Fourth Quarter 2020 Social Weather Survey Items for the Department of Health: 85% of Filipino adults say their city/municipality can become a great place for walking and cycling

In view of a sponsor-authorized publication of commissioned items, SWS is disclosing the pertinent results and technical details for the public’s benefit.

Two survey questions about public and alternative forms of transportation, implemented within the November 21-25, 2020 Social Weather Survey, were sponsored by the Department of Health (DOH).

The survey found 85% of Filipino adults agreeing, 7% undecided, and 8% disagreeing that “it is possible for my city/municipality to become a great place for walking and cycling” [Chart 1].

This gives a net agreement score (% agree minus % disagree) of +77, classified by SWS very strong.

The survey also found 87% agreeing, 7% undecided, and 6% disagreeing that “the roads in Philippine cities and municipalities will be better off if public transportation, bicycles, and pedestrians are given priority over private vehicles,” for a very strong net agreement of +81 [Chart 2].

The SWS terminology for net agreement: +50 and above, “Very strong”; +30 to +49, “Strong”; +10 to +29, “Moderate”, +9 to -9, “Neutral”; -10 to -29, “Poor”; -30 to -49, “Weak”; -50 and below, “Very weak”.

“Very strong” support for walking and cycling across demographics

Net agreement that “it is possible for my city/municipality to become a great place for walking and cycling” is very strong in all basic demographics.

It is higher in the Visayas (+85) and Balance Luzon (+82) than in Metro Manila (+75) and Mindanao (+62) [Chart 3].

It does not vary in urban (+78) and rural (+76) areas [Chart 4].

By class, it is higher among class ABC (+91) than among classes D (+78) and E (+68).

It is very strong across sex, age group, and educational level, ranging from +69 to +88 [Charts 5 and 6].

“Very strong” support for public and alternative forms of transportation

Net agreement that “the roads in Philippine cities and municipalities will be better off if public transportation, bicycles, and pedestrians are given priority over private vehicles” is also very strong across the board.

It is higher in the Visayas (+88) and Metro Manila (+85) compared to Mindanao (+80) and Balance Luzon (+78) [Chart 7].

It is slightly higher in urban areas (+85) than in rural areas (+78) [Chart 8].

It is higher among classes D (+83) and ABC (+82) than among class E (+74).

It is very strong across sex, age group, and educational level, ranging from +74 to +90 [Charts 9 and 10].

Survey background

The Fourth Quarter 2020 Social Weather Survey, the first in 2020 due to the Covid-19 pandemic, was conducted from November 21-25, 2020, using face-to-face interviews of 1,500 adults (18 years old and above) nationwide: 600 in Balance Luzon and 300 each in Metro Manila, Visayas, and Mindanao. The sampling error margins are ±2.5% for national percentages, ±4% for Balance Luzon, and ±6% for Metro Manila, the Visayas, and Mindanao.

The area estimates were weighted by the Philippine Statistics Authority medium-population projections for 2020 to obtain the national estimates.

The exact phrasing of the questions was:
