2019 年 2 月，政府以處理港人在台灣遇害案件為由，提出修訂《逃犯條例》（香港法例第503章）和《刑事事宜相互法律協助條例》》（香港法例第525章），允許香港引渡逃犯至中國內地，聲稱可堵塞現有法例的漏洞。
 
然而，此修訂缺乏法理基礎，偏離一國兩制、高度自治的原則，嚴重損害法治。國際社會已經表達了極度關注，多國政府甚至已發出了正式的外交照會，反映他們對香港未來前所未有的憂慮。
 
十三萬市民怒吼了，專家學者亦理性地分析問題所在。政府卻依然漠視民意，強詞奪理，盲目服從中央人民政府決定，甚至不惜破壞立法會的議事程序，一意孤行，我們不能坐視不理。

面對惡法，任何人都不能倖免，倘若修訂通過，身在香港的市民及旅客都有機會被移交大陸受審。我們十分憂慮，香港將會淪為極權司法的中轉站，威脅新聞界、商界、政治異見人士，甚至普羅大眾的安全。

本聲明聯署者強烈要求政府立即撤回《逃犯條例》修訂草案，考慮以港人港審、日落條款等方式處理台灣遇害案件，並呼籲香港人團結一致，共同反對惡法通過，捍衛香港核心價值。

我們呼籲馬灣街坊，以致在香港各社區的香港人團結一致，反對惡法通過，保衛我們賴以安居樂業丶公平自由地生活的家園。

我們亦呼籲所有香港人站起來，2019年6月9日出席民間人權陣線主辦的守護香港反送中遊行(銅鑼灣東角道3:00起步) ， 一同守護香港！要求政府撤回惡法！

The HKSAR Government has initiated amendments of the Fugitive Offenders Ordinance (Cap 503) and the Mutual Legal Assistance in Criminal Matters Ordinance (Cap 525) by claiming that it is proposed in response to a murder case of a Hong Kong resident in Taiwan and to rectify the ‘legal loophole’.  The proposed ‘Send to China Rules’ bill would allow the HKSAR Government to transfer fugitives to Mainland China.

In fact, the proposed bill lacks  legal basis and deviates from the principle of ‘One Country, Two System’ and ‘High Degree of Autonomy’.  The amendments will largely undermine the city’s reputation for rule of law.  International communities have already voiced serious concern over this controversial law proposal.

130,000 Hongkongers took to the streets to protest against the ‘Send to China Rules’ bill.  Local experts from various sectors including legal practitioners, journalists, and judges have expressed their doubts and worries about the adverse effects of the bill.  Unfortunately the Government is blindly pursuing changes to the laws and may set Hong Kong on an irreversible path to destruction.

We urge the Government to WITHDRAW immediately the evil law on extradition.  We request the Government to deal with the Taiwan murder case through a one-off legislation amendment and sunset clause.

We appeal to the Ma Wan residents and other communities in Hong Kong to get united and say NO TO EVIL LAW and to participate in the protest march on 9 June (starts at 3pm at E Point Road, Causeway Bay) organised by the Civil Human Rights Front.

We must protect and safeguard our core values and our Home – Hong Kong.
