본 논문에서는 정당체제의 제도화를 파악할 수 있는 몇 가지 기준을 제시하고 그러한 기준에 따라 1992년부터 2006년까지 슬로바키아 정당체제의 제도화 수준을 검토해 보려는 목적을 지니고 있다. 본 논문에서는 정당 간 경쟁의 규칙을 의미하는 선거제도와 선거 변역성 그리고 정당의 연속성을 정당체제 제도화의 기준으로 제시하고 각각의 시기에 따라 슬로바키아 정당체제의 제도화를 검토해 본다. 이를 위해 우선 정당체제의 제도화에 대한 기존의 연구를 검토하고 새로운 가설을 제시하며, 이를 바탕으로 제3장에서는 1992년 메치아르 내각에서 2002년 쥬린다 내각까지를 그리고 제4장에서는 쥬린다 2차 내각에서 2006년 선거 이후 피초 내각까지를 검토한다. 이를 통해 지난 2006년 선거 이후 등장한 SMER-SD의 피초 내각과 슬로바키아 정당체제는 정당 간 경쟁의 속성과 방향이라는 측면에서는 여전히 불안정한 요소를 지니고 있지만 제도화의 측면에서는 어느 정도 안정되어가고 있음을 확인한다.


It is often said that the political party system was formed over decades or sometimes a century in western democracies and such a stable party system in post-communist states has yet to be formed. Moreover the question how party system in those democracies gets institutionalized has been little studied. So I try to find out how institutionalized party system is in slovakia. In this paper, I proposed two indications to understand the institutionalization of political party system in slovakia. I suppose electoral system, which defines the conditions in which political parties compete and the continuity of political parties are two most important indications of institutionalization of political party system. With these two indications, I try to analyze the institutionalization of party system in Slovakia from 1992 till 2006 election. The election in 1998 and in 2006 were the two important elections to change significantly the party system and the institutionalization of it in Slovakia. Those have made the party system stable and institutionalized. The electoral system is no more changing in which proportional representation, same parliamentary seats contested in a single nationwide constituency district, thresholds and method are applied as before. And the continuity of each political party is not changing significantly in Slovakia. On the basis of these two indications, party system in slovakia has institutionalized to some extend.
