CONTEXT

The mission of the HR Development Field Support Team is to co-design, develop, support and advise field-based actors in Learning & Development. The support and advice is given on the strategic, policy, process and operative level. It focuses on securing that transversal learning & development initiatives are connected to the strategic focus areas of operations and of the HR Department and that these are transferred to and implemented in the field.

As part of the global induction and onboarding project, MSF Belgium (Operational Center Brussels – OCB) will implement a common induction & onboarding framework. The objective of the framework is to create a proper induction & onboarding path for all new staff to develop a sense of belonging as new staff and to get a better understanding of our social mission, key principles, values and structure which will increase motivation and commitment. As well as accelerate staff integration in MSF and increase job efficiency to benefit our social mission.

Part of the framework is the intersectional induction training “Welcome to MSF” for all new staff (target public about 3000 people based on 2019 numbers of new national staff, international and office staff). The training package has been developed and is ready to implement virtual and face to face but will need extra support at the start to launch and help all missions, offices to implement.

RESPONSIBILITIES

The HRDev Induction & Onboarding MIO will work directly with HRDev (HR Development Officers) profiles and HRCOs (HR Coordinators) to realize this mission at project, country and regional level. The scope of responsibilities is:

Advise on and support the implementation of strategy, policies, and processes in the Employee Development cycle phases (Recruitment, Induction, Learning, Performance & Feedback, Mobility) with a special focus on the development of:

Support the new Induction & onboarding initiatives for the missions

  • Support the Induction project manager (based in HQ) with change management and implementation plan of the revised induction and onboarding framework
  • Support missions to build awareness on the importance of a proper induction & onboarding process for all new staff
  • Support directly the HR and supervisors of the mission with the implementation of the induction and onboarding framework, adapt to the local context if needed, etc.

Support the implementation of the Welcome to MSF (face to face & virtual)

  • Become the content expert of the course
  • Work in close collaboration with the key actors in the mission (HRDEV, HRCO …)  in the preparation and implementation of the Welcome to MSF in the mission
  • Train the facilitators to do the Welcome to MSF autonomously in the mission
  • Co-organize when not in the mission together with Welcome to MSF focal point the virtual Welcome to MSF for new staff in OCB HQ, partner sections and missions
  • Give support for the field for all Welcome to MSF related content questions (face to face, blended or digital), together with Welcome to MSF Focal point

Support the other HRDev activities in the missions where the implementation of the Onboarding and Induction program is taking place

  • Where needed and relevant, support the HRDev/HR in the mission with other L&D initiatives that are in the process of being developed and/or implemented. Eg: support to the development of the L&D mission strategy, support to the implementation of the new Feedback Process, support to other learning activities, etc.

REQUIREMENTS

Education & Experience

  • A degree in HR or related field is a strong asset
  • Minimum 1 year of field experience with MSF with at least 6 months in an HR manager role
  • Having facilitated training programs (Sanou or participatory learning program) is a must
  • Good knowledge of MSF operational contexts and its and key elements of diversity and multiculturality

Skills & competences

  • Strong strategic and advisory skills, proven capacity for analysis and priorisation
  • Strong collaboration and coaching skills, good aptitude for dialogue with various stakeholders
  • Strong interpersonal and cross-cultural communication skills
  • Flexible and pro-active
  • Team player and transversal attitude
  • Familiar with online training tools (Zoom, Teams, Mural, etc.) is an asset

Languages

  • Fluent in French and English
  • Arabic or Spanish is an asset

Other

  • High mobility and availability to travel and work in the field
  • Willing to travel and work in insecure contexts

CONDITIONS

  • Expected starting date: As Soon as possible
  • Location: Abidjan (Ivory Coast) at the L&D centre or Brussels* (Belgium) at HQ but mainly carried in the field
  • Mobility in the field up to 70% of the time
  • Contract type: Fixed-term Contract – Full-time
  • Contract duration: 1 year
  • If Abidjan: The contractual conditions will be established based on candidate residency and administrative constraints (work permit, etc) and in respect of MSF function grids and salary policies
  • If Brussels: Salary according to the MSF-OCB Field salary scale – Medical Insurance 100% covered as per international package – 45 paid leaves
