Congress Directs the Department of Interior to provide transparent, open access to all litigation records

Congress has to fund the government. That includes the Department of Interior, Bureau of Land Management. To do that in the last 56 days of 2024 they will pass legislation to allocate funds.
What it TAKES TO STOP ROUNDUPS is a congressperson willing to put an amendment on the appropriations legislation. Regardless whether the bill brought forward is S. 4802 or H.R. 4821 or ANY OTHER funding act for the Department of the Interior for 2025, it must carry the language:
"By this Act Congress Directs the Department of Interior to provide transparent, open access to all litigation records. None of the funds made available in this act, in this, past and future fiscal years may be reprogrammed without the advance approval of the House and Senate Committees on Appropriations in accordance with the reprogramming procedures contained in the report accompanying this Act”.
