Background

This assignment of the Consultant is part of the UN Joint Programme for Gender Equality in Georgia. Three UN agencies – UNDP, UN Women and UNFPA – with funds from the Government of Sweden, pool their resources, experience, expertise and assets to address the challenges of gender equality in Georgia. The Joint UN Programme for Gender Equality focuses on the three main areas: (1) Women’s political and economic empowerment, (2) Eliminating violence against women, and (3) Realization of sexual and reproductive rights of population. The second phase of the programme was launched in 2015 and will continue through 2020. 

UNDP's work within the UN Joint Programme for Gender Equality is focused on enhancing political and economic empowerment of women through: 

(1) Policy advice by advocating for streamlining gender equality to the national legislation and policies; assist in developing and updating strategic documents, including for national action plans; support evidence-based policy dialogue across the Georgian society;

(2) Strengthening national systems by promoting coordination and implementation of innovative policies and plans related to gender equality, including for political and economic empowerment, SRH&RR, prevention and response to violence against women and girls, as well as supporting development and institutionalization of monitoring mechanisms of implementation.

(3) Strengthening public advocacy by working with civil society and local communities in Georgia to enhance the capacities of rights-holders and mobilize participatory advocacy platforms.

Respectively, national partners of the programme are: The Gender Equality Council of the Parliament of Georgia, Administration of the Government of Georgia and key ministries, local governments, local networks, non-profit organizations, and direct beneficiaries.

The UNJP is recruiting a Consultant to provide expert services for activities related to gender mainstreaming in public institutions. This consists of leading trainings and other activities promoting the use of analytical gender mainstreaming tools such as the Gender Impact Assessment (GIA). Additionally, the consultant will lead a new direction of activity related to tackling discrimination of sexual and gender minorities, namely by conducting confidence building trainings between different organizations working on the issue, and by designing research studies assessing the challenges and exclusion of sexual and gender minorities in Georgia.

For this and other project related support – UNJP aims to hire the Consultant. The Consultant will provide technical expertise and content related inputs as per duties described below.

Duties and Responsibilities

The Consultant will work under the direct supervision of the Project Manager and in cooperation with the Diversity and Inclusion Associate. The consultant will be required to fulfill his/her duties exceptionally through the use of analytical thinking, creative approach towards work and, when needed, critical approach as well. The consultant is responsible for supporting specific project activities in the area of gender mainstreaming and addressing discrimination of sexual and gender minorities. Under the direct supervision of the Project Manager the Consultant shall:

Provide technical support to gender mainstreaming activities:

  • Advise partners state institutions on employing gender mainstreaming tools (e.g. GIAs);
  • Organize and facilitate trainings with the Parliamentary Research Centre and the State Prosecutor’s Office and other relevant institutions on employing Gender Mainstreaming tools;
  • Attend technical coordination meetings, such as Human Rights Council working groups;
  • Hold consultations with the project partners and other stakeholders on various on-going priorities;
  • Develop and support the implementation of activities related to the women’s political participation at the local level;
    • Organize and facilitate at least three regional meetings between the Gender Equality Council of the Parliament and local communities.

Lead project activities addressing discrimination of sexual and gender minorities:

  • Organize, develop content for and lead confidence building workshops with organizations defending rights of sexual and gender minorities;
  • In cooperation with UNJP’s Diversity and Inclusion Associate, develop a research proposal to increase the understanding of the social, economic and human rights challenges faced by members of sexual and gender minorities;
  • Develop a proposal for new programming activities on promoting equality and rights of sexual and gender minorities;
  • Organize and coordinate sensitization trainings on sexual and gender minority issues for victim-witness coordinators.

Other project support:

  • Advise UNJP team in the organization of events, workshops, trainings in the field of the Consultant’s expertise;
  • Advise UNJP team in the organization of key advocacy/awareness raising activities related to the Consultant’s field of expertise, in close cooperation with UNDP’s communications team;
  • Attend UNJP weekly staff meetings;
  • Participate at various meetings related to the Consultant’s field of expertise and prepare summaries, minutes, including preparation of background documents for the meetings;
  • Perform other duties as assigned.

Deliverables:

Nine monthly progress reports to UNJP outlining progress on the following tasks submitted:

  • designed and conducted at least two small research studies;
  • planned and conducted advocacy campaign related to 16 Days of Activism Against Violence Against Women;
  • conducted at least 4 “Free and Equal” workshops with the sexual and gender minority organizations;
  • organized and facilitated at least 3 gender mainstreaming trainings for different state institutions;
  • organized at least three regional debates of the Gender Equality Council;
  • organized a series of capacity building workshops with CSOs working on advocacy against gender bias and hate speech in politics.

Payment Modality:

Payment will be made on a monthly basis upon successful submission of timesheets and monthly progress reports.

Required Skills and Experience

Education:

  • Master's degree in Social Science, Political Science, Gender Studies, Public Administration or other relevant fields (minimum requirement: 8 points)

Experience:

  • Minimum 5 years of experience in project support and implementation (minimum requirement: 10 points);
  • Experience in implementing projects related to gender equality and women’s empowerment (minimum requirement: 10 points);
  • Experience and/or knowledge in planning and carrying out public presentations (6 points);
  • Experience in working with sexual and gender minorities would be an asset (6 points).

Language Requirements:

  • Fluent in English and Georgian (speaking and writing).

Evaluation:

Individual consultants will be evaluated based on the cumulative analysis against combination of technical and financial criteria. Technical evaluation stage encompasses desk review and interview of applications. Experts not meeting any of minimum technical qualification requirements will be automatically excluded from the list of candidates for further technical evaluation. Maximum obtainable score is 100, out of which the total score for technical criteria equals to 70 points (70%) and for financial criteria 30 (30%). Offerors who pass 70% of maximum obtainable scores of the desk review (i.e. 40 x 70% = 28 points as a result of a desk review of applications will be invited for the interview. Those offerors who pass 70% of maximum obtainable scores as a result of the interview (i.e. 30 x 70% = 21 points) will be considered as short-listed offerors and requested to provide financial proposals.

Financial proposal:

The financial proposal will specify the monthly fee. Payments are made to the Individual Consultant based upon output, i.e. upon delivery of the services specified in the TOR and outlined in monthly progress reports.
