Right click the game and go to Local Files. Verify Integrity of the game files Done. fixed game. :)

Go to steamapps -> common -> Divinity Original Sin 2 (or just RMB on the game in steam interface and browse local files) -> DefEd -> bin and run 'EoCApp.exe' as administrator. Worked for me.
