FELANI: A Bengali Song in Memory of 15 Years Old Girl Brutally Killed By BSF on 7 January 2011 Lyrics, Composition and Vocalist: Rajesh Datta
FELANI KHATUN was a 15 years old innocent Bangladeshi girl. Her father, Nurul Islam Nuru, a resident of Kolonturi at Naggeshwari in Kurigram district, fixed her marriage in Bangladesh. So, she was returning to her homeland with her father from New Delhi of India - work place of her father. On Friday morning, 7th January, 2011 at 6 am Felani and her father was climbing the barbed-wire fence between Bangladesh and Indian border (at Anantapur, Phulbari Border in Kurigram) using a ladder. Her father crossed first. But while Felani tried to cross the fence, her clothes got entangled in the wire. She was frightened and started screaming. Hearing her scream, the BSF (Indian Border Security Force) jawans on patrol started shooting at her, at 6.15 am. She was asking for water till her death, about 30 minutes after shooting but nobody was there because of the afraid of BSF’s bullets.
The dead body of Felani hung on the barbed-wire fence about 5 hours. Then at around 11 am, the coward BSF jawans brought down Felani’s body and took it away. About 30 hours after the incident, on 8th January, 2011, following a flag meeting between the Border Guard Bangladesh (BGB) and the Indian BSF, Felani’s body was returned to the concerned authorities in Bangladesh. On 9th January, 2011 at about 7:00 in the morning the body was then sent to Kurigram District Hospital by Sub Inspector Nuruzzaman of Phulbari Police Station, for post-mortem. After completion of the postmortem at the Kurigram District Hospital, the body of the deceased teenager girl was handed over to her maternal uncle Hanif Ali, by the police on the same day. At approximately 10 pm that night, Felani’s body was buried in the back yard of her home where she desired to return for her wedding. After tragic demise of her daughter, Nurul Islam decided to settle down in Bangladesh on their motherland left by his father and brought back his wife and other children from India. A lot of protests against BSF condemning the brutal murder of Felani, had arisen. Not only inside Bangladesh and India but also concerned international community protested against this barbaric killing.
I composed this Bengali song on 17 January 2011. The tune was based on a traditional folk song of wedding rituals of Bangladesh, ‘Aamer Talay Jhamur Jhumur’, as poor Felani was returning home with her father after ten years to get married.

According to International human rights group Human Rights Watch, in the year 2010, ‘Trigger-Happy’ BSF killed 74 Bangladeshis, injured 72 and kidnapped 43 Bangladeshis. The BSF claims that the barrier's main purpose is to check illegal immigration, and prevent cross-border terrorism. But lots of grave abuses are being occurred everyday by India's Border Security Force against Bangladeshi citizens at the border area, even in the Bangladesh territory. The abuses include indiscriminate killing and torture of the innocent Bangladeshi citizens. In 2010, Human Rights Watch (HRW) issued a 81 page report which detailed hundreds of abuses by the BSF.
More than 1000 Bangladeshis were killed by the Indian BSF and 116 by unruly Indian citizens during the period between 2001 and 2011. At the same time, 443 Bangladeshis were injured by BSF men and 139 by unruly Indian citizens, said a home ministry source. An official document obtained by ‘The Independent’ reveals that 737 Bangladeshis were killed and 582 critically injured in the 10-year span.
”Smuggling, cattle rustling and human trafficking has increased in the border areas as poor farmers and landless people faced by population increases, poor irrigation, flooding, and continuous river erosion struggle to make ends meet. While both the BSF and the BGB accuse each other of corruption, the reality, says the recent Human Rights Watch report, is that some officials, border guards, and politicians on both sides are almost certainly involved in smuggling. It quotes a senior BSF official, ‘There are a lot of people involved, including our chaps. That is why only these farmers, with one or two cows are caught, not groups that ferry large consignments of cattle or drugs.’ A culture of impunity prevails, says Kirity Roy, head of Manabadhikar Suraksha Mancha (Masum), a Kolkata-based human rights organisation. We have repeatedly approached the courts, the National Human Rights Commission (NHRC), the National Minorities Commission, the National Commission for Scheduled Castes and Scheduled Tribes, the National Commission for Protection of Child Rights. But none of the cases raised have been brought to a satisfactory conclusion. In some cases, family members appeared before the BSF court of inquiry but we, as the de facto complainant, were never summoned to appear or depose before any inquiry conducted by BSF. No verdicts have been made public.”

প্রতি বছর অন্তত শতাধিক গরিব প্রান্তিক মানুষ ভারত-বাংলাদেশ সীমান্তে বিএসএফ জওয়ানদের গুলিতে নির্বিচারে মারা যায়। গত দশ বছরে ভারতীয় সীমান্ত রক্ষী বাহিনী প্রায় এক হাজার বাংলাদেশীকে খুন করেছে। এছাড়া চলে নির্যাতন, ধর্ষণ ও দমন-পীড়ন। ১৬ জানুয়ারি ২০১১-এ আনন্দবাজার পত্রিকার খবরে প্রকাশ, কোচবিহার দিনহাটা সীমান্তের লাগোয়া গ্রাম খিতাবেরকুঠি এলাকায় “মই-পুল” দিয়ে কাঁটাতারের বেড়া পার হতে গিয়ে বিএসএফের গুলিতে নিহত ১৫ বছরের এক কিশোরীর রক্তাক্ত মৃতদেহ তারের বেড়ায় ঝুলতে থাকে। পরে বাংলাদেশের খবরের কাগজ থেকে জানতে পারি ওই কিশোরীর নাম -‘ফেলানি’।
অভাবের তাড়নায় বাবা নুরুল ইসলাম নূরের সাথে ফেলানি এসেছিল সীমান্ত পেরিয়ে। ৭ জানুয়ারি ২০১১-র কাকভোরে বাবার সাথেই বেড়া টপকে দেশে ফিরছিল। কিন্তু কাঁটাতারে কাপড় আটকে গেলে ভয়ে কেঁদে ফেলে অবুঝ ফেলানি। আর যায় কোথায়, ছুটে আসে বীরপুঙ্গব সীমান্ত রক্ষীবাহিনী। গর্জে ওঠে বন্দুক। বাবা মই থেকে ছিটকে পড়েন বাংলাদেশ প্রান্তে। আর মেয়ের ডানবুকে গুলি লাগে। গুলিবিদ্ধ হওয়ার পরেও সে আধ ঘণ্টা ‘পানি, পানি’ বলে আর্তনাদ করেছিল। তারপর একসময় ঢলে পড়ে মৃত্যুর কোলে। অসহায় জন্মদাতার চোখের সামনেই ঝুলে থাকে সন্তানের রক্তাক্ত মৃতদেহ।
পঞ্চদশী ফেলানির বিয়ের কথা ছিল। বাড়িতে বিয়ের আয়োজন চলছিল। দিনক্ষণও চূড়ান্ত ছিল। ঘরে ফেরার দিন দুয়েক বাদেই হয়তো মেয়ের হাতে মেহেন্দির রং লাগত। মেহেন্দি নয়, ডান বুকে বিঁধে যাওয়া বুলেটের ক্ষতের রক্তে রাঙানো ফেলানির নিথর নিষ্প্রাণ দেহ পাঁচ ঘন্টা ধরে ঝুলে ছিল সীমান্তের কাঁটাতারের বেড়ায়। কুড়িগ্রাম জেলার অনন্তপুর সীমান্ত থেকে ফিরে বাংলাদেশের সাংবাদিক তারেক মোরতাজা লিখেছিলেন, “লাশ হয়ে ঝুলে থাকল কিশোরী ফেলানি। হবু স্বামীর জন্য ভালোবাসার কথা লিখেছিল সে। সুঁই-সুতোয় সেটা ফুটিয়ে তোলার চেষ্টাও চলছিল। সাথে একটি ফুল। হাতরুমালে নকশা করে নিজের মনে লুকিয়ে রাখা আবেগটা জানাতে চেয়েছে ফেলানি। সেটি আর হলো না। জানুয়ারির সাত তারিখে ঘন কুয়াশায় কাঁটাতারের বেড়ায় আটকে গেল স্বপ্ন”।
