Russ Martin of GHSA Receives Responsibility.org's Kevin Quinlan Award

Russ Martin, Senior Director of Policy and Government Relations for the Governors Highway Safety Association (GHSA) received the award at the 2021 GHSA Annual Meeting in Denver, Colorado.

Each year, Responsibility.org recognizes leaders and agents of change who, through their work, are making a significant contribution to the field. The Kevin E. Quinlan Award for Excellence in Traffic Safety is the highest traffic safety honor our organization bestows and is reserved for individuals who have demonstrated both commitment and passion for reducing impaired driving and saving lives. Kevin Quinlan was a deeply respected leader who worked for the National Transportation Safety Board where he managed the agency’s traffic safety recommendations, and these awards are a way of honoring the legacy he created.

Russ Martin, Senior Director of Policy and Government Relations for the Governors Highway Safety Association (GHSA) received the award at the GHSA Annual Meeting this week in Denver, Colorado for his outstanding work to unite stakeholders around common goals, transfer his deep policy expertise into practical legislative language, and ensure that policy implementation leads to greater public safety. With more than 15 years of government relations and traffic safety experience, he is one of the nation’s top policy experts on traffic safety issues. Russ has successfully worked with Congressional staff and Members of Congress over the last two years to ensure critical impaired driving prevention countermeasures are included in the bipartisan infrastructure bill and has helped lead efforts to introduce the Multiple Substance Impaired Driving Prevention Act of 2021. Additionally, Russ has helped plan the content of the National Alliance to Stop Impaired Driving inaugural conference, a new coalition established this year by Responsibility.org and served on Responsibility.org’s expert advisory panel on high-risk impaired drivers.

Russ manages GHSA’s engagement on emerging vehicle technology, research projects on drug-impaired driving, speeding and automated vehicles and has served as a national spokesperson on many traffic safety issues including distracted driving, pedestrian and bicycle safety, motorcycle safety and first responder safety. Prior to joining GHSA in 2017, Martin was Manager of State Relations at AAA, where he spent over eight years supporting AAA’s network of motor clubs to advocate on behalf of AAA members on traffic safety, vehicle technology and motorists’ rights. Martin is a native of Virginia and holds a bachelor’s degree in political science from James Madison University.
