Contracts and Grants Manager - Strengthening Accountable Governance and Civic Engagement in Ethiopia (SAGCE)

Tetra Tech International Development Services is currently accepting expressions of interest from qualified candidates for a potential Contracts and Grants Manager position on an anticipated U.S. Agency for International Development (USAID)-funded project in Ethiopia. The goal of this project is to strengthen the capacity of Ethiopia’s subnational governments, enhance citizen engagement, and strengthen civil society oversight. This will be achieved by strengthening subnational governments ability to meet citizen needs; and to enhance citizen engagement in governance through strengthened mechanisms for citizen input, improved citizen access to information and independent media, and strengthened civil society capacity to conduct advocacy and oversight.

 

Position Description:

Working under the direction of the Deputy Chief of Party/Operations and in coordination and collaboration with project technical and operations staff, the Contracts and Grants Manager will be responsible for the project’s contracts and grants administration. This is anticipated to be a full-time position based in Addis Ababa.

 

Responsibilities:

*Be responsible for day to day management of the grants program in close consultation with the technical and management teams;

*Follow strict adherence to USAID-approved Grants Management Plan; Tetra Tech’s grants management policies, procedures, and practices; and full compliance with USAID rules and regulations;

*Oversee and manage grants staff and ensure cooperation and team work with administration and finance, procurement, and technical staff during the implementation of grant activities;

*Build the capacity of potential grantee organizations to ensure successful grant project implementation;

*Review and approve all procurement related activities from inception to close out of each specific activity;

*Ensure all procurement related activities are in line with FAR, ADS, and Tetra Tech  policies and procedures;

*Recommend revisions to the existing Procurement policies and procedures to improve controls and efficiency;

*Oversee, manage and coordinate all Contracts, Grants and Procurement activities;

*Provide in-house training to technical and other staff to ensure full integration of the grants program with the overall project goals and objectives; and

*Coordinate with technical staff to ensure that each grant awarded meets approved milestones on timely basis and maintains budgetary and reporting requirements.

 

Qualifications:

The successful candidate will demonstrate effective management experience and proven experience managing complex programs in Ethiopia. Additionally, she/he should possess:

 

*Bachelor’s degree in a relevant field is required. Relevant fields include but are not limited to Business Management, Management, Accounting, Finance, Administration, and Marketing;

*Minimum 5-8 years of experience with USG or other similar development projects or programs Management

*Minimum 5 to 8 years of experience managing grant program of similar size and scope

*Minimum 5 years of experience and knowledge on USG and other donor agency’s procurement, administration accounting, personnel, etc.

*Minimum of 2 years of experience in monitoring and evaluation work for USG, donors agencies or international NGO;

*Proven track record of achieving grants management goals and objectives, financial management, and oversight of grantees in similar context;

*Excellent interpersonal and leadership skills;

*Proficiency in written and spoken English is required; Amharic fluency desired;
