Duties

The U.S. Department of Agriculture (USDA)’s Foreign Agricultural Service office at U.S. Embassy Kyiv represents U.S. agricultural products—including meat, seafood, and alcoholic beverages—in Ukraine.The Marketing Specialist is responsible for developing, suggesting and implementing strategies to overcome market access issues and coordinate market development programming, managing projects, including external contractor resources; coordinating with the Agricultural Clerk; and facilitating the efforts of U.S. agricultural trade associations operating in the Ukrainian market. The incumbent serves as the principal advisor to the Agricultural Attaché on marketing and market access issues related to U.S. food and agricultural products entering Ukraine.

Qualifications and Evaluations

Requirements:

EXPERIENCE: Three years of progressively responsible experience in marketing, sales promotion, program development and administration, or general business administration is required. 


JOB KNOWLEDGE: Specialist knowledge of Ukraine and U.S. agricultural markets; detailed understanding of US and Ukraine agricultural marketing programs, policies, regulations and procedures; extensive knowledge of Ukrainian commercial import, distribution, and retail practices; detailed knowledge and current awareness of U.S. and Ukrainian agricultural production, trade balances, and alternate sources of supply; strong knowledge of the agricultural business organizations. 

Education Requirements:

Completion of a Bachelor's degree in agriculture, agricultural economics, agricultural marketing, marketing, business, management, international economics, or international trade/affairs.

Evaluations:

LANGUAGE: Fluent (writing/speaking/reading) English* is required.


*This may be tested


Fluent (writing/speaking/reading) Ukrainian and Russian.


SKILLS AND ABILITIES: Ability to independently represent the interests of USDA; develop and maintain an extensive contacts with host government and private sector; excellent tact and diplomatic; collect, analyze, monitor and evaluate project implementation data; design strategies to mitigate or reduce market barriers; prepare thorough reports; explain complex trade and regulatory information. Excellent communication skills, including oral presentations. Skilled in using MS Office suit, reporting tools, complex calculation formulas.

Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Mission in Kyiv, Ukraine may receive a compensation package that may include health, separation, and other benefits.


For EFMs, benefits should be discussed with the Human Resources Office.


The pay plan is assigned at the time of the conditional offer letter by the HR Office.

The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service.  Acceptable documentation must be submitted in order for the preference to be given.
