Environmental groups have been critical on

that would prevent the EPA from regulating carbon dioxide emission from power plants and refineries.

Carbon dioxide emissions from human activity has been a major contributor to global climate change.

Upton has also said the EPA regulations have hindered job creation.

"Millions of American jobs are in jeopardy because of the costly rules proposed or under development by the EPA, and that's just one agency," Upton said in a statement on Aug. 5. "If this administration is serious about job creation and not just paying lip service, it should begin by putting the brakes on this regulatory train wreck."

Upton's bill was passed by the House and is currently in the Senate.

The release comes days after Upton was appointed to

over the next decade.

The ad is part of a national campaign to support the regulatory powers of the EPA.

The red carriage with the sounds of a coughing baby featured in the ad will be at events in Upton’s district, according to the release.

Today's meeting is open to the public.
