6th ATRN Congress scheduled to take place via Zoom Video Conferencing
from 6th to 8th September 2021. The theme of the Congress is “Maximising
the revenue potential of property taxes through digitalisation”. The

Mr Logan Wort is the Executive Secretary of the African Tax Administration Forum (ATAF); a multilateral organisation of Heads of African Revenue Administrations, based in Pretoria, South Africa. As the ES of ATAF, Mr Wort is the organisation’s chief executive officer, responsible for its overall management, strategy and operations. A Sitting Member of the Council of ATAF, Mr Wort is amongst the founding figures of the organisation, having headed the Task Team which worked towards the establishment of ATAF in November 2009. Since joining ATAF, he has spearheaded Tax administration reforms across the continent and continues to do so, not only in his capacity as head of ATAF’s Secretariat, but also as a Member of the Consortium of the High-level Panel on Illicit Financial Flows of the UNECA and as a regular participant to the OECD Committee on Fiscal Affairs and the Global Forum for Transparency and Exchange of Information meetings. Prior to joining ATAF, Mr Wort served as Group Executive at the South African Revenue Service, Deputy Director General at the South African National Treasury and Chief Operating Officer in the Ministry of Finance of South Africa. Mr Wort also served as the Director of the Finance and Investment Sector Coordinating Unit of the Southern African Development Community (SADC). Mr Wort holds a Master’s Degree in Public Administration from the University of the Western Cape and Bachelor Degree in Political Sciences.

Mr. Githii Mburu is currently the Commissioner General for Kenya Revenue Authority (KRA), a position he has held since 1st July 2019. His 23 years of experience in Finance, Strategy formulation and implementation, Public Policy and Tax Administration has seen him successfully oversee significant transformation in Tax Administration with impressive outcomes in Domestic Revenue Mobilization, Trade Facilitation and Border Security. Mr. Mburu joined KRA in May 2007 to strengthen tax audit function in the Domestic Taxes Department where he was instrumental in development and implementation of sound audit policies and practices including the specialized areas of audit of multinationals and quality assurance for tax audits. He further served in the area of tax crime investigation where he led complex and high impact investigations of tax evasion syndicates with domestic and international dimensions.In March 2017, Mr. Mburu was appointed Commissioner of Intelligence and Strategic Operations a docket responsible for intelligence management, corruption investigations, exchange of information as well as representing KRA in the whole Government approach in law enforcement and the fight against economic crime. During his tenure as the Head of Intelligence, he developed a formidable intelligence gathering infrastructure that dismantled tax evasion schemes and redefined the role of intelligence in the fight against tax evasion and other economic crimes.
In December 2020, he was awarded the Chief of the Order of the Burning Spear (CBS) for his distinguished service to the nation of Kenya. During the same month, he was appointed the first chairperson of the Africa Initiative under the Global Forum on Transparency and Exchange of Information for Tax Purposes for a period of three (3) years. He is also a serving member of the Governing Council of the Africa Tax Administration Forum (ATAF).

Ms. Farida Karoney was appointed Cabinet Secretary for Lands and Physical planning in February 2018. She has executive powers on policy formulation and management matters.Prior to her appointment, she was the Chief Operating Officer at Royal Media Services, a media conglomerate with 14 radio stations, two television stations and a digital content platform. She had also served as Group Editorial Director, amongst other senior managerial positions in leading media houses in Kenya.
She is currently pursuing a Ph. D in Business Administration ( Strategic Management) at the University of Nairobi. She holds a Master of Business Administration (Strategic Management) and a Post-Graduate Diploma in Mass Communications from the University of Nairobi. She also holds a Bachelor of Education (Science-Botany and Zoology) from Kenyatta University.
She is passionate about ethical leadership, transparency and accountability in the management of public affairs. She is concerned about equity and sustainable management of shared resources such as land and the environment. She is currently implementing a raft of land reforms which include digitalisation of land transactions, decentralisation and legal, policy as well as institutional reforms at the Ministry of Lands and Physical planning.
She considers herself a transformative change leader and a true patriot.

Dr. Fred Mugambi Mwirigi is the Commissioner of the Kenya School of Revenue Administration (KESRA) which is the training School of the Kenya Revenue Authority (KRA). He is also the Head of Kenya Regional Training Centre (RTC) for World Customs Organization (WCO). He has been the Commissioner in charge of Kenya School of Revenue Administration (KESRA) which is the training School of the Kenya Revenue Authority since April 2018. He holds a PhD. in Entrepreneurship, a Master of Science degree in Entrepreneurship, a Bachelor of Business Administration (1st class honors) degree and a Diploma in Small Enterprise Management attained from Galilee International Management College, Israel. Dr. Mugambi has also been trained in various areas in Johannesburg, South Africa, Shanghai, China and Dhaka, Bangladesh.Prior to joining KRA, Dr. Mugambi was the founding Director of the Mombasa Campus of the Jomo Kenyatta University of Agriculture and Technology (JKUAT) where he was the Director for 7 years. Overall, he taught at JKUAT for 11 years and rose to the level of Senior Lecturer. While at JKUAT he was also the Chairman of the Nairobi Industrial Park the initiative that gave rise to a bid by the University to assemble laptops for the government for the nationwide free laptops project. JKUAT was one of the two universities that won the bids. Prior to joining JKUAT he taught at Kenya Methodist University and also worked at Kenindia Assurance Company.
Dr. Mugambi has published three books namely Leadership beyond the Boardroom, Journeying to the Horizon and Teardrops from My Heart, one book chapter and more than 20 research papers in refereed journals. He has also supervised 7 PhD and over 30 Master’s students to graduation.
Dr. Mugambi sits in various boards and committees. He has in the past served as the chairman of the Board Recruitment Committee for the Technical and Vocational Education and Training Authority (TVETA) under the Ministry of Education. Dr. Mugambi is also a member of Rotary International where he is involved in various philanthropic activities.
In the past, Dr Mugambi has conducted Consultancy and training tasks for many national and international organizations including JICA, Ministry of Industrialization, Consumer International, FAULU Kenya, East African Breweries Limited, GIZ, Adam Smith International, Kenya Education Staff Institute, Kenya Coconut Development Authority and Githunguri Dairy Farmers Cooperative Society, among others in 6 countries.

Yvonne Aki-Sawyerr OBE was sworn-in as Mayor of Freetown in May 2018 with a commitment to transform Freetown using an inclusive, data-driven approach to address challenges in the city. The 3-year Transform Freetown plan details 19 concrete targets across 11 sectors and covers issues ranging from tackling environmental degradation to facilitating the creation of jobs in the tourism sector. A finance professional with over 25 years of private sector experience in strategic planning, risk management consulting and project management, Mayor Aki-Sawyerr’s public sector engagement began with her work during the 2014-2015 Ebola epidemic and her subsequent role as Delivery Team Lead for the second phase of a multi-stakeholder programme to drive socio-economic recovery in Sierra Leone post Ebola. Mayor Aki- Sawyerr is a Chartered Accountant and holds an MSc in Politics of the World Economy from the London School of Economics and a BSc Hons in Economics from Fourah Bay College. Mr. KARASIRA Ernest is the Deputy Commissioner for Regions and Decentralized Taxes Office within Rwanda Revenue Authority (RRA) since November 2017. He has served only RRA, he joined the institution from January 1998. He has more that 23 years of experience in tax administration where he started as junior staff, then got promoted to higher level gradually during the period he is being working with RRA.Before to be appointed as the Deputy Commissioner, he has worked in various departments within RRA at Headquarters and in provinces such as Head of procurement division for two years, head of taxpayer education Division for seven months, RRA Regional Coordinator of Northern Province for one-year, RRA Regional Coordinator of Eastern Province for two years; and in this position, he was coordinating all RRA taxation activities within those provinces including domestic and customs related taxes and he has worked previously in many other positions within the institution.
Since 2015, when the Government of Rwanda decided to give to RRA the responsibility to assess and collect decentralized taxes and fees on behalf of decentralized entities, Mr. Ernest was appointed to that responsibility in 2017, since then, he has contributed to the effective implementation of laws and regulations related to decentralized taxes and fees which resulted in the continuous improvement of collection of decentralized taxes and fees.
Mr. Ernest holds a Masters degree in Business and Commerce, in the field of Taxation Policy and Management obtained from Keio University in Tokyo/Japan.

Mr. Samuel Sserunkuuma is currently the Director Revenue Collection at Kampala Capital City Authority (KCCA).For three years up to July 2020, he was performing duties as the Deputy Executive Director of KCCA.
Prior to joining KCCA, Mr. Samuel had worked in the national tax body the Uganda Revenue Authority for over 15 years as a tax assessor and collector.
In KCCA, he has streamlined municipal revenue administration including automation and other major revenue reforms resulting into increased revenue performance.
He holds a Master’s in Business Administration and Bachelor of Arts in Social Sciences from Makerere University Kampala and has extensively trained in Income Tax and municipal Revenue administration.

Riël Franzsen is a professor and director of the African Tax Institute at the University of Pretoria, South Africa, where he also occupies the South African Research Chair in Tax Policy and Governance. He specializes in land and property taxation. In this regard, he has acted as a policy advisor for various entities (including the IMF, World Bank, and GIZ) in Africa, Asia, the Caribbean and Europe. He has been a co-instructor for property taxation and decentralization courses on behalf of the IMF and the Lincoln Institute of Land Policy and presented a summer school on property taxation for the Network of Associations of Local Authorities in South-East Europe. Mrs Rispah Simiyu was appointed as KRA’s Commissioner for Domestic Taxes Department with effect from 22nd October, 2020. She had been serving as the Deputy Commissioner in charge of the Tax Dispute Resolution docket.Mrs. Simiyu is a seasoned and grounded tax professional with over 19 years of experience. Before joining KRA in April 2018, she served as the Standard Chartered Bank Regional Tax Manager East Africa. While at the Bank, she also served as a member of the Kenya Bankers Association (KBA) Finance and Audit Committee, and specifically as the Chairperson of the Tax Sub-Committee. She began her career at PricewaterhouseCoopers (PwC) in 2001 rising to the position of Tax Manager.
Mrs Simiyu is a qualified Chartered Accountant, a Fellow Chartered and Certified Accountant (FCCA), an Advocate of the High Court of Kenya, a member of the Law Society of Kenya and a Certified Public Secretary. She holds a Master of Laws degree from the University of Nairobi with a focus on International Trade and Investment. Mrs Simiyu also holds a Bachelor of Laws degree from the University of Dar es Salaam and a post-graduate Diploma in Law from the Kenya School of Law. She has practised and consulted on tax matters in Kenya, Tanzania and Uganda and is thus well versed with the tax laws of these countries.

Colette Nyirakamana is the Programme Lead for the African Property Tax Initiative (APTI) at the International Centre for Tax and Development (ICTD). In this capacity, she plays a leading role in advising governments about designing property tax reform efforts in various African countries. She holds a Ph.D. Degree in Comparative Public Policy from McMaster University. Her research focuses on fiscal autonomy building in African cities, focusing on local revenue mobilization challenges and strategies in Accra, Nairobi and Niamey. Colette’s research draws on institutional and political economy theories to show how incentives, rules and political dynamics shape the actions of local actors while creating favourable or unfavourable conditions for effective revenue mobilization. Her work underlines the extent to which weak fiscal autonomy limits the capacity of African cities to finance local development adequately.

Dr Omar is a seasoned leader in the broad areas of strategy and policy with experience that spans academia and the public sector. He is currently the Commissioner for Strategy, Innovation and Risk Management at the Kenya Revenue Authority (KRA). His remit at the KRA includes offering leadership in such areas as strategy, policy, research, innovation, data and statistics, and knowledge management.Prior to joining KRA, he was the Economic Pillar Director at the Kenya Vision 2030 Delivery Secretariat. At Kenya Vision 2030, he was responsible for giving overall leadership and strategic direction to the implementation of the flagship projects. Directeur du Cadastre- Direction générale des Impôts de Côte d’IvoireBahi Apollinaire BOUA, Administrateur principal des Services financiers, est chargé des procédures de production et de conservation du cadastre en zone urbaine et rural, de la coordination des activités cadastrales et des opérations d’Assiette, de l’expertise et l’évaluation immobilière ainsi que de l’élaboration des propositions de réformes pour l’amélioration du rendement de l’impôt foncier de l’impôt foncier depuis janvier 2020, en tant que Directeur du Cadastre de Côte d’Ivoire.
Il a participé à plusieurs séminaires et groupes de travail (ATAF, CREDAF, FILOSES…) portant sur la réforme du Cadastre et l’amélioration du rendement de l’impôt foncier.
Avant de rejoindre la Direction du Cadastre, il a été chargé d’étude à la Direction de la Législation, du Contentieux et de la Documentation, où il a pris part aux travaux d’élaboration des projets de textes dans la cadre l’annexe fiscale à la loi de Finances portant Budget de l’Etat
Il est titulaire d’un Diplôme d’Etude Approfondie (DEA) en Droit public, et diplômé de l’Ecole nationale d’Administration (Côte d’Ivoire, promotion 2005-2006). Depuis 2012, il est chargé de cours d’impôt foncier au sein de ladite Ecole.
Au plan associatif et extraprofessionnel, il a occupé le poste de Responsable local de la Mutuelle des Agents des Impôts (MADGI), et actuellement est Président de la Mutuelle de Développement de son village (MUDEGA).
Au niveau familial et matrimonial, il est marié et père de quatre enfants.

Wilson Prichard is an Associate Professor at the Munk School of Global Affairs and Public Policy and the Department of Political Science, is a Research Fellow at the Institute of Development Studies and is the CEO of International Center for Tax and Development. He holds a Ph.D. and MPhil from the Institute of Development Studies, and a BA from Harvard University. His research is focused on the question of taxation and development, primarily in Sub-Saharan Africa. How can states expand their ability to raise revenues equitably in order to finance services and redistribution? And what are the broader implications of expanded tax systems for state-building and accountability? He is the author of Taxation, Responsiveness, and Accountability: The Dynamics of Tax Bargaining in Sub-Saharan Africa (Cambridge University Press) and Taxing Africa (Zed Books, named a Foreign Affairs Best Book of 2019). His work has appeared in a wide range of academic journals, including the British Journal of Political Science, International Affairs, World Development, and the Journal of Development Studies, and he also writes and blogs broadly for policy audiences. He works closely with civil society organizations, national governments, regional organizations, and international agencies, including as research lead on the World Bank’s Innovations in Tax Compliance program, as the technical lead on a reform of the property tax system in Freetown, Sierra Leone, and as a member of the Advisory Board to the ‘BEPS and Mining’ program of the Intergovernmental Forum on Mining, Minerals, Metals, and Sustainable Development.

Trésor-Gauthier M. Kalonji has a PhD in tax law from the University of Neuchâtel (Switzerland), since November 2019. His thesis focused on the impact of the OECD BEPS Project as well as the EU ATAD Directive on tax systems in developing countries. He is currently a Scientific Collaborator at the Chair of Tax Law of the same University, where he works on two projects: one on taxation in French-speaking sub-Saharan Africa and the other on the comparative study of ecological taxation in Europe and in Africa, with a focus on the Democratic Republic of Congo (DRC).Since January 2020, he has been teaching tax law and public finance law in a few universities in the DRC (notably at the National Pedagogical University, the Catholic University of Bukavu, the Leadership Academia University and the National School of Finance). In addition, he is a Senior Executive at the Ministry of Finance, where he performs legal and fiscal functions.

Dr. Kargbo joined the National Revenue Authority (NRA) in June 2006 as Senior Economist within the Monitoring, Research and Planning department of which he ended up being Director since 2014. His work within the NRA has been described by many as central to the operations of the institution. Jean Claude MONDO is a Senior Tax Inspector working for the Ministry of Finance in Cameroon. Since 2013, he has been heading the Fiscal Cadastre Project in the Taxation Department. He has devoted more than 8 years to the initiation and management of property taxation reforms in Cameroon. His activities in Taxation headquarters include collecting, processing and managing literal and graphic data, establishing Land Price Index Table and advising on assessment methods and practices, working with the local authorities and following up property tax recovery figures.He has extensive experience and his commitment on local and property taxes improvement has led him to a number of opportunities to study foreign approaches on property assessment systems and property tax management. More widely, he is interested in studying and conducting researches on property assessment systems and methods that can be implemented or adapted in developing countries. He is also a consultant for the world bank as well as for many NGO on local taxes.
M. MONDO received his Bachelor of Science in Mathematics at the University of Yaounde I in Cameroon and graduated from the National Higher School of Administration and Magistracy in Yaounde before completing his studies in the National School of Public Finance of Toulouse in France where he studied local taxes and French property assessment system as well as he went to South Korea to study the property assessment system for taxation managed by the Korean Appraisal Board.

Alhasan Usman is a Tax Administrator, presently working with Federal Inland Revenue Service (FIRS) of Nigeria. He has special skills in tax enforcement, tax auditing and tax policies. He is interested in research and lecturing. Conducted many researches on tax compliance, tax evasion, tax gap, e-commerce etc. Some of the studies were published in both national and international journals. He was born in 1986, obtained his B.Sc. Economics from ABU Zaria in 2008, after passing examinations he became an associate of Chartered Institute of Taxation of Nigeria in 2013. He became a Chartered Economic Policy Analyst in 2015 after passing an examination conducted by American Academy of Financial Management. He is a member of Nigerian Economic Society. Obtained MSc. Economics in 2018 from Kaduna State University and undergoing PhD. Economics from same institution. His hobbies are conducting research and teaching mathematics and taxation.

Kathy Nicolaou-Manias (MCOM) is a technical and policy advisor on Illicit Financial Flows (IFFs) with 10 years’ experience, focusing on: tax and commercial malpractices focusing on trade mis-invoicing, trade-based money laundering, cybercrime, economics of crime, environmental crime, illicit narcotics and AML/CFT policies. She chaired the Bitcoin and Cryptocurrent Inter-Departmental Working Group from 2013-2016. She is the IFFs Regional Technical Advisor for UNECA and UNCTAD’s 12 country pilots on the African continent to measure IFFs for SDG 16.4.1. She has developed numerous IFF online courses and risk assessment tools to curb IFFs. Recently, she completed a beneficial ownership toolkit for UNODC.

A doctoral student in information and communication sciences, Fiacre MUHIMPUNDU has specialised in communication for development. A professional communicator for more than 11 years, he is comfortable with developing communication strategies, but what he likes most is analysing audio-visual projects. He hopes that his PhD will open up opportunities for communication research for the advancement of science. At the Office Burundais des Recettes, Fiacre MUHIMPUNDU coordinates three projects with an IT component: the INTRANET project, the website redesign project and the project to reduce paper through digitisation. His desire is to study the impact of information technology on tax compliance in Africa. He holds a Master's degree in Journalism and manages a team of 5 journalists in charge of producing tax information.

Boureima HALIDOU SEYDOU, Computer Engineer and graduate in geomatics and social sciences (C4D, GAR, GP and management), is an officer at the DGI, Head of SRI and Head of the SISIC [Computerised system for monitoring taxes and taxpayers] in Agadez.Passionate about teaching, Boureima inspires his colleagues’ genius by seeing their multi-disciplinarity and skills as an advantage of convergence and transversal inter-exchange for an efficient optimisation of the DGI's results.
Boureima sees ICT as absolutely essential and advocates for the digitisation of Niger’s land registry. Since 2015, he has been combining suggestions, meetings, training and writing to illuminate the ICT image in administrative customs.
His philosophy: "even a fool feels better and proud of his actions, when he is convinced that his actions contribute to something useful, if only for those around him." Boureima finds his distractions in research, family, travel and sport.

Munatswi Nengeze has been with the Zimbabwe Revenue Authority (ZIMRA) since 2001 and is currently a Training Officer with ZIMRA Talent and Organisational Development, and an adjunct lecturer at the National University of Science and Technology, Zimbabwe.He is a holder of Masters in Tax Policy and Tax Administration from Berlin School of Economics and Law, German (2017) and Bachelor of Business Studies from the University of Zimbabwe (1997).
Munatswi has excellent technical and practical skills in taxation covering Value Added Tax, Income Tax, and Capital Gains Tax. He has a passion for tax justice issues and international development. He is a researcher under International Centre for Tax Development (ICTD) and African Tax Research Network (ATRN) and is an ATRN Scientific Committee member 2018 – 2021. His interest in research has seen him taking part in the 4th ATRN Conference in 2018 and the 5th ATRN Conference in 2019 where he presented papers.

Dr. Alex Oguso is a Senior Researcher at Kenya Revenue Authority’s Strategy, Innovation and Risk Management Department. He has over 12 years’ work experience in both public and private sector in Kenya, mostly in the Financial Sector. He holds a Ph.D. in Economics from the University of Nairobi, Kenya, offered under the African Economic Research Consortium (AERC) Collaborative Ph.D. Programme with the University of Dar es Salaam, Tanzania. He holds a Master’s degree in Economics from the University of Nairobi and a Bachelor of Arts’ degree in Economics and Mathematics from Egerton University, Kenya. Dr. Bernard Baimwera is currently the Dean of Studies at the Kenya School of Revenue Administration at the Kenya Revenue Authority. Previously, he was a Senior Lecturer in Sustainable Finance and Public Finance at Strathmore Business School, and has over 20 years’ experience in teaching Accounting and Finance in many Kenyan universities. He holds a Doctor of Philosophy in Finance from Strathmore University, and an MBA in Finance from the University of Nairobi. Dr. Baimwera is also a Certified Public Accountant of Kenya through KASNEB, and has practiced accounting and taxation for many years. He is also widely published in the field of Finance, Sustainability and Business, with over thirty journal articles in refereed local and international journals. He is also an accomplished academic administrator, having risen through the ranks of academia from assistant lecturer to a senior lecturer, academic registrar and to Principal of a University College. He is also an accomplished curriculum developer, having developed and quality assured many curriculums and training programs for universities and corporate trainings respectively.

Sameera is the Manager Technical Assistance in the Tax Programmes Directorate of the African Tax Administration Forum. Mr. Jonas FASSINOU is an Economist-Researcher and teacher at the Institut Supérieur Saint Paul de Tarse (ISSPT), Benin. He is currently a doctoral student at the University Thomas Sankara (ex OUAGA 2), Burkina Faso. Mr. Fassinou obtained an ASD/Master's degree in Applied Macroeconomics from the University of Abomey-Calavi, Benin in 2012 and in 2016, a second ASD/Master's degree in Agricultural Economics and Policies under the Programme de Troisième Cycle Interuniversitaire en Économie (PTCI), at the University Thomas Sankara (ex OUAGA 2), Burkina Faso. He is a member of the Expert Rosters of the Fiscal Affairs Department of the IMF and the Caribbean Regional Tax Assistance Centre (CARTAC). He has participated in a large number of tax policy technical assistance missions in Africa and elsewhere around the world.
Dr. Gendron has published extensively in public economics, especially in the area of indirect tax policy in developing countries. His influential book, The VAT in Developing and Transitional Countries, co-authored with Richard M. Bird, received its paperback release by Cambridge University Press in 2011.

Trésor-Gauthier M. Kalonji has a PhD in tax law from the University of Neuchâtel (Switzerland), since November 2019. His thesis focused on the impact of the OECD BEPS Project as well as the EU ATAD Directive on tax systems in developing countries. He is currently a Scientific Collaborator at the Chair of Tax Law of the same University, where he works on two projects: one on taxation in French-speaking sub-Saharan Africa and the other on the comparative study of ecological taxation in Europe and in Africa, with a focus on the Democratic Republic of Congo (DRC).Since January 2020, he has been teaching tax law and public finance law in a few universities in the DRC (notably at the National Pedagogical University, the Catholic University of Bukavu, the Leadership Academia University and the National School of Finance). In addition, he is a Senior Executive at the Ministry of Finance, where he performs legal and fiscal functions.

Introduction / Short Bio
Munatswi Nengeze has been with the Zimbabwe Revenue Authority (ZIMRA) since 2001 and is currently a Training Officer with ZIMRA Talent and Organisational Development, and an adjunct lecturer at the National University of Science and Technology, Zimbabwe.He is a holder of Masters in Tax Policy and Tax Administration from Berlin School of Economics and Law, German (2017) and Bachelor of Business Studies from the University of Zimbabwe (1997).
Munatswi has excellent technical and practical skills in taxation covering Value Added Tax, Income Tax, and Capital Gains Tax. He has a passion for tax justice issues and international development. He is a researcher under International Centre for Tax Development (ICTD) and African Tax Research Network (ATRN) and is an ATRN Scientific Committee member 2018 – 2021. His interest in research has seen him taking part in the 4th ATRN Conference in 2018 and the 5th ATRN Conference in 2019 where he presented papers.

Introduction / Short Bio
Seydou Coulibaly is an economist, currently working with the African Development Bank as Senior Country Economist of Burundi. Before joining the African Development Bank, he has lectured in Macroeconomics at the University of Clermont Auvergne, France and in Petroleum taxation and International taxation at the African Center for Management and Executive Development (CAMPC), Abidjan, Côte d’Ivoire.Seydou holds a PhD in Economics from the University of Clermont Auvergne in Clermont-Ferrand. He holds two Master’s degrees – one in Public Finance from the same university, and another in Applied Econometrics from the University of Science and Technology of Lille, France.
Seydou’s research experience and areas of professional interest include tax policy and oil and mining fiscal regimes from which he published research papers in peer review journals. Seydou is Editor for the African Multidisciplinary Tax Journal and has also served as a referee for various International Development journals.
