베네수엘라에서 자칭 ‘21세기 사회주의’를 내건 실험이 시행된 지 수 년이 지났고, 그 실험은 현재도 진행 중이다. 현실 사회주의 붕괴 이후 오랜만에, 그것도 세계자본주의 체제의 비중심부 지역에서 사회주의를 내걸고 벌어지는 현재 진행형 변혁 실험은 대안을 찾는 이들의 흥미를 끌고 있는 현상이다. 베네수엘라 혁명에서 가장 핵심적으로 연구되어야 할 부분은 소위 베네수엘라의 ‘21세기 사회주의’ 실험은 사적 소유와 시장을 부정하지 않고, 프롤레타리아 일당 독재를 주장하지도 않으며, 고전적 노동자 혁명을 주장하지 않으면서도 오랫동안 잊혀 있던 몇 가지 진정한 사회주의적 원칙을 부활시키며 접목하고자 한다는 사실이다. 사회와 경제를 통제하는 일당 국가, 사적 소유와 시장이 제거된 국유 경제가 아니라, 시민사회와 사회경제가 결합되어 새로운 공동체와 사회적 경제를 형성하여 국가와 시장을 넘어 직접, 참여 민주주의와 공공경제를 활성화시키는 것은 다른 의미에서 진정한 사회주의적 원칙일 수도 있다. 이러한 사회적 경제는 공동체의 직접, 참여 민주주의와 직결되어 있다. 사회주의의 주요 원칙들을 폐기하였으나 동시에 협동조합, 공동 경영제, 그리고 주민자치위원회와 같은 현실사회주의 체제에서 잊혀져 왔던 가장 핵심적인 원칙들을 실험하고 있는 비중심부 지역 국가에서의 실험의 성패를 혁명 직후의 소련과의 비교에서 가늠할 수 있을 것이다. 본 논문에서는 몇 가지 핵심적인 사회 경제적 민주주의의 측면에서 베네수엘라 변혁을 조명하되, 그 동안 간과되어 왔거나 의도적으로 회피되어 온 러시아 혁명 초기와 비교하여 21세기 사회주의 전망을 시도해 보고자 한다.
In Venezuela, the democratic construction what Chavez has called ‘21-century socialism’ seeks a new form of socialism that is different from various communist regimes, including the earlier Bolshevic ones of the Soviet Union. Venezuela's transition to a more participatory and direct democracy is but one example of the rising popular resistance to neoliberal globalization and meaningful experiment of the alternative to capitalism. Cooperatives, community councils and nationalized worker-run companies have become the most important actors of the new socioeconomic model that Hugo Chavez is trying to found in Venezuela. These ‘socialistic’ organizations resumed that the direct and participatory democracy, solidaristic and egalitarian principles would serve to transcend the capitalist logic of the Venezuelan economy with one in which social needs are at the center. A major challenge, however, is the integration of a socialist economy into a predominantly capitalist context. The attempts to advance a transition to a socialist economy have not fully broken with existing capitalist interests. A study of these socialistic reforms, comparing with ones in soviet era, gives us the prospect for the future of the ‘21 century’s socialism’ in the periphery of the world capitalist system.
