If you’re emigrating and leaving elderly parents behind, is it wise to persuade them to move to a retirement village? Experts answer these and other property queries BY BONNY FOURIE bronwyn.fourie@inl.co.za

Q: WE ARE selling our home and buying a new one, and there may be some overlap or delay regarding our moving out so the new buyer can move in, and then our moving in to the new property once that seller moves on. How does occupational rent work? A: As a buyer, and irrespective of whether occupation is on registration or not, always insist on an occupational rental amount being filled in at the time of negotiating the deal. In terms of the value, you can be guided by your agent in terms of current marketrelated rents or perhaps put forward a figure you feel is fair. Another important point in terms of this clause is who the occupational rent should be paid to. I would strongly suggest it gets paid to the conveyancing attorney to allow for any necessary pro-rata calculations and refunds to be handled by them. As a seller, the advice is the same in terms of ensuring the rental amount is included at time of negotiating the deal. If the seller is not happy with the amount, they can always put forward an amended figure. Also it is vital that there is a clause in the agreement that states that no tenancy is created through occupation and that should the deal fall through for any reason, the purchaser will vacate the premises immediately. You do not want to give your purchaser the rights of a tenant in this instance. Further to this, occupation must not be given to the purchasers until the bond has been granted, guarantees issued and any required deposits paid. – Ynnis Wilson, branch manager at Jawitz Properties Randburg

Q: My husband and I and our young children are possibly emigrating next year and we are worried about leaving my parents behind. They do have the option to join us overseas but they want to stay here. They are living in a small complex at the moment but we are considering talking to them about moving into a dedicated retirement village. What are some of the things we need to take into account? And is it a good idea to ask them to move? A: As one gets older, decisions about where to live often depend on what other relatives are doing. However, emigration or “semigration” of close family members can be traumatic for those left behind, especially now when travel and movement are being restricted. All these factors mean that senior living communities have become more attractive for older people and more important in society. Senior living communities are attractive living options for older people for many reasons. Some of the top reasons include the availability of care and support, the “hasslefree” living that arises from being part of a managed community and being able to live at a more manageable scale. However, being part of a sociable and active community is just as important. In times when families do move around, it is important to consider choosing a living option which gives one peace of mind, as well as social contact and support. With possibly fewer family members around to assist with home maintenance and activities of daily living, the support which can be attained in a senior living community takes

on greater importance. – Barry Kaganson, chief executive of Auria Senior Living Q: I am starting a new job and will finally be paid enough to buy a starter property. However, I also need a car and can only afford one of these assets. I know in the long-term a property will be more beneficial but it is also hard to not have your own transport. How do I make the right decision, especially considering the interest rates will not be this low indefinitely? A1: Many people choose to take on vehicle finance to afford the purchase but, as one of the most expensive forms of debt you can have, this can delay your ability to afford a home loan. It is better to invest in assets that have steady and stable growth over a medium to long term, even if these do not reflect a significant percentage growth month-on-month or year-on-year. To be honest, you don’t get much better than a home in that regard. I would not recommend spending your hard-earned savings on something that devalues immediately as you drive it off the lot. Instead, I would take the same amount of money and use some, or even all, of it towards a home deposit to get your foot in the door for homeownership. – Adrian Goslett, regional director and chief executive of Re/Max of Southern Africa. A2: With a prime lending rate at a current low of 7%, now is the ideal time to apply for a bond for your dream home. Buying a home is a long-term investment in an asset that can yield considerable capital growth

over time. Homeownership is also an important step towards financial freedom as it offers a form of forced savings that can be used in the future to buy a better home or for other purposes. Often the interest accrued on a car repayment is higher than for a bond repayment, although the term for a bond is usually much longer. A R700 000 bond repayment at 7% requires a monthly instalment of R5 400 over 20 years. A car payment for the same value, and also at 7% interest, is R14 000 over five years. – Carl Coetzee, chief executive of BetterBond Q: I have thought about buying a property on auction but then I find myself feeling guilty about perhaps getting a good price on a property that has been taken away from someone else through no fault of their own. I am torn. How can I feel better about this decision? A: The notion that all real estate auctions consist only of distressed properties is not only decades out of date but plain wrong. Bank instruction sales, even in the current economic situation, are in fact a tiny percentage of the overall business. The main reason the real estate auction industry is now dominated by the private business sector is the speed at which auctions can translate bricks and mortar into liquidity in a transparent manner at a market-related value. From a fiduciary perspective, it also ticks all the boxes for corporate buyers and sellers. – Joff van Reenen, lead auctioneer and director of High Street Auctions

Letter from the editor MINE is one of those tragic property stories. Bought young, sold at the wrong time, didn’t reinvest the proceeds immediately, the market changed and I couldn’t get back in to buy again. Decided to rent for a short time in a new city. The rental property turned out to be my home for 17 years. It is almost a story written as a warning for youngsters who choose not to invest in property. Or for someone who decides to buy but sits too long on the fence trying to find the perfect home in the perfect area with the wrong budget; trying to tick all the boxes. Some things that have held me back: waiting for the market to turn; wanting to live in a particular area which is way out of my budget; being spoilt by the location and size of my rented apartment; finding it difficult to get a home loan as I was working for myself for 15 years; unable to gather money for a deposit... and so the story goes on. I think if I could go back to my younger self perhaps I’d say to her: don’t sell your apartment – use it to build wealth. Or if I met her after she had sold it I would have said: get straight back into the market now – don’t even wait a moment. Would have, could have, should have. So while I am still looking for that “forever home”, I am also finally okay with the idea that I may very well end up being a “forever renter”. It would have been comforting to have known that by my older years I would have a piece of property that was my own and the freedom that would give me; that I’d have a roof over my head and not be at the mercy of a landlord. But renting also has its pros and there is a sort of a freedom in it too. Experts say there is no time like the present to buy. So yes, if you’re looking and have a budget, go for it. Property has mostly proven to be a good investment as our main story this week – which tracks property values over the past decade – shows. By the same token, perhaps if I bumped into my younger self I’d tell her not to spend so long bemoaning what she feels was a bad decision. Because whether you buy, rent, live in a camper van, share a home, get a mortgage with a friend, move back with your folks, move in with your kids – it’s all okay. Of course, had this Property360 magazine been in existence in my youth with all its valuable and helpful weekly advice and tips, maybe things would have (could have, should have) been different ... Still good growth in bricks and mortar Despite economic ups and downs over the past decade, investing in the property market has seen fairly steady returns BY BONNY FOURIE bronwyn.fourie@inl.co.za

EN YEARS ago, the average residential property in South Africa sold for R790 000. Today, that same average property is selling for R1.267 million, almost R500 000 more – despite a global pandemic that saw South Africa’s economy restricted under lockdown. “The first thing that the figures make obvious is that the South African property market has not crashed,” says Schalk van der Merwe, franchisee for the Rawson Properties Helderberg Group. “In fact, given the utter turmoil occurring around the world, our average house price growth has been remarkably stable and above inflation. “We’re definitely not at the high point of a cycle, but we’re also very far from our lowest moments, and trends suggest growth is heading upwards, not down.” Interestingly, the trends that dominated the property market in 2011 are still very much in play today, including the growth in demand for retirement estates and sellers struggling in a buyer’s market. Between 2011 and this year, however, it was a case of all change for the market as South Africans adapted to shifting needs and rollercoaster economic conditions. In 2013, for example, it made more sense to rent than buy a property, a phenomenon that has been turned on its head over the past few months. Another point to note is that, from 2015, technology was slowly introduced into the global property market and the first virtual reality searches were used for home viewings. Six years later, technology has become the norm for use by estate agents as well as buyers and sellers. Virtual reality goggles, however, are yet to be implemented on any noticeable scale – if at all.

ANNUAL TRENDS AND HOUSE VALUES FROM 2011 TO 2021

2021

Average sectional title home price: R1 267 744 Average house price growth: 4.5% (as at the end of March) OVERVIEW: It is still early days, but so far, this year saw the residential buying market start strongly following last year’s lockdown. Buyers still have the upper hand, while sellers are being forced either to accept much lower prices or hang on to their homes until conditions improve. The low interest rates are encouraging first-time buying activity which is reducing the number of good tenants available to take up the large number of vacant rental properties on the market. TRENDS: • Remote working becomes a more regular occurrence or even a permanent set-up for South Africans, leading them to consider a more formal workplace within the home. • Landlords have to do more to woo and keep good tenants, including not increasing rents but rather reducing them. • Retirement property developers are forced to rethink their designs and offerings in a post-Covid world which requires more social distancing. • Homeowners place more importance on space, both inside and outside the home. • Many people move away from the cities because remote working allows them to live wherever they want to live.

2020

Average residential property price: R1 213 153 Average house price growth: 3.7% OVERVIEW: The property market came to a standstill last year following, first, the complete

shutdown of the industry, at the introduction of the lockdown, and then Deeds Office delays. Fortunately, though, the pent-up demand as a result of the restrictions saw the industry rebound once it was allowed to operate fully. This, combined with declining interest rates, meant the year ended on a high for the market. TRENDS: • Affluent investors made an early move from equities to luxury bricks and mortar, which is regarded as a safe haven in turbulent times. • Landlords struggled to collect rents from tenants due to financial difficulties related to reduced salaries or job losses. • The banks were keen to grant new home loans. • Many buyers and tenants were looking for properties with more space to support social distancing and allow more comfort at home.

2019

Average residential property price: R1 169 868 Average house price growth: 3.1% OVERVIEW: This year was dismal for property with the harsh economic climate spewing out low – and declining – house price growth, rising levels of emigration and local markets that were either stagnant or barely ticking over. Load shedding was also a major concern for South Africans. However, the Rugby World Cup win was a highlight that helped restore confidence in the local market and attract the attention of foreign investors. The interest rate cut in July helped bolster the market. TRENDS: • Moody’s downgrade of the country’s investment status from “stable” to “negative” was a knock to investor confidence in the local market. • Smaller units started coming Continued on pg4

Average residential property price: R1 077 055 Average house price growth: 6.1% OVERVIEW: Technology continued to change the real estate sector for buyers, sellers and agents. Transaction volumes saw slight increases from the start of the year, and better economic growth positively impacted the market, although household finances were still under pressure. TRENDS: • Virtual reality goggles were introduced in the global property market. • House price growth started to decelerate. • Many property investors looked to invest offshore. • Retirement property development remained a focus for developers. • Student accommodation promised good investment prospects. • Young professionals made their mark, looking for estate homes and apartments in new developments. • Urbanisation and semigration trends were major hallmarks of this year’s property trends.

Average residential property price: R1 134 693 Average house price growth: 3.5% OVERVIEW: The start of the year saw an improvement in consumer confidence and a subsequent boost in market performance but this was short-lived. Public policy lacked direction and controversial issues, such as the prospect of land expropriation, gave investors and homeowners the jitters. Homes took longer to sell. Price growth in Cape Town continued to slow, or normalise, as economists say. TRENDS: • Land reform processes saw jitters among many homeowners following President Cyril Ramaphosa’s State of the Nation address. • Retirement development accelerated. • The VAT increase and fuel hikes impacted on household affordability levels. • People looked for smaller properties closer to their workplaces and other conveniences in order to reduce living costs.

Average residential property price: R1 096 322 Average house price growth: 3.8% OVERVIEW: This year was said to be a buyer’s market as house price growth remained just over 4% from January to December. This was the year the drought in Cape Town coincided with a slowdown in house price growth. Traffic congestion and petrol prices saw more buyers looking for properties close to their workplaces. The year was volatile on the political, social and economic fronts, with junk status downgrades hitting the property market hard. TRENDS: • Activity in the below R1m price band remained high. • First-time buyer numbers remained low in Cape Town but high in Gauteng. • Micro-apartments made their debut in Cape Town. • Estates were still a major drawcard for buyers.

2016

Average residential property price: R1 056 556 Average house price growth: 4.9% OVERVIEW: The country’s property market remained resilient in the face of a tough economy and financial market volatility. The rand weakened and Consumer Price Inflation was above the Reserve Bank’s target limit of 6%, leading to a drop in consumer confidence. Properties in good locations, such as those close to hubs and good schools, remained popular with buyers and often performed better than average national trends revealed. TRENDS: • The Western Cape continued to outperform the rest of the country as house price inflation continued to rise. • The sectional title sector’s performance remained superior to full title.

2015

2014

Average residential property price: R948 760 Average house price growth: 6.8% OVERVIEW: The market was generally buoyant, especially activity related to first-time buyers and those entering the middle market sector. Most home loans granted were for less than R1m. Property prices in Cape Town soared by more than 50% in some areas, especially those with easy access to the city centre. Property prices in Gauteng also increased, although nowhere near the levels of the Mother City. TRENDS: • Rental inflation rose. • Township property development started to rise. • Homeowners were encouraged to reconsider their high-walled perimeters, which were reported to be aiding crime. • Properties valued at R1m-and-under saw acceleration in their value. • The trend towards smaller homes grew as urban land scarcity put pressure on property values.

2013

Average residential property price: R888 160 Average house price growth: 5.9% OVERVIEW: Continued low-interest rates assisted a property market still plagued by slow house price growth. Affordability and over-indebtedness were still problems for South African households. Homes remained on the market for longer. Socio-economic issues, including ongoing violent strike action, rand weakness and high inflation rates, impacted the market heavily. The property market this year was predicted to peak in 2018.

TRENDS: • The appeal of security estates continued to grow. • The buy-to-let market weakened. • Property economist Erwin Rode said purchasers, unless buying property with cash, should rather rent. • Despite woes, consumer confidence improved. • The sectional title market saw increased activity. • Some areas saw improvement in the luxury segment. • International buyers started to re-enter the market. • Technology started to make a bigger impact on the property market. • Green trends became a hotter topic.

2012

Average residential property price: R838791 Average house price growth: 6.2% OVERVIEW: Property buying trends reflected the macro-economic situation and declining affordability levels of households, much of this due to the running costs associated with property. Wage increases were also smaller. Desperate sellers flooded the market, offering properties at knock-down prices. Average house prices continued to increase. Home loan approval rates also increased, with some figures putting this rise at almost 50% year-on-year. TRENDS: : • Affordable housing continued to outperform other property segments. • There was an oversupply in the sectional title market, making full title homes more popular. • Political instability and talk of land reform affected foreign property investment. • Home security measures remained good selling points. • The number of residential building-plan approvals was higher than the previous year. • Residential construction picked up. • The state channelled money into low-income housing and upgrading informal settlements.

2011

Average residential property price: R789 837 Average house price growth: 2.7% OVERVIEW: Although the property market was still considered to be suffering the effects of the recession, signs of improvement were evident, giving buyers just a small window of opportunity before prices were expected to rise again. Some buyers held back, thinking prices would decline. The introduction of the Consumer Protection Act made it more difficult for banks to approve large home loans. TRENDS: • The number of black home buyers continued to increase, exceeding the number of white buyers. • Sellers were forced to drop asking prices as homes stayed on the market longer. • Retirement property development started to gain momentum. • Eco-estates gained popularity. • Many sellers turned to auctions to achieve better sale prices but some held on to properties, waiting for the market to improve. • Average house prices are based on FNB house price growth data

TOP TIPS FOR FIRST-TIME PROPERTY SELLERS Selling your first property is a huge milestone on any property journey. It can be an emotional process, but it should never feel overwhelming, complicated or stressful. Here are our tips for navigating a property sale for the first time with minimal anxiety and maximum success. Know your worth The first step for anyone even vaguely considering selling a property should always be to get an up-to-date professional valuation. Better yet: get two or three of them, from a variety of reputable estate agencies. That way, you have solid confirmation that you’re in the right price ballpark. This process is also beneficial as you can get to know a few agents who might be a good fit to handle your sale. Valuations can provide very useful insight into the skills and experience of an agent. A good valuation should include hard market data and statistics as well as more intuitive information based on an agent’s hands-on experience with buyers, sellers and the market in your area. Price recommendations should always be supported by a comparative market analysis showing exactly how a property compares to its competition. Choose your agent wisely While knowledge, skill and experience are vital, they are definitely not the only attributes to look out for when selecting an estate agent. As a seller, you’ll be working very closely with your agent for some time. That makes finding a good personality fit just as important as finding the right professional credentials. Sole mandates typically deliver the best sales experiences, but sellers need to check their agent’s mandate agreement before signing. You need to be comfortable with your chosen agent’s marketing approach, cancellation policies and timelines. If you’re unclear on any of the details, don’t be shy to ask for clarification.

If there are any material defects that could deter buyers, it’s probably worth fixing that immediately, but otherwise, it’s usually best to avoid major renovations right before a sale. Stick to budget-friendly updates in strategic areas like kitchens, living rooms and the master bedroom. If you’re not sure whether a specific fix or update is worthwhile, run it by your agent first – they’ll be able to give valuable insight into how any changes might affect a sale. Did you know: First impressions count – adding curb appeal to your property by planting flowers at your entryway, trimming and tidying your garden and making your front door bright and welcoming can deeply influence buyers. Understand the sales process The better a seller understands the sales process – and their role and responsibilities within it – the better their chance of a favourable sale. Rather sit down with an estate agent to make sure expectations line up with reality. Sellers need to know much more than just the contractual sales process. They need to understand how long the property might be on the market, what options they have if their property doesn’t get enough attention, how often they’ll need to hold show houses, and what they can expect during negotiations. Sellers also need to be aware of their maintenance responsibilities before transfer and understand the potential implications of things like latent and patent defects. The right real estate agent will explain all these details and more. Spread the word While your real estate agent should have an extensive marketing plan for your property, it's still important for sellers to spread the word in their personal capacity.

Did you know: Many sellers ask their conveyancing attorneys to check all salesrelated contracts (including mandate agreements) for red flags before signing.

It’s not just about widening the pool of potential buyers, although word-of-mouth referrals are certainly valuable. Sharing personal insights into a home can also be a great way to help buyers form their own emotional connection with the property, making it more likely that they will make a competitive offer. Go ahead and share your listing on social media with a short, personal description of the property and the lifestyle it offers – it could be just the nudge a buyer needs to make an enquiry.
