Pasadena's citizens, as represented by the Greater Pasadena Council (GPC), object to continued haphazard development in and around Pasadena; we object to our leadership's failure to follow AACO's existing Small Development Plan; and we object to growth without a plan to update, modernize and improve the public transportation and infrastructure in and around Pasadena.   Farmington Development, LLC proposes to construct a commercial childcare center on a site that is zoned R2.  In addition, they seek to operate a childcare center that fronts on a significant arterial roadway less than 500 feet from the entrance to two residential communities.  Finally, they seek to build this facility closer to Catherine Avenue than is allowed by code.   Each and every one of these variance requests stands in clear contradiction to Pasadena's Small Development Plan.  The Council sees value in locating childcare facilities in and around residential areas provided these facilities conform to zoning requirements and can be operated safely for the children and everyone using transportation infrastructure.  In recognition of this, GPC recommends this facility be designed to conform to the 65 foot set back requirement and to make use of the existing (231st Street) intersection with Catherine Avenue for ingress and egress to the site.  Finally, the council is concerned what development might follow this day care facility should it go out of business.  Therefore, we suggest a deed modification that limits this parcel’s reuse for other purposes. The citizens of Pasadena, as represented by the GPC, are concerned this facility represents a clear and present danger to all travelling on Catherine Avenue during rush hour as cars turn into 231st Street, Schramms Xing and now into the proposed day care facility across the street from Schramms Xing.  Further, we anticipate it will not be long before traffic backs up onto Route 100 in afternoon rush hour due to more cars entering and exiting the roadway a few hundred feet from Route 100.  The photograph included in this post was taken at 8:41 on 4/7/2016 - late in rush hour.
