National Childcare Scheme
The National Childcare Scheme will open for applications on 20 November, with subsidies payable from 25 November.
National Childcare Scheme registrations by providers on the new Early Years Hive will have immediate effect insofar as a subsidy will be payable for the full week in which the registration is made (once the child is availing of the service). Subsidy payments will be paid one week in arrears. Once a provider completes their return and satisfies the pre-payment conditions of the National Childcare Scheme contract, there should be no delay with payment as, in contrast to the current schemes, the parent will have applied and been approved upfront for their subsidy.
To support timely payment of subsidies under the Scheme, Pobal is currently contacting all providers in contract to invite them to complete their programme readiness activities on the new Early Years Hive in advance of the Scheme launch. The Department of Children and Youth Affairs (DCYA) encourages all providers to take this opportunity to complete these preparatory steps so that it can deliver the benefits of the new Scheme for parents and providers as quickly as possible.
Transitional Arrangements
The current childcare subvention schemes will continue to accept applications for a further short period of time. CCSP will remain open to new applicants until Friday, 15 November 2019. The TEC schemes will remain open to new applications until 14 February 2020. No new applications for these schemes can be made after these dates.
Budget 2020
Budget 2020 provides for some further enhancements to the National Childcare Scheme, including an increase in the maximum subsidised hours from September 2020 and the extension of “saver” arrangements for those in receipt of subsidies under the current schemes. |

Last chance to apply for your grant!

The closing date for online applications to the National Childcare Scheme Capital Grant is this Friday 1 November. All applications must be submitted via the PIP portal. Further information on the NCS Capital Grant can be found here.

Public Services Cards and the National Childcare Scheme
|
As members are aware, in order for parents to apply for the new National Childcare Scheme, they will require a valid MyGov.ie account. A MyGov ID is essentially an online version of the Public Service Card (PSC). Parents who don’t have a PSC or who don’t want to use this system will have to wait until January to make a paper-based application. There has been a controversy over the legal status of the PSC that has been ongoing for the past number of years and over the summer, the Office of The Data Protection Commissioner issued a worrying report on the use of the card to the Department of Employment Affairs and Social Protection.
