They continue steeling property on the seized territories, in particular the unique Central analytical lab in Chornobyl. Unfortunately these actions do not receive proper and effective reaction from respective international bodies. Ukraine continues to urge international partners to increase pressure on the IAEA, recognize activities of russia and Rosatom nuclear terrorism and santion them. The enemy continues bombarding Ukrainian cities and towns, depriving people of lives, means for living, as well as destroying infrastructure. Thanks to Ukrainian Army Heroes the agressor does not have a chance of progressing on the ground. Thanks to heroism of repair brigades the energy supplies are restored wherever possible. Unfortunately, the delay with closing the sky over Ukraine (creation a no-fly zone) lead to increasing of casualties and destruction. Ukraine initiated nationalization of property owned by a russian company engaged in transportation of fuels and lubricants. Ukrainian companies urged international businesses to refuse from buing russian energy. Ukraine's energy system operates synchronously with the grid Power system of Continental Europe (ENTSO-E) for seven days. Ukraine operation: has sufficient stocks of energy resources for the sustainable operation of the system. Seasonal warming led to some decrease in average daily consumption from 13 to 12 GW. However, hostilities caused a drop in electricity consumption in the country by 30% compared to the previous year. As of March 22, coal and gas TPPs reduced average load by 8% (from 3.7 to 3.4 GW) while providing over 3 GW of the operational capacity reserve to the system. According to DTEK, coal stocks in TPP warehouses kept growing (+2% compared to the previous day) and amounted to 991,000 tons as of March 23. Electricity production by nuclear and hydropower plants remained almost the same at 6.3 and 1.2 GW, respectively. Radiation safety: As of 9:00 on March 23, all active NPPs in Ukraine continue stable operation. Radiation, fire, and environmental conditions at NPP sites and adjacent areas are within the normal range. 8 out of 15 nuclear units are in operation. Chornobyl NPP The Chornobyl NPP site has been under the control of russian Exclusion Zone terrorists for 27 days in a row. According to updated data, the partial rotation of ChNPP personnel allowed only 106 out of 211 persons to leave the site. Currently, there is no full-time, repair and contractor staff at the plant. The regulatory control over the nuclear and radiation safety at the ChNPP site and in the Exclusion Zone, as well as control over nuclear materials, remain impossible. Information obtained from the ChNPP on safety parameters and the radiation situation at the site indicates a steady deterioration of several parameters. The occupiers continue to violate the requirements of radiation safety and sanitation, which leads to deterioration of the radiation situation at the site and the Exclusion Zone, as well as causes spreading of radioactive contamination outside. However, the IAEA reports that it is aware of the overall situation at Ukraine's nuclear facilities and, in particular, forest fires in the Exclusion Zone, but is currently limited to monitoring the situation without active and effective actions, which are much expected and required by Ukraine. Besides that, according to the State Agency of Ukraine on Exclusion Zone Management, the occupiers looted and destroyed the newest Central Analytical Laboratory in Chornobyl worth EUR 6 million, which is a unique complex with powerful analytical capabilities that can provide services through the whole course of radioactive waste management (from conditioning to disposal and at the R&D stage). The laboratory had highly active radionuclides samples, which are now in possession of russian terrorists. Zaporizhzhia NPP The Zaporizhzhya NPP and the city of Energodar have been under the control of russian terrorists for 20 days in a row. Two of the six ZNPP units are in operation while the Ukrainian personnel operates the plant. At the same time, besides russian military, Rosatom representatives have been illegally staying at the ZNPP site for a long time. Thus, Ukrainian staff members and their families suffer constant psychological pressure from hostile russian forces at ZNPP and in the city of Energodar. Constant stress, lack of food and medicine increase the risk of staff errors, which can lead to accidents and affect the nuclear safety of ZNPP. Regulatory supervision of nuclear and radiation safety directly at the ZNPP site is still not possible. However, as of 8:00 on March 23, the radiation levels in the Zaporizhia region remain unchanged (8-12 μR/h) and do not pose a threat to life and public health. The presence of russian terrorists at Ukraine’s nuclear facilities poses extremely high threats to global nuclear and radiation safety! Ukraine demands recognition of russia and Rosatom’s actions as nuclear terrorism aimed at deliberately violating nuclear safety, international law and fundamental human rights with the aim of genocide, ecocide, and encroachment on the country's sovereignty. We call on international partners to increase pressure on the IAEA, as its actions only may prevent cases of nuclear terrorism by russia. We also emphasize the need to impose tough sanctions on Rosatom management, personnel, products, international projects, and the entire russian nuclear industry! Attacks: Kyiv region During March 22, more than 20 shellings of housing and social infrastructure of the Kyiv region by russian troops were recorded. Within a day, the invaders shelled the city of Brovary, hitting the territory of one of the factories, damaging 7 buses and utility facilities. The occupiers continue to attack needs-supporting enterprises of the Kyiv region and all of Ukraine. Thus, the warehouse of the pharmaceutical company "Farmak" burned down under the city of Makariv as a result of tank battle, the losses amounted to about 1.5 billion UAH. The russians destroyed the vegetable storage and sausage manufactory, the losses of the company are more than 600 million UAH. Russian invaders again shelled Kyiv, damagin residential buildings in Sviatoshynskyi, Shevchenkivskyi and Obolonskyi districts, killing 1 person and wounding 7 people. Sumy region In the Sumy region, the most difficult situation remains in the city of Trostianets, where the fighting caused a large-scale fire at the enterprises. The occupiers do not let the State Emergency Service to eliminate the fire, according to the Regional Military Administration Head Dmytro Zhyvytskyi. Kharkiv region Within 24 hours, the russian occupying forces attacked 280 times from a multiple-launch rocket systems, 32 attacks from great distances, and 9 tank attacks, according to the Regional Military Administration Head Oleh Syniehubov. The occupiers try to concentrate their troops near the city of Izium, the Ukrainian army does not lose its positions and repels attacks. On March 22 , the russian army bombarded the town of Lozova. According to previous estimates, 8 civilians were injured and at least 20 houses, boiler houses and civilian infrastructure were damaged. Chernihiv region There are fights for several weeks in Chernihiv, russian troops are constantly shelling the city. Because of the damaged infrastructure, there is a lack of electricity supply and mobile communication, there are problems with water and gas supply, delivery and storage of products. In addition, the occupiers bombed the automobile bridge across the Desna River, which connected the city with Kyiv. This bridge from Chernihiv was used for evacuation roots and bringing humanitarian aid to the city. According to the Regional Military Administration Head Viacheslav Chaus, the destruction of the bridge does not prevent the delivery of food and humanitarian aid. Luhansk region Russians continue to kill civilians and destroy civilian infrastructure, the Luhansk Regional Military Administration Head Serhii Haidai reports. In the town of Rubizhne, the enemy attacked a multi-apartment building, a light industry enterprise, a school, and damaged a gas pipeline. As a result of an air strike on the Lysychansk Refinery, a fire broke out. In the town of Kreminna, 4 residential buildings were damaged. Haidai also said that in the Luhansk region occupiers destroyed 15 houses a day. Due to massive damage of gas distribution points, gas regulators and other equipment, a gas pipeline in the city of Popasna was shut down to prevent residential buildings from catching on fire. Donetsk region During the day, russians shelled 14 towns, according to the National Police. At least 24 civilian facilities, including homes and educational facilities, were damaged as a result of the attacks. The shelling and air strikes damaged the gas regulatory unit, leaving more than 400 consumers without gas supply. Among the civilians in the Donetsk region, as of 20:00 on March 22, 483 were reported wounded and 118 killed (official figures, not including victims in the cities of Mariupol and Volnovakha). In the Rivne region, russian troops attacked military infrastructure three times. In the Odesa region, the occupiers fired five rockets at a settlement. In Pavlohrad, the Dnipropetrovsk region, russians destroyed a railway station with a missile strike, and a man was killed. The russian federation continues to destroy the natural ecosystems of Ukraine, according to Ministry of Ecology and Natural Resources of Ukraine. Thus, on March 22, the кussian military attacked from multiple rocket fire "Smerch" Dnipro River, fortunately, the missile did not detonate. Explosions from missiles into water bodies can destroy unique ecosystems of rivers, lakes and frosts, pollute waters and spread toxins. Countermeasures of Ukrainian companies and public authorities: The State Service of Ukraine on Food Safety and Consumer Protection introduced daily price monitoring of socially significant commodities. Despite the moratorium on ordinary and extraordinary measures of state control and state market oversight for the period of martial law, the control of pricing of socially significant products, including fuels, is allowed. The Economic Security Bureau initiated nationalization of russian company’s property during the inspection of companies engaged in petroleum products transportation, namely 29 tankers for LPG transportation worth 1.16 mln USD. The Bureau will continue inspections of companies, with a view to indicating their ties with russia and belarus. DTEK, Naftogaz and Ukrenergo called on the international business community to stop buying russian energy resources and stop any supplies of components and technologies for the fuel and energy sector to russia, which enable the continuation of russian aggression. Disruption of supply: Gas The most difficult gas supply situation was reported in the Donetsk, Luhansk, Mykolaiv, Kyiv, Zaporizhzhia, Kharkiv, and Kherson regions. According to the Ministry of Energy, as of March 22, no access to gas supply had more than 291,000 consumers, while gas supply was restored to 500 households in Chernihiv, Mykolaiv, Zaporizhzhia, Dnipropetrovsk oblast. 41 gas distribution stations in Donetsk, Luhansk, Kyiv, Zaporizhzhia, Mykolaiv, Kherson and Kharkiv regions remain non-operational due to hostilities. In the Donetsk region, on March 22, 400 consumers were disconnected from gas network as a result of shelling and air bombing. At the same time, thanks to the competence and available technologies, employees of local DSO held repair works without disrupting supply to 3,500 consumers. In the Luhansk region, the head of regional military administration reported on the shutting down gas pipeline to prevent ignition of residential buildings that survived. As a result, 8,717 consumers remained without gas supply. In parallel, employees of local DSO and Uktransgaz JSC succeeded in restoring gas supply to the whole subdistrict of Lysychansk and 15 houses in Severodonetsk. In the Sumy region, the head of the regional military administration reported on the damage of a gas pipeline in Trostyanets. In the Kherson region, 3,848 consumers have no gas supply. At the same time there is a problem with availability of Cylinder gas, particularly in Lazurne and Novomykolaivka. In the Zaporizhzhia region, on March 22, the occupiers damaged the gas distributing point (GDP), resulting in 150 consumers without gas. The operative information on Mykolaiv, Kharkiv, Kyiv regions wasn’t available at the time of preparing the review. Electricity According to the Ministry of Energy, as of the evening of March 22, 1,318 settlements (over 865,000 consumers) remain without electricity. During the day, the supply of more than 55,800 consumers was resumed. Large-scale disconnections and, accordingly, active recovery works were taking place: in the Donetsk region, according to DTEK, as of March 23, 184 towns and the city of Mariupol remain without electricity; supply was resumed for 11,100 consumers in 8 settlements; in the Zaporizhzhia region, during the day, the supply of 2,705 consumers was restored, yet about 23,000 consumers remain without electricity; in the Luhansk region, as of 08:00 on March 23, 35 towns were offline (21 completely and 14 partially); 99,841 consumers without electricity and 590 substations disconnected; in the Kyiv region, the 110 kV high-voltage line, which feeds 16,000 families, has been restored; supplies were also resumed for 6,409 families in 19 settlements of Kyiv-Sviatoshynskyi, Brovarskyi, Baryshivskyi and Boryspil districts; 491 towns (over 157 thousand consumers) remain without electricity supply; in the Sumy region, according to the Ministry of Energy, supply to 3,500 consumers was resumed; in the Zhytomyr region, electricity supply was partially restored in 2 villages; the 110 kV high-voltage line has been restored; in the Kherson region, repair works are underway in Kherson and surrounding towns; 68 towns were cut off, 13 partially (45,750 consumers); in the Mykolaiv region, according to the Ministry of Energy, supply for more than 1,700 consumers is restored; in the Kharkiv region, according to the Ministry of Energy, supply to 7,000 consumers has been resumed; there was no operative information about electricity supply in the Chernihiv region as of the time of review preparation; according to the Regional Military Administration, there was no electricity supply in the city of Chernihiv.
