Screen wakes up on calls from non favourite contacts in do not disturb mode

So this is the configuration I would like:
- Favourite caller + do not disturb mode = wake up screen + sound
- Non favourite caller + do not disturb mode = do not wake up screen + no sound

But instead i'm getting this:
- Favourite caller + do not disturb mode = wake up screen + sound
- Non favourite caller + do not disturb mode = wake up screen + no sound

I have these settings:
Settings > Sounds and vibration > Do not disturb > ON
Settings > Sounds and vibration > Do not disturb > Turn on now > ON
Settings > Sounds and vibration > Do not disturb > Turn on as scheduled > OFF
Settings > Sounds and vibration > Do not disturb > Allow exceptions > Custom > SELECTED
Settings > Sounds and vibration > Do not disturb > Allow exceptions > Repeat callers > OFF
Settings > Sounds and vibration > Do not disturb > Allow exceptions > Calls from > Favourite contacts only
Settings > Sounds and vibration > Do not disturb > Allow exceptions > Messages from > None
Settings > Sounds and vibration > Do not disturb > Allow exceptions > Event/task alerts > OFF
Settings > Sounds and vibration > Do not disturb > Allow exceptions > Reminders > OFF
Settings > Sounds and vibration > Do not disturb > App rules > No rules
Settings > Sounds and vibration > Do not disturb > App rules > Hide visual notifications > Hide when screen is on > OFF
Settings > Sounds and vibration > Do not disturb > App rules > Hide visual notifications > Hide when screen is off > OFF

The last setting highlighted in bold when it's OFF does this:
- Favourite caller + do not disturb mode = wake up screen + sound
- Non favourite caller + do not disturb mode = wake up screen + no sound
When it's ON does this:
- Favourite caller + do not disturb mode = do not wake up screen + sound
- Non favourite caller + do not disturb mode = do not wake up screen + no sound

So it seems like while the sound correctly works between favourite and non favourite contacts for do not disturb mode, the screen wake does not. Either it wakes up all the time or none of the time.

I'm using the Samsung default phone all.

Does anyone know any solutions or workarounds? I don't mind changing dialling apps either
