Contact

If you need help using Tor you can contact WikiLeaks for assistance in setting it up using our simple webchat available at: https://wikileaks.org/talk

If you can use Tor, but need to contact WikiLeaks for other reasons use our secured webchat available at http://wlchatc3pjwpli5r.onion

We recommend contacting us over Tor if you can.

Tor

Tor is an encrypted anonymising network that makes it harder to intercept internet communications, or see where communications are coming from or going to.

In order to use the WikiLeaks public submission system as detailed above you can download the Tor Browser Bundle, which is a Firefox-like browser available for Windows, Mac OS X and GNU/Linux and pre-configured to connect using the anonymising system Tor.

Tails

If you are at high risk and you have the capacity to do so, you can also access the submission system through a secure operating system called Tails. Tails is an operating system launched from a USB stick or a DVD that aim to leaves no traces when the computer is shut down after use and automatically routes your internet traffic through Tor. Tails will require you to have either a USB stick or a DVD at least 4GB big and a laptop or desktop computer.

Tips

Our submission system works hard to preserve your anonymity, but we recommend you also take some of your own precautions. Please review these basic guidelines.

1. Contact us if you have specific problems

If you have a very large submission, or a submission with a complex format, or are a high-risk source, please contact us. In our experience it is always possible to find a custom solution for even the most seemingly difficult situations.

2. What computer to use

If the computer you are uploading from could subsequently be audited in an investigation, consider using a computer that is not easily tied to you. Technical users can also use Tails to help ensure you do not leave any records of your submission on the computer.

3. Do not talk about your submission to others

If you have any issues talk to WikiLeaks. We are the global experts in source protection – it is a complex field. Even those who mean well often do not have the experience or expertise to advise properly. This includes other media organisations.

After

1. Do not talk about your submission to others

If you have any issues talk to WikiLeaks. We are the global experts in source protection – it is a complex field. Even those who mean well often do not have the experience or expertise to advise properly. This includes other media organisations.

2. Act normal

If you are a high-risk source, avoid saying anything or doing anything after submitting which might promote suspicion. In particular, you should try to stick to your normal routine and behaviour.

3. Remove traces of your submission

If you are a high-risk source and the computer you prepared your submission on, or uploaded it from, could subsequently be audited in an investigation, we recommend that you format and dispose of the computer hard drive and any other storage media you used.

In particular, hard drives retain data after formatting which may be visible to a digital forensics team and flash media (USB sticks, memory cards and SSD drives) retain data even after a secure erasure. If you used flash media to store sensitive data, it is important to destroy the media.

If you do this and are a high-risk source you should make sure there are no traces of the clean-up, since such traces themselves may draw suspicion.

4. If you face legal action

If a legal action is brought against you as a result of your submission, there are organisations that may help you. The Courage Foundation is an international organisation dedicated to the protection of journalistic sources. You can find more details at https://www.couragefound.org.

WikiLeaks publishes documents of political or historical importance that are censored or otherwise suppressed. We specialise in strategic global publishing and large archives.

The following is the address of our secure site where you can anonymously upload your documents to WikiLeaks editors. You can only access this submissions system through Tor. (See our Tor tab for more information.) We also advise you to read our tips for sources before submitting.

http://ibfckmpsmylhbfovflajicjgldsqpc75k5w454irzwlh7qifgglncbad.onion

If you cannot use Tor, or your submission is very large, or you have specific requirements, WikiLeaks provides several alternative methods. Contact us to discuss how to proceed.

INSIGHT - AR 516 - Peru's response to the spy scandal, and thoughts

This demonstrates a relatively high level of agitation among the
Peruvians. My main military contact in Chile has been downplaying this
issue strongly, saying it doesn't matter, tha tensions between Peru and
Chile are no big deal and that the Peruvians are exaggerating all of it.

He said well we talked a lot about the Peruvian officer, Chile spy case.
I asked what they thought/opinionated about that and his immediate
response was `well we have to by more arms.' From there I asked him to
elaborate on that and explain how he arrived at this conclusion. And as a
result the following comments were made:
- First I asked how serious and credible this was. Was Peru 100% sure

On Friday 516 and some other officers went to do a pre-mission flight
planning session for some weekend flights in Pulcallpa. 3 Americans (2
men, 1 woman 'muy simpatica') dressed in jeans and other regular clothes
were included in the session. They identified themselves as CIA agents,
though I don't know what type of credentials were officially shown or not.
The Americans were bringing in new equipment to put on the Peruvian
planes. I'm not sure of what type of equipment exactly. Anyways, I was
told that the Americans wanted to put the mission on hold a few days in
order to first do a test flight (to occur this Tuesday, 19) and make sure
that everything was up an running (I was told they have to hook up the

just a small side note. So on Dec 20 (OS List) there was some news
about Peru purchasing Tucano airplanes from Brazil to fight SL in
VRAE. I don't know how military purchases are normally organized,
but when I asked 516 about these purchases he made some interesting
comments, which are below...
Apparently 516's buddy General Jaime Figueroa is the General in
charge of essentially ordering more armament for the Air Force.
That is to say, he's the highest AF official in charge of mapping
out a 5-10 strategy, figuring out what air vehicles will be needed
and asking for them. While there are maybe two or three people on
higher than Figueroa in gene

MUST READ - Match task update - DUE TODAY COB
hey guys,

Important clarification on the Match task due COB today. The good news is
that the project has been massively down-sized. We have done some
background on this company before and have some information already on
concerns for mining companies in Ghana, the US, Peru, Canada and
Indonesia.

The client has stressed that she wants as much info as possible on PAPUA
NEW GUINEA and BOLIVIA. For Bolivia, we have some work done already, so
PNG is the big focus. For the other areas of operation (US, Australia,
Ghana, Mexico, Peru, Indonesia), we need bulleted updates on any
new/current concerns for mining companies, if any.

Again, this is due COB today to Joe de Feo and myself. Let me know if you
have any questions.

Thanks,

Reva

MUST READ - CLIENT TASK - Due WED COB

Okay, guys, you know the drill.

Another MATCH info request.

This time it's a gold mining company (Newmont Mining) with core operating
districts in Nevada, Peru, Australia and Ghana. The client also has
operations in Mexico, Bolivia, Peru, Indonesia, Papua New Guinea.

Client MATCH has asked for any background info so they can go into their
mtg with Newmont knowing exactly what the company is facing.

I included more details on their operations in these countries. If any of
these locations fall in your AOR, you need to provide bullet points on the
political, regulatory, security threats that a gold mining company would
face in these countries. The policy team will handle most of the
regulatory and any other specific threats to Newmont in particular.

This is due tomorrow, Wednesday at COB. Antonia as the overnight
researcher will be looking into Newmont's operations to see if she has any

Re: REMINDER - Neptune reports due Tues, Feb. 26 noon
All,
With this next Neptune report, keep in mind that the client is also very
interested in ongoing geopolitical/economic issues in the regions as
well. The previous month's report was a bit too energy focused - and the
energy items are great, but please add in more high-level geopol trends to
this report as well, while still keeping it within 1-2 pages, CLOSER TO
ONE PLEASE.
Come to me with questions - I have sort of weird schedule over the next
few days, but I will have my cell 512 633 1166.
Thanks.
Amanda

Venezuela has not fought a foreign war since its independence. Since 1999, the army has been subjected to a modernisation and re-organisation process with changes made to the officer structure as well as the overall army role. The operational structure of the core army remains unchanged, although politics have seen a large number of senior officers to retire (some by force) and be replaced by more political

Some more on this thread:
1. Raf is grooming Khomeini's grandson because he WON'T be disqualified,
is popular with most Iranians --he carries his grand father's halo-- and
is married into and is allied with the reformists.
2. First the tactical alliance has not completely collapsed but is in
tatters. It seems, based on accumulating evidence, that it is coming apart
because of mutual suspicion. They were cooperating for months against A
while they were simultaneously scheming against one another. Raf got
really pissed when SL, contrary to his pledges, went to Qom half a dozen
times to work a succession plan with the ulama and essentially eliminate
Raf from his future plans. Raf hated SL from the day the latter schemed
with A to undo him before the election.
3. I would like very much to know what Raf wrote in that letter myself. I
may only after great patience and effort and a few bucks. I will let you
know if that happene

CORRECTION: The Neptune reports will be due to myself and Korena at NOON
CST next Tuesday (not COB)

REMINDER:

The next Neptune monthly report is due to edit TUESDAY, April 29 NOON CST
- that's one week from today. All final reports need to be sent to myself
and Korena Zucha.

Make sure you start organizing your thoughts now so you're not cramming on
the due date.

The reports should focus on any major trends/forecasts that would have an
impact on a major energy-related company. Not all the trends have to be
directly related to energy, however. These can include anything from crazy
earthquake seasons and government turnovers that can disrupt operations to
the higher-level energy-focused developments.

There is one report per AOR (North America, LatAm, Middle East/South Asia,
Africa, Eurasia, East Asia.) PLEASE REMEMBER TO KEEP AOR REPORTS T ONE
PAGE (1.5 pages is acceptable

PRESENTATION TODAY - East Asia analyst trip
Presentation on my analyst trip to Asia begins at 11am this morning (in 40
minutes)
Unfortunately there is no call-in number for the Barbara Jordan room but
there will be an audio recording of the presentation for those who are
off-site. I will also send out the power point presentation, as soon as I
can find the time to shrink the images to reduce the file size.

Hey all,
I will be giving a short presentation about my trip to Thailand and
Japan at 11am Thursday, June 18 in the Barbara Jordan Conference Room
on the second floor, discussing the insights I gained from sources and
from my own experiences during my trip last month. I will also put
these in the context of our ongoing assessments of these countries and
East Asia in general.
This event will not be open for interns but all others are welcome to
attend, analysts are encouraged of course.
