast data entry and updates.

 

• Payroll:

Ensure timely and compliant monthly and annual payroll process by;

o Run monthly payroll for local staff.  

o Inform staff of any payroll related changes.

o Assist with the transfer of pay and benefits functions to new regional hub.

 

• Internal Finance Systems: 

Support Purchase to Pay (PtP) process at Post and ensure compliance with internal procurement process;

o Maintain and update Post on any changes to PtP process; act as local advisor on processes, working with regional Finance Hub.

o Monthly housekeeping of open Purchase Order’s (PO’s), Goods Received Not Invoiced (GRNI) report, ensuring that PO’s are closed in a timely manner, investigate any ‘red’ scores on the post report.

o Approve weekly payments of invoices in the absence of HCS.

 

• Cash Accounting:

o Monthly reconciliation of cash accounts, including reporting to HCS and Hub.

 

• Accounts Receivable:

o Raising invoices for functions and other costs.

o Processing payments received and chasing debtors.

 

• Procurement:

o Purchasing of goods for Embassy and Residence.

 

• Ad hoc/Projects:

o Monitor official bank account; reconcile, maintain and manage balance in local bank account.

o Project teams; provide up to date information to teams relating to spending against their budget code, assist with any Journals that need completing.

o GTPC Hub; ensure that Regional Hub team receive the correct documentation for Finance & Procurement related matters, including details of payments made for invoices, Supplier forms, payment requests, assist with any queries .

o Covering reception on occasions if required.

Essential:

  • Excellent written and oral communication skills in English  
  • Qualification in Accounting/Finance  
  • Experience of payroll process  
  • Experience and knowledge of Purchase to pay process  
  • Excellent interpersonal and communications skills  
  • Multi tasking, self motivated and able to work as a part of a team  
  • Proficiency in Microsoft Office, in particular, Excel.

Desirable:

  • Knowledge/experience of VAT

Working Conditions and Remuneration:

The Embassy offers an attractive working environment and remuneration package for the role, including: salary of 800 Omani Riyals per month inclusive of all allowances; recreational facilities including a swimming pool and social club.

Normal working hours are 07:30 – 14:30 Sunday to Thursday.  However, the successful candidate may sometimes be required to work outside normal working hours.

There is a holiday entitlement of 30 days per year following successful completion of a 3 month probation period. Holidays that have already been booked will be honoured. There are also national holidays determined annually by the Embassy which usually total 14 days per year.  Training will be provided as necessary.
