The Green New Deal is missing something; a vehicle.

The Green New Deal is the result of fantastic grassroots work, passion and energy at building political will for climate action. (WLRN News Report) It's not unlike the Paris Accord or the UN's Sustainable Development Goals, non-binding plans that represent important yet aspirational goals. These goals must be translated into specific policies that have years of political work ahead before they can be introduced. They're destinations without a vehicle.

The Energy Innovation Act has ten years of grassroots work behind it. It has the economic studies behind it. It has the support of diverse Economic Nobel Laureates. It is shovel ready. Upon its original introduction in Nov. 2018 (two days after the 4th National Climate Assessment) it became the first bicameral, bipartisan climate legislation in US history. It's the vehicle we've been waiting for. It would immediately change the investment decisions of market actors everywhere.

The Energy Innovation and Carbon Dividend Act - 2019 (H.R. 763) creates the conditions for these climate goals to be met. This critical policy mechanism will incentivize capital markets to divert capital away from dirty, high-carbon fuels and redirect investment toward clean energy and low-carbon solutions. It's also the only plan that meets IPCC targets for deep emission reductions. The IPCC specifically suggests pricing carbon and this plan does it right, with an eye toward economic/environmental justice. It's systemic, durable and global – key requirements to be truly effective. It's good for people, good for the economy and revenue-neutral.

We have to go big and we have to go fast. Because winning slowly is the same as losing.

And another thing... Can we please stop calling carbon pricing "a solution" already? Words matter. On one hand we have solutions. On the other, we have a policy that creates the conditios for them to scale up.

South Miami joins 150+ other municipalities who endorse carbon dividend model to address the climate crisis. Most did so prior to introduction of H.R. 763 in January. South Miami's resolution passed unanimously making South Miami the FIRST CITY IN THE NATION to officially endorse this monumental climate legislation, the Energy Innovation and Carbon Dividend Act.
