As we move toward spring at SAME, that means it's voting time for the Board of Direction!

I'm excited by the tremendous group of volunteer leaders on this year's ballot, including a great slate of Elected Director candidates and three National Officers who have made a huge impact on the Society over the last several years: Cindy Lincicome for President-Elect, and Sharon Krock and Rad Delaney for Vice President. More information on the candidates and the election, which runs from March 1 to April 15, is down below in Society News & Notes.

My thanks to all those who submitted nominations last fall and congratulations to those who were nominated. And a huge thanks to the Key Leader Development Commission, chaired by Col. Matt Altman, USAF, which has worked hard over the last several months to increase awareness about SAME leadership roles, dispel myths, answer questions, and promote the many benefits that come to individuals by getting engaged nationally in leadership positions. In fact, alongside the Board of Direction election, we are holding our second annual Call for Volunteers and will soon open up a new SAME Volunteer Job Board on the website! More details down below as well. This is your chance to tell us where you are interested in serving and what type of roles you may like to take on, either today or down the road. 

Our Society's future is in good hands thanks to the great leaders we have now....and the great pipeline of leaders we are building!

2021 Virtual Capital Week: March 22-26

SAME's 2021 Virtual Capital Week will once again provide an unmatched look at the upcoming engineering, construction, and environmental programs of the federal government. New this year, the event also will feature executive-level industry-government engagement sessions, a virtual exhibit hall, discussion groups, one-on-one appointments, networking events, and "fireside chats" with the senior engineering leaders of the Army, Navy, Air Force, and Department of Veterans Affairs.

During this premier members-only event, network with senior leaders and hear from contracting representatives, flag and general officers, and other decision-makers within the engineering components of the military services and select federal agencies.

Board of Direction Voting Starts March 1 

Voting in the SAME National Board of Direction election for 2021 opens March 1 and will go through April 15. The ballot includes candidates for President-Elect, Vice President, and Elected Director. Visit www.same.org/election on March 1 to cast you ballot!

Annual SAME Call for Volunteers Underway

SAME has launched its second annual national Call for Volunteers. We are looking for volunteers who are enthusiastic to become involved and make a difference to help support the 2025 SAME Strategic Plan

You can join a Community of Interest steering committee, participate on a task force, or volunteer for an ad-hoc opportunity to share your experiences and expertise.

Have questions or concerns about serving in a national leadership position? The SAME Key Leader Development Committee (KLDC) has compiled a list of myth-busters and is available if you're interested in serving in a leadership role and want to talk with someone with first-hand knowledge. Visit the KLDC webpage to learn more.

Have you always wondered how to become involved at the national level? It’s easy: just let us know you’re interested! In addition to the Call for Volunteers, SAME is excited to announce a new initiative to provide visibility on exciting national leadership opportunities as they come available.

The SAME Volunteer Job Board on the SAME Job Center is just gaining steam, but soon will include advertisements for openings across the Communities of Interest and other key leadership positions. 2021 SAME Camps Applications Due March 16

Applications for the 2021 SAME Engineering & Construction Camps are open. The deadline to apply is March 16.

Please note: As of now SAME is proceeding with planning in-person camps (except for Navy Camp, which is virtual as of now). However, our ability to host the camps will depend on the state of COVID going into the summer. We apologize for any inconvenience if we end up having to shift to a virtual camp as we did last year. 

Each year, SAME's Engineering & Construction Camps, in partnership with the military services, provide high school students entering their sophomore, junior, or senior years with unmatched learning and leadership opportunities and hands-on activities.

Student Member Design Competition: Deadline Feb. 26

SAME's College Outreach Community of Interest has developed a new student design competition that capitalizes on projects SAME Student Members are already working on in their academic programs.

The SAME Undergraduate Innovations Challenge, A Project Design Competition will showcase the innovative thinking and projects of student members.

The competition consists of three rounds.

  • The first round involves submitting a 300- to 500-word abstract discussing the importance and scope of the project (Deadline: Feb. 26)
  • Teams advancing to the second round will submit a 3- to 5-minute PowerPoint presentation further discussing project progression from concept to design.
  • Lastly, the top three teams will be awarded $500 and invited to conduct a 15- to 20-minute presentation for SAME wherein an overall winner will be decided.

SAME Foundation Adds New Board Members

The SAME Foundation formally welcomed three new members to its Board of Directors this winter: Col. Sal Nodjomian, P.E., F.SAME, USAF (Ret.), Linda McKnight, F.SAME, and Rear Adm. Randall Gardner, P.E., F.SAME, USPHS (Ret.).

These new members join a distinguished group of individuals who are serving on the SAME Foundation Board of Directors, which is led by Hal Rosen, F.SAME (Dist.), Chair, and Tony Leketa, P.E., F.SAME (Dist.), SES (Ret.), Vice-Chair. A total of seven past SAME National Presidents currently serve on the Foundation's Board of Directors.

(3/4). Master Class: Preparing Risk-Neutral Cost Estimates—Putting the Plan in Action

Hosted by SAME International Community of Interest | March 4 at 5:00 PM GMT (6:00 PM Berlin; 12:00 PM ET; 7:00 AM Honolulu; 10:00 PM Doha; 2:00 AM Tokyo) 

In March 2020, the Undersecretary of Defense for Acquisition & Sustainment released guidance that encourages more realistic military construction project budgets. This presentation will examine how select FY2023 MILCON projects will be required to assess their inherent risk and build project cost estimates that include reasonable contingency for that risk. The opportunity to refine project budgets ends with the 35 percent design estimate, so clarifying guidance from USACE describes the requirement in much detail. The focus is on disciplined Cost-Schedule Risk Assessments informed by the American Association of Cost Engineers’ Recommended Practices. USACE guidance relies on Risk Registers, probability and consequence determinations, and Monte Carlo simulation range estimating in order to identify the risk-neutral estimate for projects.

(3/18) TME Presents: Reconciling Air Force Real Property Records

Hosted by SAME/The Military Engineer | March 18 at 11:00 AM ET

Take a deeper look into “Reconciling Air Force Real Property Records,” originally featured in The Military Engineer (September-October 2020 issue. An analysis and reconciliation of geographic information system data with real property asset records at Hurlburt Field uncovered millions of dollars in underfunding. After several anomalies were discovered in the real property asset records, a further investigation led to more accurate inputs for the FSRM Report. The data analyses and subsequent corrections will result in additional future-year FSRM funding that could eventually total an estimated $2.27 million if the Facilities Sustainment Model was fully funded.

    Educating, Engaging, and Inspiring a Century of Engineers

    "Times have changed: both the science of engineering and the art of war have developed beyond the dreams of our forefathers. We change with the times and keep abreast of progress.”

    These words may have been written about cybersecurity, energy resilience, AI, or any of the other complex problems today’s engineers are at the forefront of tackling. However, they were actually written in 1929 by Maj. S. L. Scott, USA, of the Operations &Training Section, Office of the Chief of Engineers. Like many of the early members of SAME, Maj. Scott foresaw how crucial it would be to engage, inspire, and educate engineers both young and established to provide for our national defense.

    Providing Value & Impact: An Interview with SAME President Heather Wishart-Smith

    Bricks & Clicks: When did you first become an SAME member and how has your involvement impacted you?

    WISHART-SMITH: I joined SAME as a young ensign while attending the Civil Engineer Corps Basic Course in Port Hueneme, Calif., almost 25 years ago. It was one of those deals where our instructors told us we could eat lunch in the galley as we usually did or have a nice lunch at the SAME meeting at the Officer’s Club. Oxnard-Ventura Post members sponsored us as junior officers and got us to join right then. I remained a member but an inactive one until leaving the Navy and joining KBR. Linda McKnight, now a Distinguished Fellow, did a wonderful job sponsoring a number of us to get engaged with the Northern Virginia Post and attend JETC. At my first JETC, I learned that the newly formed Young Members Council (what we called it at the time) was looking for vice chairs, and that was the start of what has now been over 20 years of very active membership.

    SAME at 100: A Society is Born, 1920

    During 2020, SAME published several short articles on Bricks & Clicks commemorating SAME's Centennial and detailing the early years of the Society, including its establishment in 1920.

    From A Society is Born, 1920: "When the United States joined World War I, military engineers numbered 256 officers and 2,228 soldiers. At war’s end, there were 10,886 officers and 292,300 men in the Engineering Department of the United States. The demand for engineering skills proved significant. Those who had been called to serve and those already in the service knew that to capture lessons learned, maintain the relationships established “over there,” and ensure preparedness for future conflicts, they would need a way to stay connected.
