Linn County Flood Resilience Household Survey Endline

Introduction

Measuring Flood Resilience in the City of Cedar Rapids and Linn County, Iowa
 
Please review the following information before beginning the survey:

The Resilient America program of the National Academies of Sciences, Engineering, and Medicine is working with a variety of organizations in the region to better understand the impacts of flooding in your community. We are conducting an online survey of households about flood resilience and invite you to participate.

In 2016, Resilient America collected data from a variety of community stakeholders, organizations, and residents to assess Linn County's baseline flood resilience.  Examples of flood preparedness successes and opportunities for growth were identified, including:

Community successes:
  • Overall, emergency and community-wide disaster response is effective and successful.
  • There is a strong and active non-profit community engaged with helping to prepare for, respond to, and recover from floods.
  • There has been a lot of efforts since 2008 to improve the community's flood planning, preparedness, and mitigation efforts.
Opportunities for growth include:
  • Strengthening the capacity of the non-profit and small business community in responding to disasters.
  • Improving the effectiveness and efficiency of financial recovery and mitigation funding.
  • Continuing to bolster regional watershed planning to more comprehensively address flooding.
This Fall 2017, Resilient America will collect additional data in Linn County to better understand the community's experiences during the September 2016 flood event, new flood resilience related initiatives, and areas where the community has addressed challenges. 

Your participation in this online household survey is an important addition to our assessment process and we thank you for taking the time to fill out the survey.  We are interested in your opinions, even if you have not been personally affected by floods.

Your participation in this survey is completely voluntary. You can refuse to answer any question and your answers will remain strictly confidential. We will combine your responses with responses from all of the households we survey in Linn County. The combined results will not indicate your name or identity. They will be shared with city and county officials and with community organizations such as United Way or the American Red Cross, which may use the information to improve their flood preparedness, response, and recovery. Your responses will be stored securely and will only be used by authorized researchers.
