Sunday 30-Oct-2011: ***SIGNIFICANT UPDATE***
(Also see today's post with details.) CVRP (sometime in last 2 weeks) has changed the page that tracks their applications/funds data. I have adjusted the table below retroactively back to July for the Fiscal Year (FY) 2011-2012 information. However, the graph was completely changed; it still tracks # of applications on wait list, but now only tracks FY2011-2012 data.


Monday 25July2011: Created this thread to transition to the reduced rebate.

NOTES:
*09/11/2011: The "#LEAFs" column now contains an ESTIMATE of how many LEAFs are in the "queue" based on the assumption that ONLY LEAFs are "PENDing" or on the "WaitList". We know this is not true, of course, since other ZEVs are eligible, but the assumption is reasonable since the volume on the others is (still) VERY low.
**09/25/2011: The CVRP website reports actual # applications on Waitlist as 1,510. The calculated # of applications based on $2,500 (LEAF-specific) would only yield 1,500. I have transitioned to reporting the actual number shown currently on the CVRP website. Also: Graph added.
!!10/30/2011: Sometime in past two weeks CVRP Data reporting was changed. Table reflects some old data, but due to nature of changes not all data makes sense. Column E and G thru 10/23/11 are reverse-calculated APPROXIMATIONS. Focus is now on FY2011-2012 funds (issued and remaining).

Yeah, in addition to moving posts in the other thread since I made a comment about this new one ... maybe moderators should also LOCK that other thread. As time allows (got very little of that at the moment) I will use the OP in this thread to add a chart ... we won't have historical data back to late June ... sorry about that :(
 
I found some time to update the OP.

I included all the data shown on the CVRP page (columns A thru E), but not sure what to do with "REM %" and "#LEAFs" since the Remaining Funds are ZERO ... suggestions welcome.

Graph comes later ... not yet sure what should be shown ... given the "---" Nissan-sMiles in the last column of the table ;)
 
If I have the numbers right, there is $15M in new CVRP funding approved. With a max payout of $2500/vehicle, that means there is funding for 6,000 vehicles (or more). If we have monthly sales figures we can estimate how long the new pool of CVRP funds will last. At a rate of 1k vehicles/month, that would mean 6 months. Keep in mine the previous CVRP pool ran out in mid-June, so we already have 6 weeks of accumulated rebate applicants.
 
Bumping this thread back up again.... So, does anyone know when will the $2.5k checks begin to flow again?

On July 25 I received this as part of email update on the Rebates ( I had sent in my application in early July).

CVRP NEXT STEPS

Before checks can be sent out for waiting list applicants a few other formalities must take place. AB 118, the legislation that funds the CVRP directs ARB to competitively bid the administration of the program each year. This process will begin within the next week and will take about a month to complete. Once ARB selects an organization to manage the program and the contract is finalized, it will take approximately one month for FY 2011-2012 funds to be allocated to the CVRP. Once the CVRP administrator has access to FY 2011-2012 funds, they will begin to distribute checks starting with the waitlist applicants first and then moving on to new applicants.



Again, ARB and CCSE thank you for your recent clean vehicle purchase and your participation in the CVRP which results improved air quality and helps the state meet an aggressive greenhouse gas emission reduction goal by 2050. Please do not hesitate to reach out to us if you need any further clarification or have any additional questions.

If CCSE is selected again to administer the program (and the contract is executed promptly) perhaps rebates may start flowing as early as Sept. If a different administrator is selected or the contract takes longer to execute, the rebates won't come until later.
 
Thanks for the reminder ... will start a graph soon. What do you want to see graphed (see my July31 post on the first page) ? And sorry about no data collected last week; as you probably know ... sometimes life gets in the way ... ;)

The California Center for Sustainable Energy (CCSE) and California Air Resources Board (ARB) want to thank you for your purchase of a zero emission vehicle and for taking part in the Clean Vehicle Rebate Project (CVRP). Your transition to a cleaner vehicle will result in a healthier environment for all Californians. We would like to provide CVRP participants on the waiting list with a brief update regarding the CVRP budget, finalized rebate amounts and important next steps for waitlist applicants.

ARB selects CCSE to Administer Program
On September 8 ARB selected CCSE to continue administrating the CVRP for FY 2011-2012. CCSE greatly appreciates this opportunity and looks forward to helping Californians make the move to cleaner vehicles.

ARB Approves CVRP Budget CVRP Budget
In July, the ARB finalized the budget for the FY 2011-2012 Air Quality Improvement Program, which dictates funding for the CVRP as well as a number of other vehicle incentive programs. ARB staff approved a $15 million initial funding target for the CVRP, with the ability to expand this to $21 million depending on ARB revenues. The FY 2011-2012 funding level represents a three-fold increase in funding for CVRP relative to last year’s $5 million allocation.

Next Steps for Waitlist Applicants
Rebate checks will be issued to applicants on the waitlist as soon as the funds are available. CCSE anticipates receiving the first round of funds from the ARB in mid October. Once CCSE has received these funds, we will then begin the task of issuing checks to the more than 2,000 waitlist applicants. Rebate checks will be issued in the order applications were approved. Throughout this procedure, CCSE will work hard to ensure we meet our contractual obligations to disperse rebates to applicants within 60 days of receiving program funds. Please be assured that CCSE will continue to provide information regarding updated timelines when available.

Glad to see this. I thought the CCSE did a great job administrating the program.

Also: Graph added today to the OP. Tracks -- on continuous basis, not per month -- total funds on the waitlist and # of applications on waitlist.

Also: The CVRP website has its own graph showing applications received by month ... useful :)
 
I haven't followed the other thread at all (since I didn't move back to CA until recently)... Is there a possibility more money will be added if it runs out early? Will the amount be even smaller than $2500 for Leafs for the next fiscal year or when the money runs out again? Or, is it too early to know?
 
I think (but haven't checked) that the current law calls for funding through FY 2015. I also think that the total funding for FY2012 may be greater than it was for FY 2011. (Note: the Fiscal Year start 6 months before the "real" year, but there is always a delay of a number of months after start of the FY before the money becomes available.)

When the money runs out I expect it will be handled the way it was this past year. No more money will be added during the FY, but people will be up on an ordered wait list for the next FY's funds.

Estimated Distribution of CVRP Waitlist Checks

The CVRP staff is anticipating to begin issuing rebate checks in mid-November, beginning with the applicants who were first placed on the waitlist. Rebate checks will be issued in weekly batches based on the month the applications were received by CVRP staff. Applicants on the waitlist can easily check this month, by reviewing the email they received from CVRP staff the day they applied. For more information on this schedule, check out the table below.
