Five-Star Generals: The Nine Men Who Earned the US Military's Highest Rank

Leahy served as the Chief of Naval Operations from 1937-39, during which time the US Navy expanded, and following his retirement was appointed the Governor of Puerto Rico and, later, the US Ambassador to France.
