Salary Grade: GN14  Salary Range: $51,895 - $93,346

This position will execute the day-to-day activities and tasks required to lead a multi-disciplinary teams to deliver preconstruction projects to construction, including the tasks of, project development, environmental analysis, planning, and design. This position serves as a Deputy Project Manager and assists with managing a portfolio of centrally-managed STIP projects during the pre-construction phase to ensure projects are delivered on schedule, within scope, and according to the project budget.  Duties include supporting the Project Manager and Senior Project Manager in providing oversight of the team preparing environmental studies and environmental documentation, engineering studies, design products, special provisions, quantities, and ultimately final plans and contract documents.  The position tracks project changes, maintains project schedules and milestones, identifies risks and opportunities as well as mitigation strategies to ensure projects remain in scope, on schedule, and within budget. The position also assists the Project Manager to ensure that products prepared meet quality expectations.
 
Position communicates with team members to expedite the completion of critical tasks, document environmental decisions, complete designs, and ensure deliverables produced are in compliance with all federal and state laws, rules, regulatory actions, policies and procedures, and requests technical deviations and exceptions to advance projects.  Additionally, the position assists the Project Manager in analyzing environmental data and design information to provide oversight to private engineering firms (PEF), administering PEF contracts, reviewing and processing invoices, making recommendations to the Senior Project Manager and providing feedback on consultant performance.
 

Knowledge, Skills and Abilities / Competencies

  • Experience in transportation project development related to scope, schedule, budget, quality control and/or risk management.
  • Sound knowledge and understanding of engineering and environmental analysis concepts, practices and theories used in project development and construction engineering of transportation facilities. 
  • Experience working with private engineering firms for review of submittals, studies, and designs. 
  • Experience organizing resources, project development, scheduling, and coordinating work in order to maintain schedules.
  • Demonstrated ability expressing moderately complex environmental and engineering concepts and related facts in a clear and organized manner to internal and external customers.



Minimum Education and Experience Requirements

Bachelor's degree in an applicable field of engineering from an appropriately accredited institution and three (3) years of progressively responsible experience; or an equivalent combination of education and experience.

Necessary Special Qualification:
May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
