Anyone feeling unwell – even with the mildest of symptoms such as a runny nose or scratchy throat – is urged to self-isolate and seek testing. Do not go to work or catch public transport until you are cleared of COVID-19.

If you are directed to self-isolate, you must remain in isolation for the full 14 days even if your initial test is negative. If you do develop COVID-19 symptoms, you should be retested, even if you have had a negative result previously.

Additional funding to reinforce Australia’s aged care sector

The Australian Government has announced it will provide an additional $563.3 million to further support the aged care sector’s response to COVID-19.

This takes the Government’s support for senior Australians in aged care to over $1.5 billion since the pandemic began.

The package includes an additional $245 million to extend the COVID-19 Support Payment for all residential aged care providers and an additional $154.5 million for a third Workforce Retention Payment based on employment at 30 November 2020.

See more on this funding below.

Updated advice from NSW Health

NSW Health has provided updated advice for Residential Aged Care Facilities and Home Care Providers regarding the use of masks and visitor restrictions.

Following recent cases in the Sydney, there is a request for residential aged care facilities in metropolitan Sydney, the Nepean Blue Mountains and Central Coast regions to implement visitor restrictions for the next two weeks. In addition, staff who work or live in these areas must wear face masks whilst at work. This temporary requirement will be reviewed in two weeks.

The Australian Government is prioritising Personal Protective Equipment (PPE) distribution from the National Medical Stockpile to aged care services that are most in need.

To ensure PPE from the National Medical Stockpile is effectively prioritised on a needs-basis, providers are being asked to complete a new Aged Care PPE Request Form, please submit an online application. Providers should also continue to try to source the PPE through suppliers while awaiting a response. Providers need to establish an ongoing general PPE supply.

Additional funding to reinforce Australia's aged care sector

The Australian Government will provide an additional $563.3 million to extend support for the aged care sector’s response to COVID-19, announced in March and subsequently as part of the Aged Care response plan.

This takes our Government’s support to senior Australians in Aged Care to over $1.5 billion since the pandemic began.

We are committed to supporting senior Australians in Aged Care, workers and providers in Victoria to respond to the ongoing crisis and are putting in place critical actions to ensure we remain prepared across the country.

Building on the $205 million COVID-19 Support Payment provided to all residential Aged Care providers in June 2020, the Australian Government will extend this payment to provide a further $245 million injection into all facilities.

This funding will be required to be used by providers to fund and support enhanced infection control capability, including through an on-site clinical lead.

Funding may also be used to address other COVID-19 related costs such as increased staffing costs, communications with families and managing visitation arrangements.

Providers will be required to report how these funds were used for additional COVID-19 related costs through strict requirements in providers’ end of financial year returns.

Providers will receive around $975 per resident in major metropolitan areas and around $1,435 per resident in all other areas.

This payment will be provided through Services Australia by early October.

In addition, the Australian Government will continue the 30 per cent increase in the viability supplement and the residential care homeless supplement for a further six months.

In recognition of the higher costs providers face in hotspot areas, particularly in supporting their staff, the Government will provide additional levels of support.

The Supporting Aged Care Workers in COVID-19 Grant has been open since 4 August, to help providers cover the costs of implementing single site workforce arrangements in current hotspots of Greater Melbourne and the Mitchell Shire.

This funding will be extended from an initial period of eight weeks to 12 weeks with a total of $92.4 million available.

Further funding under this grant will be activated as new hotspots are declared by the Commonwealth, based on local circumstances.

Aged Care workers are continuing to provide invaluable care for our senior Australians.
In recognition of the ongoing pressure and challenges, the Australian Government will provide a third Workforce Retention Payment based on employment at 30 November 2020, costing $154.5 million.

This will provide a financial incentive for workers to continue to provide the frontline care that is needed in facilities across the country. This third payment will have the same eligibility criteria as the first two rounds (the first paid in July, the second scheduled for September) of the workforce retention bonus.

Finally, the Government will expand support for older Australians who temporarily relocate from residential Aged Care facilities to the community to live with their family due to concerns about COVID-19, with an additional $71.4 million for the Commonwealth Home Support Programme.
Further COVID-19 relief for Woollahra small businesses

Woollahra Council has extended a range of relief measures for local small businesses to help ease the ongoing economic impacts of COVID-19.

The measures, valued in excess of $2 million, are in addition to a $5 million relief package launched in March to help all small businesses, including local pubs, clubs, cafes and restaurants, which have faced difficult trading conditions due to COVID-19.

Rent relief for Council’s small and medium commercial and community tenants will be extended for a period of six months from 1 October 2020 to 31 March 2021 with a further review of the program to be undertaken and reported to Council in February 2021.

The rent relief will be based on demonstrated COVID-19 related downturn in revenue and in the case of food premises, on COVID-19 related spatial restrictions.

Woollahra Council will also waive footpath dining fees until 30 June 2021, an additional 6 months of relief which follows a recent extension to 31 December 2020.

To further enhance Woollahra Council's capacity to support small businesses in the Woollahra local government area, a new Economic Development Officer role will be created to coordinate a range of initiatives until 31 December 2021. The financial assistance measures will be notified for 28 days before a final decision by Council on 28 September 2020.

The $5 million support package introduced in March included rent relief for 6 months for all small business tenants of Council-owned properties and for the same period, no fees charged to any small business in the local government area for health, hygiene, licensing and fire safety inspections, plus a waiver of all outdoor and footpath dining fees for a period of 6 months.
