Chief of Party, Tunisia Civil Society and Good Governance Activity

Tetra Tech International Development Services headquartered in Arlington, VA is currently accepting expressions of interest from qualified candidates for a potential Chief of Party position on a USAID funded program in Tunisia.

 

The purpose of the anticipated five-year, USAID-funded Tunisia Civil Society & Good Governance Activity is to facilitate a productive relationship between civil society and the Government of Tunisia, focusing on three key roles of civil society in a middle-income, democratic country: 1) advocacy/ campaigner (for example advocating for changes in existing laws to facilitate reforms), 2) watchdog (for example, monitoring of reforms and human rights issues), and 3) participant in global governance processes (for example, the open government partnership standards, advisory boards of investment funds, etc.). The program will work nationwide, differentiating between the capacity-building needs of smaller, regional NGOs, Associations, think-tanks and other types of local organizations and more developed, Tunis-based CSOs, creating linkages networks, and platforms for knowledge sharing, partnerships, and joint-action.

 

Position Description: The COP will have overall responsibility for technical and operational management of the anticipated Activity. S/he will be the principal point of contact in Tunisia for procedural and substantive matters. The COP will coordinate and ultimately be responsible for all contract management and implementation. S/he will be the primary liaison with USAID/Tunisia on technical matters and must adjust programs and operations in response to USAID/Tunisia technical direction. The COP will also be responsible for ensuring quality control and the overall responsiveness of technical assistance provided under the award.

 

The COP’s primary responsibilities will be providing overall leadership, management, and general technical direction of the entire Activity, ensuring an integrated vision among different components and actors, and focusing on the full achievement of all results stated in the award. This individual will be expected to identify issues and manage risks related to Activity implementation in a timely manner and suggest appropriate adjustments to maintain strong performance. This is anticipated to be a full-time position based in Tunis, Tunisia.

 

Qualifications:

*Master’s degree or higher in international development, international affairs, political science, or another relevant field
*At least 12 (twelve) years of demonstrated experience in the successful implementation of donor-funded development activities, USG/USAID experience preferred;
*At least 7 (seven) years of demonstrated experience in senior program management, including team leaderships and direct supervision of professional and support staff;
*Demonstrated ability to engage constructively in multi-stakeholder dialogue, including sustaining partnerships and strong working relationships with donors, civil society, host country government counterparts, the private sector, and academic institutions;
*Proven experience navigating complex and high-pressure operating environments;
*Ability to analyze complex, politically sensitive issues;
*Strong collaboration, facilitation, and leadership skills;
*Experience with small grants implementation;
*Experience working in Tunisia or MENA preferred, but not required;
*Proficiency written and spoken English and French is required; Arabic preferred.
