90년 사회주의권붕괴이후 루마니아와 불가리아에서도 민주주의와 시장자본주의 제도화를 위한 노력을 지속하고 있다. 그의 결실은 동구권국가들의 EU와 NATO 가입이었다. 그러나 루마니아와 불가리아는 EU가입에서는 다른 동구권국가의 가입보다 늦게 되었다. 결국 루마니아와 불가리아가 NATO와 EU 등에 순차적으로 가입하면서 서국국가와의 협력과 교류가 확대되었다. 루마니아와 불가리아가 정치경제학적인 측면에서 시장자본주의와 글로벌민주주의를 위해 해야할 과제는 국내외적으로 산적해있다. 자국의 발전, 지역의 발전, 국제기구에서의 발전 그리고 세계평화를 위한 노력 등이 그것이다. 특히 루마니아와 불가리아는 구공산권시절에는 오랜 동안 이웃국가로써 협력적 관계를 갖고 있었다. 루마니아와 불가리아는 공교롭게도 동구권 국가중 같은 시기에 NATO와 EU 에 가입국이 되어 가입전후를 놓고 정치경제학적인 비교분석의 대상이 되기에 충분하다고 본다. 그래서 본 논문은 루마니아와 불가리아의 정치경제학적인 협력관계가 어떠한지 그리고 EU 가입 전후 정치경제학적인 변화가 어떠 한지를 분석하였다. 앞으로 양국이 긴밀한 협력과 교류는 물론이고 국제기구나 지역에서 동시에 협력관계를 돈독히 한다면 양국가의 시장자본주의, 민주주의와 경제발전이 더욱 가속될 것으로 보인다. 양국의 협력에 대한 구체적인 실천은 여러 가지 통계로 나타나고 있다. 그리고 서구선진국가들과의 협력이 중요하지만 동구권 국가들과의 협력이 반드시 병행하는 것이 지역과 국제사회에서의 협력과 평화를 위하여 바람직하다. 서구국가들의 동구로의 자본 및 기술 등 시장진출과 외교, 군사, 경제적 측면에서의 협력이 더욱 강화될 것이기 때문에 이에 편승한다면 양국의 발전은 더욱 견고해질 것이다. 특히 UN, NATO와 EU 등의 국제기구에서 자본주의시장경제와 글로벌민주주의의 확산에 함께 협력적으로 동참해야한다.

Romaia and Bulgaria are the later leading countries in the Eastern Europe & Balkan Region. The Eastern European countires try a regional community. Recent development, integration and EU membership that arose Romania and Bulgaria in the Eastern Europe show that regional community is easy to build. Globalization makes a nation's problems are no longer its own. Regional community is good means to solve international, and regional and even domestic difficulties. In this paper, I first investigate the relationship between these two countries and global capitalism and democracy, and then suggest how to establish marketing capitalism and global democracy through the EU membership by Political Economy. Democracy, human rights, and free marketing system are critical values for EU membership in the era of global democracy and economy. Romania and Bulgaria must now analyze the weaknesses of the Eastern Europe & Balkan Region from the perspective of Political Economy and work together to complement these weaknesses after EU membership. Two nations must strive to improve their poitical economy rankings and indexes while minimizing the unemployment, unstable growth, ethnicity conflicts and disputes. A more extensive global and regional cooperation effort is needed. To make global marketing and developing industry a reality in the Eastern Europe & Balkan Region, Romania and Bulgaria must form the Eastern Europe & Balkan Region at the global level of the EU after EU membership. When such communities run well, it will be evidence of political economy and global capitalism in the Eastern Europe. When the two countries form a reciprocal and mutual alliance to raise one voice in regional and global economic growth, the international community will positively recognize economic growth and developing the Eastern Europe identity as developed political economy.
