On the morning of July 14, at the Government Headquarters, Prime Minister Pham Minh Chinh, Head of the National Steering Committee to implement Vietnam’s commitments at COP26, chaired the 3rd meeting of the Steering Committee.

Also attending the meeting were Minister of Natural Resources and Environment Tran Hong Ha, Minister and Chairman of the Government Office Tran Van Son, Minister of Foreign Affairs Bui Thanh Son, Minister of Justice Le Thanh Long, Ministry of Foreign Affairs and Trade. Minister of Information and Communications Nguyen Manh Hung, Minister of Construction Nguyen Thanh Nghi, leaders of ministries, branches and central agencies.

According to the report of the Ministry of Natural Resources and Environment and the comments at the meeting, Vietnam has been making a very strong commitment to the international community to achieve “zero” net emissions by 2050. Following the instructions of the Prime Minister at the second meeting of the Steering Committee 5 months ago, members of the Steering Committee, ministers and heads of agencies actively directed the implementation of the assigned tasks, completed many tasks, focused on developing a draft scheme on tasks and solutions to implement the results of the COP26 Conference, the draft National Strategy on Climate Change for the period up to 2020. 2050, Action program on green energy transition, reducing carbon and methane emissions of the transport sector, National action plan on green growth 2021-2030, Action plan on deflation methane emissions by 2030…

The Ministry of Industry and Trade actively reviewed the draft National Power Development Plan for the period 2021-2030, with a vision to 2045. A number of ministries and branches have been developing sector action plans to implement commitments. at COP26, such as the Ministry of Industry and Trade, the Ministry of Transport, the Ministry of Construction, and the Ministry of Foreign Affairs.

Many ministries and branches have signed agreements and memorandums of cooperation to fulfill commitments with many international organizations and international financial institutions. The State Bank of Vietnam has actively worked with a number of potential banks and international financial institutions to exchange and mobilize resources.

The Ministry of Natural Resources and Environment has actively linked and urged the implementation of the task very actively; developed and published a report on the potential of offshore wind and wave energy in Vietnam’s seas for reference by industries, localities and enterprises; organized the 2022 Nationally Determined Contribution (NDC) update… The Negotiating Working Group on an equitable, just energy transition partnership has been established.

The State Bank said that there are many potential partners who are very interested in supporting green and sustainable development in Vietnam, such as the Banking Working Group (BWG, consisting of 30 members of foreign credit institutions). ), the French Development Agency (AFD), the World Bank Group (WB), the Asian Development Bank (ADB)… Particularly, HSBC Vietnam proposed to mobilize financial resources to support economic development. The Prime Minister stated that achieving net emissions of “zero” by 2050 is the inevitable development goal of the world, which is achieved mainly through strong energy transition and low-emission development. The State plays a constructive and leading role; People and businesses play a central role and are the implementers with the effective participation of socio-political organizations.

Fourth, deploy urgent, focused and key solutions to reduce vulnerability and strengthen resilience to the impacts of climate change; giving the highest priority to ensure safety and livelihoods for people in areas at risk of being severely affected; focus on developing infrastructure to respond to climate change and energy transition based on the potential and advantages of the region.

Fifth, focus resources on responding to climate change, developing financial mechanisms and carbon markets, promoting investment shift for low-emission economic development; strengthen public-private cooperation, promote the State’s resources as a lever to attract resources of organizations, enterprises, individuals and international resources on the basis of equality, cooperation and mutual benefit.

Sixth, implementing solutions to respond to climate change contributing to building an increasingly independent and self-reliant economy associated with active and proactive international integration in depth, substance and effectiveness; maintaining macroeconomic stability, controlling inflation and ensuring major balances of the economy, including a large balance on energy.
