就2020年6月5日,澳門科學館一群約數十人的團體,他們高舉橫額,手持標語集會,其後乘搭大型開蓬巴士自新口岸巡遊至北區祐漢,經傳媒報導,他們並沒有向澳門治安警預告,組織大量人群聚集,在澳門多個人口稠密的地區行駛,大大增加病毒在社區內傳播的風險。身為澳門市民,我們有權利,向澳門治安警察局提出質疑及投訴:

1. 為何該團體在沒有向澳門治安警預告的情況下,可以在澳門公共空間進行巴士巡遊,組織集會,並且到目前為止都沒有被警方起訴或警告?

2. 就傳媒導報所見,那天這數十人的集會現場沒有任何警察在場,但前一天6月4日,在新馬路噴水池警方卻佈署大量警力,兩天的警力的安排差異原因為何?警方有沒有因立場而選擇執法?

3.若6月5日的集會被警方認定為合法集會,那前一天6月4日,少至只有1至2人的默站或靜坐,卻被警方告知該行為可能會觸犯《集會權及示威權》?6月5日的集會是否也涉觸犯《集會權及示威權》及《傳染病防治法》?

4. 另請澳門警方公開在6月4號當晚一共有多少人被要求到警署協助調查。

澳門警方作為澳門的執法機關,應堅守法治,公正無私,執法者絕不該因為政治立場而執法不公,我們要求澳門治安警察局 (Macao - Public Security Police Force ) 嚴正對待以上事件,就事件徹底調查並作出交待。

Macau Police need to investigate the 5th June assembly and respond to the public

On June 6th, 2020, a group of people gathered in Macau Science Center with posters and banners followed by a parade with an open top bus from Porto Exterior to Iao Hon. According to various media reports, they did not notify Macau’s Public Security Police Force (CPSP) in advance for their gathering and cruise in densely populated areas of Macau, which would increase the risk of spreading COVID-19. As Macau citizens, we have rights to complain and demand a police report on the following issues:

1. If the group did not give prior notification to CPSP about their public assembly and bus parade, what is the reason that there is still no charge or warning from CPSP so far?

2. Reporters say they saw no police in the June 5 assembly. But a large police presence was seen at the Senate Square on 4th of June. What is the reason of this huge difference of police deployment?  Does Macau Police enforce the law selectively and politically?

3. If the June 5 assembly was not an illegal event, why the June 4 vigil with only 1 or 2 people stayed at Senate Square was illegal? Didn’t the June 5 assembly also breach the Right of Association and Assembly Statue and the Law on the Prevention, Control and Treatment of Infectious Diseases?

4. Macau Police should announce how many people had been held for questioning on June 4th.

As the law enforcement agency of Macau, CPSP should act on impartiality and according to law. They should not based their authority on political stands. Thus, we ask CPSP to treat the above incident seriously and respond to the public after thorough investigation.
