Summary of Position

Job Title: PMEL Manager

Place of work: Kathmandu, Nepal

Pay band: NP F2

Contract type: 1-year Fixed term contract (with possibility of extension), Full-time

Reports to: Country Director, WaterAid Nepal

Manages: Snr M&E Coordinator, PMER Coordinator

Travel: Frequent visits to programme and project sites, and some international travel involved

Job purpose

Lead the Monitoring and Evaluation Unit to provide guidance and technical support to WaterAid Nepal staff on Planning, Monitoring, Evaluation and Learning; and is primarily responsible to ensure and enable monitoring of progress against the Country Programme Strategy (CPS), ensuring programme quality standards are in place and managing multiple accountability requirements of donors and stakeholders. Provide key advisory and support to the senior management on programme quality monitoring, accountability frameworks, knowledge initiatives and compliances.

  

Description

Responsibilities

  • Lead the development, review and implementation of monitoring and evaluation framework for CPS, annual work plan for monitoring & evaluation unit and identified pieces of work such as for donor specific requirements.
  • Initiate and ensure periodic post implementation monitoring survey (PIMS) of completed projects as per WA’s strategic cycle with results fed into mwater and relevant WA platforms.
  • As a member of the Programme Management Team (PMT), proactively contribute to programme quality, programme design, fundraising, partnerships, organisational policies, procedures and compliances. 
  • Participate in and provide support to project design activities including development of project theories of change and strategic frameworks (Results Frameworks), Monitoring and Evaluation plan, help determine performance and impact indicators and targets.
  • Provide support to proposal development for M&E components.
  • Work closely with PMT and budget holders to review and analyse quarterly progress and project completion reports of the partners to document progress made and issues / challenges encountered.
  • Review and upgrade mechanisms and processes for community based monitoring and evaluation to ensure quality programme intervention leading towards ownership and sustainability aspects from community perspectives.
  • Promote and enhance community feedback and accountability mechanism (CFAM). 
  • Promote linkages within WaterAid Nepal to improve the monitoring and reporting system to regularly communicate with their team/unit/department. 
  • Conduct or provide support to data quality assessments (DQA).
  • Development and implementation of result-based monitoring, evaluation and reporting system with detailed guideline for its implementation based on WA’s PMER Core Procedures. 
  • Ensure all WAN and partners staff are oriented and aware of the WA’s PMER Core Procedures (planning, monitoring, evaluation and reporting) that comprise related policies, procedures and systems. Provide information to any queries, and the final interpretation in case of any confusion or dispute on the policy, procedure and system.
  • Advice Heads of Departments and Budget Holders in preparing a six monthly, annual reports and other activities, as appropriate. Provide technical advice and counsel to Programme and Operations staff and partners based on monitoring findings and lesson learnt. 
  • Oversee the Programme Management Information System (MIS) and related platforms such as Project Centre, CP Dashboard etc, ensure all the database and records are accurately documented. Ensure programme staff are using data collected to make informed and timely decisions related to programme implementation.
  • Assess and enhance the capacity of partners staff, specifically M&E staff, for institutional strengthening on monitoring, inspection and evaluation process. Train both WAN and partner programme/project staff in monitoring and evaluation processes and providing support to WAN staff and providing ongoing coaching to partner staff.
  • Advise and initiate learning and knowledge initiatives to inform programme and policy work working in close collaboration with programmes and policy teams and producing learning documentation. Contribute to institutional learning processes.
  • Foster teamwork and collaboration between staff in the Department, provide leadership, guiding the department through operational work plan, ensuring important deadlines are met, with proper resource planning and regular 1:1 meetings, keeping abreast of all department activities.
  • Leadership role in conducting and managing various assessments, baseline and end-line surveys, evaluation, formative research, etc. to inform quality programme planning, monitoring, evaluation and reporting. Analyse quantitative and/or qualitative data.

 

Other Responsibilities

  • Understands and puts into practice the responsibilities under Safeguarding and Child Protection policies and procedures and the Global Code of Conduct (CoC) 
  • Ensures that Safeguarding, and Child Protection policies and procedures, are fully embedded in project design, during implementation and as principles applied in day-to-day work of Programme team.

 

 

Person Specification

Essential

  • Master’s in development or Social Studies or relevant discipline
  • Minimum 7 years of experience in similar roles on monitoring and evaluation 
  • IT skills particularly MS Word, Excel and Outlook
  • High level proficiency in spoken and written English, with good interpersonal, negotiating and persuasive skills. Fluency in spoken and written Nepali language.  
  • Confident in working with senior stakeholders both internally and externally using tact and diplomacy
  • Experience of conducting trainings, facilitating workshops and capacity building
  • Excellent skills in writing, producing excellent monitoring and programme / project reports for wider audience
  • Experience of managing and supporting staff from diverse professional background
  • Commitment to WaterAid’s values and a working style that reflects these.

 

 

Desirable 

  • Willing to learn new data software
  • Experience in WASH, with knowledge on using GIS and other analytical tools
  • Demonstrated skills in analysis, articulation and presentation of finding from the monitoring and studies to improve programme performance
  • Demonstrated skills and experiences in participatory approaches, engaging different and diverse group of people, field observation, interviewing with people and facilitating meetings internally and externally
  • Ability to work flexibly, to manage varying competing priorities under your own initiative, meet strict deadlines
  • Experience of managing and supporting staff, consultants, partners and volunteers 
  • Experience of working effectively within a culturally diverse and matrix organisation
