My main military contact in Chile has been downplaying this issue strongly, saying it doesn't matter, tha tensions between Peru and Chile are no big deal and that the Peruvians are exaggerating all of it. They identified themselves as CIA agents, though I don't know what type of credentials were officially shown or not. The Americans were bringing in new equipment to put on the Peruvian planes. I'm not sure of what type of equipment exactly. Anyways, I was told that the Americans wanted to put the mission on hold a few days in order to first do a test flight (to occur this Tuesday, 19) and make sure that everything was up an running (I was told they have to hook up the wiring and ma | |||||||

I don't know how military purchases are normally organized, but when I asked 516 about these purchases he made some interesting comments, which are below... Apparently 516's buddy General Jaime Figueroa is the General in charge of essentially ordering more armament for the Air Force. That is to say, he's the highest AF official in charge of mapping out a 5-10 strategy, figuring out what air vehicles will be needed and asking for them. We have done some background on this company before and have some information already on concerns for mining companies in Ghana, the US, Peru, Canada and Indonesia. The client has stressed that she wants as much info as possible on PAPUA NEW GUINEA and BOLIVIA. For Bolivia, we have some work done already, so PNG is the big focus. For the other areas of operation (US, Australia, Ghana, Mexico, Peru, Indonesia), we need bulleted updates on any new/current concerns for mining companies, if any. This time it's a gold mining company (Newmont Mining) with core operating districts in Nevada, Peru, Australia and Ghana. The client also has operations in Mexico, Bolivia, Peru, Indonesia, Papua New Guinea. Client MATCH has asked for any background info so they can go into their mtg with Newmont knowing exactly what the company is facing. I included more details on their operations in these countries. If any of these locations fall in your AOR, you need to provide bullet points on the political, regulatory, security threats that a gold mining company would face in these countries. The policy team will handle most of the regulatory and any other specific threats to Newmont in particular. This is due tomorrow, Wednesday at COB. Raf is grooming Khomeini's grandson because he WON'T be disqualified, is popular with most Iranians --he carries his grand father's halo-- and is married into and is allied with the reformists. 2. First the tactical alliance has not completely collapsed but is in tatters. It seems, based on accumulating evidence, that it is coming apart because of mutual suspicion. They were cooperating for months against A while they were simultaneously scheming against one another. Raf got really pissed when SL, contrary to his pledges, went to Qom half a dozen times to work a succession plan with the ulama and essentially eliminate Raf from his future plans. Raf hated SL from the day the latter schemed with A to undo him before the election. 3. I would like very much to know what Raf wrote in that letter myself.
