The Transitional Studies unit houses the college’s ESL, I-BEST, ABE, High School+, GED, CEO, and LCN programs and supports many historically underserved students, first generation college students, immigrants, and English language learners. The programs within this unit support students with varying backgrounds and educational goals, including learning English, getting a high school diploma or GED, taking college-level classes, or preparing for a career. These programs also provide wraparound supports and resources for students, so that they can be successful in their educational or career pathways. Working within this unit requires a commitment to pluralism and equity as well as fostering an environment of inclusiveness among students, faculty, and staff.
 
The Program Manager provides daily management and support to the Transitional Studies unit. The Program Manager is responsible for supervising and aligning the unit’s administrative processes, communication, data collection and reporting, use of software/technology, and permanent and part-time employees. This position will collaborate directly with the Associate Dean on best practices in these areas, especially around personnel management, data collection/assessment, and financial matters. This position will also require effective coordination and collaboration with staff and faculty across the unit, college, and with relevant community partners.
 
Essential Job Duties: 

  • Manage the unit’s administrative processes in coordination with other departments and partnerships, including student recruitment and onboarding, data collection and reporting, use of technology, and general program and unit operations
  • Manage unit-wide communication, engagement, and interactions with students as well as faculty, and staff
  • Document, report, and collect data while managing and streamline these processes within the unit
  • Assist with financial processes such as billing, budget monitoring, and invoice tracking.
  • Other duties as assigned of a similar level/nature 

Qualifications

REQUIRED EDUCATION/EXPERIENCE:

  • Bachelor’s degree in a related field OR equivalent experience
  • One (1) year of professional experience in the field OR three (3) years of responsible supervisory and/or administrative experience in a related field
 
KNOWLEDGE OF: 
  • Basic Education for Adults (BEdA) in Washington State
  • Educational programs that serve underrepresented populations, such as Adult Basic Education (ABE), ESL, TRIO, CEO, HS+, GED, or Workforce Education
  • MS Office applications (Word, Excel, SharePoint, Teams, Access, Outlook) as well as navigating online environments, managing and updating websites, uploading/downloading data and information
  • Budgeting, program evaluation and data analysis
 SKILL IN: 
  • Fostering a climate of equity and belonging through multicultural awareness and responsiveness 
  • Writing/editing/proofreading clear and concise materials resulting in effective oral and written communication with individuals inside and/or outside of the College
  • Responsive, timely, and effective in working as part of a team as well as independently

Conditions of Employment

PHYSICAL WORK ENVIRONMENT: 
The College is currently in predominantly remote operations, with assignments completed in a fully online environment during this time.  Employees will need to provide their own work space and internet access, noting the College will provide technical equipment and support for online work needs. When the College returns to on-campus operations, this position will perform work in a standard office setting, use standard office equipment and physically attend meetings both on and off campus, ability to communicate in person or through appropriate means. 
 
TERMS OF EMPLOYMENT/SALARY: 
This position is allocated to pay range 48, under the Washington State Department of Personnel Higher Education salary schedule.   Salary placement for new employees is determined by the College. This position works 40 hours per week, with schedule dependent upon department needs. Hiring of this position is contingent on available funding as determined by the College President.
