It's been a productive week at EuroCham, as the chamber prepares for a busy next few months with its annual tax forum and annual general meeting planned for this fall.
This week, EuroCham co-hosted a Breakfast Talk with CAMFEBA on Seniority Back Payments at Sofitel. The event provided a platform for the general public as well as the private sector to voice their questions and concerns over the nuances of the recently implemented seniority indemnity payments. Lively discussions took place during the panel Q+A, and it was great to see direct connections being made across sectors.
The chamber also held its first healthcare industry networking event at one of the city's new hot spots, TRIBE at Post Office Square. It was the ideal venue for networking with an open-air rooftop setup, and we look forward to working with TRIBE again.
On the horizon, we're looking forward to releasing a series of export guides to help SMEs reach European markets, starting the next leg of our SPEC Programme to boost these types of exports, and embarking on new initiatives with recently joined members.

Annual General Meeting / EuroCham to host Annual General Meeting 2022 |

EuroCham's Annual General Meeting 2022 will be held in-person at Sofitel on September 8 this year, almost a year after the pandemic forced the last general meeting online.
The chamber will present its annual activity report, financial report, and budget plan. The founding and national chambers will also make presentations, outlining their achievements over the year.

Healthcare / First Healthcare Industry Networking Event Held at TRIBE |

EuroCham's first healthcare networking night was held last evening at TRIBE Phnom Penh Post Office Square, organized by the chamber's Healthcare Committee.
Our members in the healthcare sector, as well as investors and industry leaders, had the chance to meet and network on the rooftop of TRIBE accompanied by a riverside view and refreshing drinks.

Economy / UNCTAD survey will map out investment climate in least developed countries |
|
As part of a United Nations project that involves several UN organizations, the United Nations Conference on Trade and Development (UNCTAD) is conducting a survey on the investment climate in the least developed countries (LDCs).
The main objective of the project is to assist investment promotion agencies (IPAs) in LDCs in strengthening their services to attract more investment that contributes to sustainable development.
For this project, a tailored capacity-building program for IPAs is being developed and the survey will provide valuable inputs on how the investment climate and IPA services could be improved.

Advocacy / MPWT Port Electronic Data Interchange System |
|
The Ministry of Public Works and Transport (MPWT) will launch a trial of the Port Electronic Data Interchange (Port EDI) system on August 17, 2022, for ship entry and exit applications at Phnom Penh Autonomous Port and Sihanoukville Autonomous Port.
The current system will be replaced by the above automation system, which can be utilized via: https://portedi.mpwt.gov.kh. The MPWT stated that the launch of the Port EDI system will facilitate the entry and exit procedures of Cambodian ports for large international cargo ships.
The MPWT also mentioned that, in the future development phase, the Ministry will cooperate with the General Department of Customs and Excise to connect the Port EDI system with the Customs ASYCUDA system. |

News / Adoption of the law on non-tax revenue |
|
On 28 July, the National Assembly approved a law on non-tax revenue management. This law was initiated by the Ministry of Economy and Finance in 2017, and outlines the main institutions, structures, and mechanisms responsible for non-tax collection and management.
This regulation specifies the types of non-tax revenues, the process of collection, non-tax debts, modernization of management, conflict resolution, auditing, monitoring, evaluation, punishment, and penalties.
Theses specifications will increase transparency and efficiency at the sub-national, national, and international levels. It will not increase the tax burden as consumers will not be directly taxed, but it will optimize the collect of non-tax revenue and therefore increase State revenues. |

SPEC Program / SPEC Program to launch second phase mid-August |

The Small Package Export Champions (SPEC) Program is open for applications, and EuroCham and our partners are well underway in selecting Champions and Mentors.
The second workshop (planned for August 19th) will train the potential SPECs on relevant topics surrounding E-Trade, logistics & supply chain management, digital marketing, and share case studies from successfully exporting SMEs.
The Silver SPEC capacity building will be followed by a brief introduction to the forthcoming Mentorship Program, where selected SMEs will be chosen to proceed with the full Gold SPEC program - involving three months of focused mentorship with industry experts. |

Exports / EuroCham releasing exporter guides mid-August |

EuroCham is proud to announce that a full series of export guides will be released on our website in mid-August. Over the past three months, market analyst, Felix Botineau , researched high-potential markets for Cambodian exports to the EU and spoke with industry experts to compile the guides.
The guides will serve as roadmaps for Cambodian-based businesses hoping to start exporting to EU markets. The topics covered in the six guides are: cashews, palm sugar, sustainable textiles, home decor and home textiles, tropical dried fruits (already released), and pepper.
